Совместное заявление Минэнерго России и Минобороны России о безопасности транзита по Украинской ГТС и ситуации вокруг энергоснабжения Чернобыльской АЭС

: Уважаемые коллеги, сегодня ПАО «Газпром» получило от «Оператора газотранспортной системы Украины» письмо, в котором обозначаются риски для газоперекачивающих станций, которые находятся в зоне проведения специальной операции. Эти газоперекачивающие станции обеспечивают надежность транспортировки газа европейским потребителям через территорию Украины.
В данном письме нет исходящего номера или даты, но тем не менее обозначены риски для работы 4-х компрессорных станций, в частности, «КС Новопсков», «КС Купянск», «КС Ромны», «КС Сумы». Хочу особенно отметить, что на данный момент транзит осуществляется в полном объеме в соответствии с контрактами и в соответствии с заявками потребителей. Он сегодня составляет примерно 109 млн куб. м. газа в сутки.
Важно обозначить, что только две из перечисленных газоперекачивающих станций, а именно «КС Новопсков» и «КС Купянск», находятся под контролем Вооруженных сил Российской Федерации. По ним гарантируется полная безопасность как функционирования, так и защита оборудования. Российская сторона максимально заинтересована в том, чтобы полностью выполнять взятые обязательства по всем газовым контрактам и чтобы обеспечивать и осуществлять поставки в полном объеме.
При этом отдельно хочу сфокусироваться на том, что две компрессорные станции, обозначенные в письме, находятся под контролем украинской стороны. И обеспечение их надежности и безопасности, как функционирования, так и оборудования, находящегося на данных станциях, является обязательством «Оператора ГТС Украины». Хотели бы особенно подчеркнуть и предупредить, что любые нарушения работы или провокации на компрессорных станциях – в сфере ответственности украинских властей. Это то, что является контрактным обязательством, то, что является обязанностью данной стороны.

: Я с великим сожалением должен отметить, что украинские националисты пошли на очередную провокацию, провокацию крайне опасную – они нанесли удар по подстанции и линиям электропередачи, питающим Чернобыльскую АЭС. Российскими специалистами приняты оперативные меры по переходу на резервные дизельгенераторные источники питания. В настоящее время украинская сторона всячески уклоняется от организации каких-либо ремонтно-восстановительных работ. По нашему мнению, это еще раз подтверждает абсолютно целенаправленный и провокационный характер действий националистов.

Ukraine and Russia made little apparent progress in halting the war and bridging the vast differences between them at the first talks between their foreign ministers since Russia’s invasion two weeks ago.
High-level diplomacy efforts continued elsewhere, with German Chancellor Olaf Scholz and French President Emmanuel Macron talking to Russian President Vladimir Putin by phone and reiterating their demand for an immediate cease-fire. The three leaders agreed to stay in close touch in coming days, according to a statement from Scholz’s office.
Moscow has said it wants the demilitarization of Ukraine and the recognition of separatist territories as independent. Russia has also periodically called for regime change in Kyiv. President Volodymyr Zelenskiy has signaled he’s willing to consider some compromises, but has ruled out ceding any territory and is pushing for security guarantees from the U.S. and Germany, alongside European Union membership.

London (CNN Business)Russia said it could seize the assets of Western companies that have suspended operations in the country.
Dozens of American, European and Japanese companies from almost every sector of the economy have abandoned joint ventures, factories, stores and offices in the last two weeks in response to Russia's invasion of Ukraine and the ensuring sanctions.
The sanctions have hit most of Russia's financial sector, including its central bank, trashed the Russian currency and are likely to trigger a sovereign debt default and deep recession. And there may be more to come: US Treasury Secretary Janet Yellen said Thursday that Russia's economy will be "devastated" as a consequence of existing Western sanctions, "but we ... continue to consider further steps we can take."
President Vladimir Putin had promised a response. Speaking Thursday at a meeting with government officials, he backed a plan to introduce "external management" of foreign companies leaving Russia.
"We need to act decisively with those [companies] who are going to close their production," Putin said according to a video posted by the Kremlin and aired on state media. "It is necessary, then ... to introduce external management and then transfer these enterprises to those who want to work," he added.
Russian Prime Minister Mikhail Mishustin said earlier that legislation had been drafted.
"If foreign owners close the company unreasonably, then in such cases the government proposes to introduce external administration. Depending on the decision of the owner, it will determine the future fate of the enterprise," Mishustin said, according to the Kremlin.
"The key task will be to preserve ... the activities of organizations and jobs. Most businesses are announcing a temporary suspension while maintaining jobs and wages, and we will be closely monitoring this situation," he added.
The exodus of companies includes iconic consumer and tech brands such as McDonalds (MCD), Coca-Cola (COKE) and Apple (AAPL), as well as leading Big Oil groups such as BP (BP) and Shell (RDSA). They were joined Thursday by Goldman Sachs (GS), the first major bank since the war started to say it was winding down its activities in the country entirely. Other banks are likely to follow, leaving billions in outstanding debts behind them.
Russia's consumer rights organization has drawn up a list of companies that have decided to leave and could be nationalized, according to a report in Russian newspaper Izvestiya later cited by state news agency TASS.
The document that was reportedly sent to the Russian government and the Prosecutor General's Office, includes 59 companies, including Volkswagen (VLKAF), Apple, IKEA, Microsoft (MSFT), IBM (IBM), Shell, McDonald's, Porsche, Toyota (TM), H&M (HNNMY) and can be updated with more brands, Izvestiya said.
The Russian government earlier Thursday issued a list of goods and equipment previously imported Russia that companies would be banned from transferring out of the country.
According to a statement published on the government's website, the list includes over 200 items, including "technological, telecommunications, medical equipment, vehicles, agricultural machinery, electrical equipment" as well as "railway cars and locomotives, containers, turbines, metal and stone processing machines, monitors, projectors, consoles and panels."
Those restrictions will remain in effect until the end of 2022.

U.K. Freezes Abramovich Assets, With Chelsea Future in Doubt

The U.K. froze the assets of Chelsea Football Club owner Roman Abramovich, as Boris Johnson’s government dramatically stepped up its sanctions against prominent Russians over the invasion of Ukraine.
Abramovich and six others face a full asset freeze and travel ban, and are prohibited from transacting with U.K. citizens or businesses, the Foreign Office said in a statement Thursday. The move effectively derails Abramovich’s plan to try to sell Chelsea, which plays in England’s highest football league, and raises major questions about the future of the club.
Chelsea can’t sell new tickets for matches, including games in the European Champions League, and the club’s merchandise stores will be closed, according to the U.K. Treasury. Player transfers are banned, as are new contracts.
Johnson has faced intense pressure to accelerate sanctions against Russians the government regards as having close links to Russian President Vladimir Putin. In its statement, the Foreign Office said the U.K. is the first nation to sanction Abramovich.
“There can be no safe havens for those who have supported Putin’s vicious assault on Ukraine,” Johnson said. “We will be ruthless in pursuing those who enable the killing of civilians, destruction of hospitals and illegal occupation of sovereign allies.”
What happens to Chelsea in the longer term is even less clear. As speculation grew that he would face sanctions, Abramovich announced his intention to sell Chelsea, with the proceeds going to “all victims of the war in Ukraine.”
But the plan lacked details and left open the possibility that Russian victims would also benefit from the sale. According to the Treasury, the U.K. government would consider a conversation on an application to sell the club, but Abramovich would not be allowed to benefit from the proceeds.
The latest measures are worth an estimated 15 billion pounds ($20 billion), according to the U.K. They bring to 18 the number of wealthy Russians sanctioned since the invasion of Ukraine, as well as Putin and Foreign Minister Sergei Lavrov.
Also sanctioned on Thursday are:
• Rosneft Chief Executive Officer Igor Sechin
• Gazprom CEO Alexei Miller
• Oleg Deripaska, who has stakes in En+ Group
• VTB Bank Chairman Andrey Kostin
• Nikolai Tokarev, president of the Russia state-owned pipeline company Transneft
• Bank Rossiya Chairman Dmitri Lebedev
But Abramovich, who is Russia’s eighth-richest man according to Bloomberg data, is the most famous in the U.K. due to his longstanding ownership of Chelsea. The Labour Party has consistently called for him to be sanctioned.
In a “statement of reasons” for sanctioning Abramovich, the U.K. described him as ”a prominent Russian businessman and pro-Kremlin oligarch” who has “had a close relationship for decades” with Putin.
“Furthermore, Abramovich is, or has been involved in, destabilizing Ukraine and undermining and threatening the territorial integrity, sovereignty and independence of Ukraine, via Evraz Plc, a steel manufacturing and mining company in which Abramovich has a significant shareholding and over which Abramovich exercises effective control,” the government said.
The government has now done so, and while it issued a license for football operations to continue, the implications of the sanctions will still be profound. Chelsea lost 166 million pounds last season and often needs cash from Abramovich, who has lent at least 1.5 billion pounds to the club over 10 years.
This week the U.K. Parliament voted to strengthen government powers and speed up sanctions against Russian tycoons, though the legislation has not yet been passed into law.

But, as well as the obvious risks of taking part in a conflict, Mark faces problems ahead. As a member of the Army reserves he is in breach of military regulations by coming to Ukraine .
Admiral Sir Tony Radakin, the Chief of Defence Staff, has told service personnel that the “sound of gunfire” was not “something you want to rush to”, it would be “ unlawful and unhelpful” to do so and urged them to support Ukraine in other ways.
The British Army has confirmed that a small number of soldiers had gone to Ukraine. Some of the regulars and reservists have taken leave to do so, only one has simply left his duties. Unlike the regulars, tracking the movement of reservists is much more difficult for the Ministry of Defence, and this buys them a bit of time.
With the prospect of more either travelling to Ukraine or expressing interest in going there, the Chief of Defence People, Lieutenant General James Swift, has sent a message to desist through the chain of command.
Lt Gen Swift stated that military personnel joining the Ukraine conflict would not only be putting their lives in danger but also risk giving “the mistaken perception” to Russia that Britain had sent troops to take part in hostilities.
Mark and others in the military who have come to Ukraine point to the words of Liz Truss, the Foreign Secretary, last week that going to the war in Ukraine is something British citizens “can make their own decisions about. The people of Ukraine are fighting for freedom and democracy, not just for Ukraine but for the whole of Europe”.
The former NCO also wanted to mention the plea by Ukraine’s President, Volodymyr Zelensky, for foreign volunteers to help his country. Exact figures are difficult to quantify, but the ‘International Legion’ is expected to reach around 20,000 with 16,000 arriving from around 52 countries.
Mark did not know that Ms Truss had since retracted her statement. He also acknowledged that what she said had been superseded by the orders of his superior officers and says he understands the reasons behind what they are saying.
In Irpin, Mike kept away from areas where there was obvious Russian activity, and avoided being seen holding a gun. He and some of the others he had travelled with are yet to sign on as Ukrainian soldiers. But he has broken British army rules by even being in Ukraine at this time.
One reason for hesitancy by some volunteers in signing on is that the Ukrainian military stipulate that enlistment would last until martial law ends -- in effect until the conflict ends.
“You can see it from the Ukrainian point of view, they don’t want a bunch of war tourists to come along”, said Mark. “This is obviously the real thing, one needs to have commitment, accept the consequences.”
UK military officials say that cases of service personnel going to Ukraine would be dealt with on an individual basis. One option open to Mark would be to resign now from his army unit and perhaps reapply to join later.
The Armed Forces Minister James Heappey, had said in London that it would be illegal for members of the military to be absent without leave and go to Ukraine.
“Service people who might think it is the right thing should reflect that it is 100% not the right thing to be doing....They will be in a lot of trouble.”
Mark said “that’s probably true, there will be a lot of trouble”.
Russian embassy claims injured pregnant woman pictured after hospital bombing was ‘wearing realistic make-up’

Russia has claimed photographs of the Mariupol maternity hospital bombing were staged and that a pregnant woman pictured injured was just wearing "realistic make-up" in its latest attempt to spread disinformation.
The country’s foreign minister Sergei Lavrov claimed on Thursday that Ukrainian forces had taken over the maternity and children’s hospital and there were no patients there at the time of the air strikes.
“With regards to the maternity hospital, it is not the first time we have seen pathetic outcries concerning the so-called atrocities perpetrated by the Russian military,” a BBC translator quoted him as saying.
Now, the Russian embassy in the UK has claimed that photos showing a pregnant woman being evacuated from the hospital are fake. They accused a beauty blogger of “playing roles of pregnant women” and said she was wearing “some very realistic make-up”.
Some of the embassy’s claims, which had been made on their Twitter account, were taken down by social media giant on Thursday for violating the site’s rules.
The embassy added: “Plus she could not be in the maternity house at the time of the strike, as it has long been taken by the neo-Nazi Azov Battalion who told all the staff to clear the place.”
British culture secretary Nadine Dorries branded the Russian embassy’s claims “fake news” and said their comments, made on Twitter, had been reported by the Department of Culture, Media and Sport.
A spokesperson for Number 10 branded the claims as “further disinformation” from Moscow. He told reporters: “You have seen the pictures of the people who were wounded during that attack, and you have seen what the Prime Minister said in his tweet yesterday.”
The spokesman said he was “not aware” that the Foreign Office had held “specific conversations” about reprimanding the embassy for the social media post.
Asked whether Boris Johnson would like to see social media platforms shut down the Russian embassy’s accounts, the spokesman replied: “That’s obviously a matter for Twitter, but we’ve been clear that that is disinformation.
“You’ve seen the increase in the civilians that have been targeted and sadly wounded and killed on the basis of Russian attacks.”
Founder of the investigative journalism outlet Bellingcat, Eliot Higgins, called for the Russian embassy account to be taken off Twitter.
An earlier tweet from the Russian embassy claiming that photos from the maternity hospital attack were “fake” seems to have been taken down by Twitter. The link to the post now only shows a message saying: “This Tweet violated the Twitter Rules.” The tweet that accuses the pregnant woman of “playing a role” has also been removed.
At least three people - including a six-year-old - are reported to have been killed and 17 others were injured in the attack. The deputy mayor of Mariupol, an industrial port city, said that he was “absolutely sure” that the Russian bombing constituted a war crime.
“This is the third hospital that they have destroyed in the city,” he said. The airstrike wounded women waiting to give birth and buried children in the rubble, according to Ukrainian officials.
Photos taken by the Associated Press showed Ukrainian emergency services and volunteers carrying an injured pregnant woman from the damaged hospital. Another picture, taken in the aftermath of the attack, showed an expectant mother walking down the stairs of the ruined building.
Yet more photos showed a father carrying his child away from the rubble, and an official standing in a huge crater caused by air strikes.
The World Health Organisation said on Wednesday that it has confirmed 18 Russian attacks on medical facilities since their invasion began.
Some 70 people in the city of Mariupol have been buried in a communal grave since Tuesday, according to footage published by the Associated Press.

Boris Johnson has said he fears Vladimir Putin’s “cynical, barbaric” regime may resort to deploying chemical weapons in Ukraine.
As Western allies fear Moscow could use the banned weapon — under the cover of a “false flag” operation — the prime minister said Russia had a “fake story ready to go” with claims it opponents were storing chemical weapons.
“The stuff which you are hearing about chemical weapons is straight out of the Russian playbook,” the prime minister told Sky News.
“They start saying that there are chemical weapons that are being stored by their opponents or by the Americans so that when they themselves deploy chemical weapons, as I fear they may, they have a fake story ready to go.
In a reference to the Salisbury nerve agent attack, the prime minister went on: “You have seen it in Syria, you saw it even in the UK. I just note that is what they are already doing. It is a cynical, barbaric government I’m afraid.”
Mr Johnson appeared to be referring to comments from the Russian foreign ministry spokesperson Maria Zakharova.
Earlier this week, she accused Ukraine, without evidence, of running chemical and biological weapons labs in its territory with the support of the US — a claim dismissed by the White House as “preposterous”
His remarks also come after Western officials first sounded the alarm on Wednesday over the potential use of chemical weapons, as they highlighted that the Russian military were “burning through a lot of high-end kit” amid a fierce Ukrainian resistance to the Kremlin’s invasion.
They revealed concerns about the use of non-conventional weapons while Liz Truss, the foreign secretary, insisted it would be a “grave mistake” if Putin carries out a chemical attack in the Eastern European country.
And earlier, James Heappey, an armed forces ministers, hinted the use of chemical weapons may cross a “red line” which could trigger an international response.
He said: “I don’t think it’s helpful to get into any firm commitment right now about where that red line sits, but I think President Putin needs to be very clear that when other countries have used chemical weapons it has caused an international response.
“I think he should reflect very urgently on what has happened to other countries where they have used them.”
Speaking on BBC Radio 4’s World At One programme, the Liberal Democrat leader Sir Ed Davey also insisted the UK and its Nato allies “would seriously have to consider what we next did” if Russia resorted to chemical weapons.
“We’d certainly have to start to sanctioning more widely to those sorts of countries who are working with Russia and still supplying them with goods that could be used for weapons. We’d certainly have to decide whether or not we take further action”.

Деловая программа 28-й международной специализированной выставки технологий и услуг для производителей и заказчиков рекламы «Реклама-2021» открылась десятым юбилейным форумом «Матрица рекламы». Его организовали КВК «Империя» и «Экспоцентр».
28 марта в Центральном доме художника состоялась 25-ая выставка маркетинговых коммуникаций «Дизайн и реклама NEXT». Одним из самых ярких её событий стал День социальной рекламы, который организовала Ассоциация директоров по коммуникациям и корпоративным медиа России (АКМР) совместно с АНО «Лаборатория социальной рекламы» и оргкомитетом LIME.
