Liz Truss’s nightmare audition to be the Tory leader in waiting

It is very hard to know what Liz Truss actually thinks about anything. As a student she was a Liberal Democrat, and more recently she has agreed with whatever is most beneficial to her own personal advancement. This is not to say that everything she says is untrue; merely that it is impossible to know when her pronouncements happen to have dovetailed with her sincerely held opinion.
Not that it really matters. Any sane person looking at the Truss back catalogue, taken as a whole, can only conclude that there is absolutely no point taking her seriously, which is, somewhat fortuitously, the entirely correct position to reach.
Take the most recent execrable drivel to be found in The Sun this morning, on the subject of the Northern Ireland protocol. By way of background, in 2016 Truss campaigned for Remain. Having spent the preceding years writing various deranged libertarian pamphlets, it’s not entirely clear why. There are two possible reasons. One is that having previously worked as an analyst at the Treasury, she concluded that, for all the imagined benefits of Brexit, mainly sovereignty (hope you’re all enjoying your new-found sovereignty, by the way), it simply wasn’t worth the massive economic hit. The other is that she didn’t think Leave could possibly win, and so it would be terrible not to be on side with Cameron and Osborne.
Which of these you choose to believe is entirely up to you, though if it helps, when I was sitting next to her at a dinner in April 2016, most of the conversation was spent with me being really not so sure that Remain would definitely win, and her being adamant that it couldn’t possibly lose by a margin smaller than 60/40. So obviously it’s a mystery.
Yesterday, Truss announced new legislation enabling the government unilaterally to overwrite parts of the Northern Ireland protocol. In other words, to take the oven-ready deal, which was the basis for an entire general election campaign, out of the oven, and chuck it out of the window. The EU naturally isn’t having it. They expect our country to agree to a deal it signed.
Truss, by the way, has also made herself incredibly popular with Tories by going around the world, cutting and pasting EU-based trade deals with various countries, and then announcing them on her own Instagram.
On Monday night, on a TV show I happened to be on, the US congressman Brendan Boyle, who sits on the very powerful committee on ways and means in Congress, and would therefore have to sign off any US-UK trade deal, didn’t pause before making clear his view that you’d have to be slightly mad to agree to a trade deal with a country “that’s already trying to go back on one it just signed”. So good luck with that.
Truss also spent the hours after making her announcement talking on television about the Irish “tea sock”. You would think, perhaps, that the foreign secretary, and now chief Brexit negotiator, would have taken the 10 seconds it requires to learn how to pronounce the word that describes the Irish prime minister, not least as it really is not very hard (it’s “tea shook”). But then, that Instagram feed isn’t going to curate itself. A picture tells a thousand words, after all, even if those words tend to be: “Why are you wearing a bearskin hat in Moscow when it’s about 18C?”
It’s never quite clear whether she actually agrees with Boris Johnson, while all he does is artlessly lie about why he’s trying to renege on his own deal, talking transparent garbage about the protocol and the Good Friday Agreement. (The protocol doesn’t threaten the Good Friday Agreement. What it does do is annoy the Democratic Unionist Party, mainly because they were too stupid to understand what Brexit was before they campaigned for it, and are also, just for the record, the only Northern Irish political party that walked out on the Good Friday Agreement and refused to sign up to it.)
All that is under threat is Johnson’s support from the headbanging wing of his party, a wing that Truss briefly left when she thought Remain would win – a strategic decision that has rendered it impossible to believe a word she says.
It’s never quite clear whether a part of her soul is actually dying when she describes people who have the temerity to point out the shamefulness of what the government is doing as “a strand of thinking in Britain that actively doesn’t like our country very much”.
She is making what has become a familiar error among members of the worst government the country has ever had, which is to confuse “our country” with “our government”. It’s a point that doesn’t bear much scrutiny, when one looks at the now stunning unpopularity of the government she serves in. This stuff is always the last roll of the dice for the terminally unpopular populist whose time is up.
But she is also strategising to be Johnson’s replacement, which, somewhat remarkably in Tory world, really does require pretending to be just like him, at least for the time being.
At some point, you would think, Liz Truss may have to try to make it even vaguely clear what she actually thinks, and who she actually is. The trouble is, at that point, it will quickly become clear that it’s already much, much too late.

Triple-whammy for European gas supplies sends prices soaring

London (CNN Business)Europe's natural gas supply has suffered its third blow in 48 hours, sending prices rocketing 42% higher from where they were at the start of the week.
Italian energy giant ENI said Wednesday that Gazprom, Russia's state gas producer, would cut its supplies by 15%. It did not know the reason, an ENI spokesperson told CNN Business.
The news comes the same day Gazprom said it would cut flows through its Nord Stream 1 pipeline — a major artery linking Russia's gas to Germany — for the second time in two days, and a major liquefied natural gas (LNG) producer in the United States said it would remain offline until September.
On Tuesday, Gazprom said it would reduce gas deliveries via Nord Stream 1 by 40% because Siemens Energy had delayed the return of turbines required to conduct repairs on the pipeline. Then, on Wednesday, Gazprom said it would cut supplies by another third to 67 million cubic meters starting Thursday.
Siemens had taken the turbines to one of its Canadian factories for maintenance. It said in a statement on Tuesday that it was "impossible" to return the equipment to Russia because of sanctions Canada had imposed on the country over its invasion of Ukraine.
ENI confirmed to CNN Business that it does not receive any gas through the Nord Stream 1 pipeline.
European gas futures prices spiked by more than 20% Wednesday afternoon to hit €120 ($125) per megawatt hour (MWh), according to data from the Intercontinental Exchange, although prices have since fallen back slightly to trade around €113 ($117) per MWh.
Robert Habeck, Germany's economy minister, said Gazprom's decision was "political" and not "technically justifiable."
"How this will affect the European and German gas market, we will have to wait and see," he said at a Wednesday press conference.
Habeck said in a statement that Gazprom is purposefully upsetting the apple cart.
"The current reports clearly show that the justification given by the Russian side is simply a pretext," he said. "It is obviously a strategy to unsettle and drive up prices."
Europe has tried to wind down its imports of Russia's natural gas since Russia invaded Ukraine in late February. It has set a target to reduce consumption of Russian gas by two-thirds by the end of the year, and has rapidly increased its imports of LNG as a replacement.
But major producer Freeport LNG said Tuesday that it would shut its facility in Texas for 90 days after a fire broke out last week, and would be only partially operational until late this year. It had previously said the plant would close for at least three weeks.
The company supplies about one fifth of the world's LNG, according to analytics firm Vortexa.
In recent weeks, Gazprom has cut off gas supplies to Poland, Bulgaria and Finland, and to energy companies in Denmark, Germany and the Nertherlands, because of their refusal to comply with its demand to be paid in rubles.
But some of Europe's firms, including ENI, have tried to find a workaround. The company said last month that it had started the process of opening two accounts with Gazprombank, one in euros and another in rubles.

"Газпром" резко сокращает поставки газа в Евросоюз по своему основному трубопроводу "Северный поток-1", из-за чего газ в Европе уже продается дороже 1300 долларов за тысячу кубометров. Германия называет действия РФ "политически мотивированными".
Уже второй раз за последние два дня "Газпром" объявляет о сокращении поставок газа, объясняя их техническими проблемами на компрессорной станции "Портовая".
Вчера "Газпром" обвинил в неполадках компанию Siemens.
"В связи с несвоевременным возвратом компанией Siemens (Германия) газоперекачивающих агрегатов из ремонта, выработкой межремонтного ресурса ГПА и выявленными техническими неисправностями двигателей (получено предписание Ростехнадзора о временном запрете деятельности) в настоящее время на КС "Портовая" может быть использовано только три газоперекачивающих агрегата", - сообщила компания в своем телеграм-канале.
Было анонсировано, что поставки газа будут сокращены до 100 млн куб. м в сутки при плановом объеме 167 млн куб. м в сутки.
А сегодня компания заявила, что объем будет сокращен до 67 млн куб. м в сутки "в связи с окончанием срока межремонтной наработки до капитального ремонта (в соответствии с предписанием Ростехнадзора и с учетом технического состояния двигателя)", из-за которого "Газпром" остановил эксплуатацию еще одного двигателя Siemens на компрессорной станции.
В целом с начала июня "Газпром" сократил поставки газа в ЕС по "Северному потоку" уже на треть.
В Германии считают такие действия РФ "политически мотивированными", заявил федеральный министр экономики Германии Роберт Хабек (Зеленые).
Хабек заявил, что, по его мнению, объявленное во вторник сокращение было "политическим решением", а процедура была "технически неоправданной", передает издание Merkur.

Телеграм-канал "Политика Страны" отмечает, что такие сокращения поставок могут быть связаны с проходящими сейчас переговорами между странами НАТО об увеличении поставок оружия Украине.
Москва таким образом может показывать, что в случае продолжения поставок может вообще прикрыть газ, что нанесёт сильный удар по европейской экономике. А цены на газ в ЕС уже растут.

Top energy executives from Ukraine are pitching Washington and other Western capitals on a raft of potential solutions to secure supplies to last through the upcoming winter and boost domestic production.
This includes proposals to secure international financing to buy natural gas from major exporters in the Middle East and North Africa, developing alternative supply routes, and a possible “lend-lease” agreement with Washington to import US liquefied natural gas (LNG).
As Ukraine’s industry has shrunk due to the war and 7 million people have fled the country, demand for gas has actually decreased—but so too has the country’s ability to pay for imports amid rising prices and a government shortfall of $5 billion per month. Naftogaz CEO Yuriy Vitrenko, who was in Washington last week for meetings with the Biden administration, said Ukraine needs $8 billion in financing to fund the import of 6 billion cubic meters of gas before the winter. Before the war, Ukraine consumed 30 billion cubic meters of gas per year, a third of which was imported. Some 90 percent of Ukrainian homes are reliant on gas heating, and gas serves as a backup source of energy for many of the country’s power plants.

Washington has committed almost $54 billion in military, humanitarian, and economic aid to Ukraine and the wider region since Russian forces invaded in February. While discussions on support for the Ukrainian energy sector are in the early stages, Vitrenko acknowledged that the Biden administration had been “super helpful.”
“They have a very clear mandate to provide necessary assistance to Ukraine. We want to structure it in a smart way so that there is no burden on the US taxpayers,” Vitrenko said.
The push from Ukraine for energy lifelines comes amid a broader effort by European governments to wind down their reliance on Russian energy imports. Despite sweeping global condemnation and devastating international sanctions, Europe is still relying on Russian energy, a point of geopolitical leverage that Moscow holds over the West as well as a source of funding for its continued military invasion of Ukraine. Europe imports about 40 percent of its natural gas from Russia and a good part of its crude oil, as well. Europe is already facing a looming energy crisis as prices spike, gas storage facilities remain unfilled, and a skittish market braces for further supply disruptions from the war in Ukraine.
There’s a broad fear, particularly among Eastern European governments, that Russia could disrupt or cut off gas exports to punish Western governments for supporting Ukraine and try to weaken European resolve. On Tuesday, Europe got a hint of more disruptions to come, as Russia’s state-owned gas giant, Gazprom, announced it would cut its daily gas deliveries to Germany under its Nord Stream 1 pipeline by 40 percent, purportedly due to technical difficulties.
“Europe’s very reliance on Russia for energy, but they’re trying to reduce that reliance very quickly,” said Emily Holland, a scholar at the US Naval War College and an expert on European energy issues. “The next one to two years is going to be quite challenging for Europe in terms of trying to transition away from Russian gas.”
Gazprom has already cut off gas supplies to Finland, Poland, and Bulgaria for refusing to pay for gas in rubles instead of euros or dollars—a policy Moscow put in place to try to keep the Russian currency from collapsing after launching its invasion of Ukraine. Now top European Union leaders are working through contingency plans in the event of a full supply disruption.
Wealthier European countries can likely weather the storm in the interim, even if it’s costly, but Ukraine, which faces harsher winters and severe economic constraints from the war, would be more vulnerable to any disruption in gas supplies.
“They’re trying to shore up a way to get enough supplies from Western traders at prices they can afford because prices are through the roof and Ukraine’s economy is in pretty bad shape,” Holland said.
One of the new proposals floated by Ukrainian energy officials is to secure energy supplies under a lend-lease agreement, which would see the United States provide Ukraine with 6 billion cubic meters of LNG, delivered to terminals in Europe—Ukraine doesn’t have any LNG terminals—before being shipped via pipeline to Ukraine. Kyiv would repay the United States in two years once domestic production of gas is ramped up.
“They were surprised to hear such an idea, but it was well received,” Vitrenko said.
The US Energy Department referred Foreign Policy to the National Security Council when asked for comment on the proposals. A spokesperson for the White House said, “We remain committed to Ukraine’s energy security and will continue to work closely with the government to identify effective solutions.”
The first Lend-Lease Act, passed during World War II, enabled the US president to sell or lease military hardware to countries deemed critical to US national security. The legislation was also used to send items ancillary to the war effort, such as blankets, boots, and food. A similar law, providing for the lease of weapons to Ukraine and allies in Eastern Europe, was signed by President Joe Biden in early May—a model that Ukrainian officials and energy executives are hoping to replicate on the energy front.
Another proposal Ukraine is exploring is to secure funding from the US International Development Finance Corp. (DFC), a US government development bank, to help pay for gas in the short term as global gas supplies tighten and prices increase. Pooja Jhunjhunwala, a spokesperson for the DFC, declined to comment on ongoing discussions with Ukraine but said “DFC is working within our statutory authority to help address Ukraine’s and Europe’s unprecedented energy crisis and erode Russia’s domination of European energy supplies, by seeking to support energy and energy related infrastructure investments.”
Ukraine has already secured similar help from the EU, however. On Tuesday, the European Bank for Reconstruction and Development (EBRD) announced that it would lend up to 300 million euros ($312 million) to help compensate Ukraine for disruptions to its domestic gas production caused by the war.
Naftogaz “will use the initial €50 million tranche disbursed by the EBRD for emergency gas purchases, which are urgently needed to prepare Ukraine’s gas system for the next heating season,” EBRD said in a statement.
Moscow’s renewed invasion has also fueled efforts to boost domestic gas production in Ukraine. In Canada, Washington, and Houston, Ukrainian energy executives are seeking to woo their Western counterparts to invest in Ukraine and help the country tap further natural gas deposits through horizontal drilling as the war has precipitated a shift away from Russian energy.
The war has also placed a renewed emphasis on the potential of renewable energy in Ukraine. “There are some pilot projects that we managed to do during the war,” Vitrenko said. In May, construction was completed on a hydroelectric plant in the western Ukrainian city of Lviv, which is projected to replace an estimated 800,000 cubic meters of gas annually, enough to power several hundred households.
“Ukraine is really positioned to be a monumental clean energy exporter into Europe and can contribute significantly to the European Green Deal and meeting its climate goals,” said Olga Khakova, the deputy director for European energy security at the Atlantic Council’s Global Energy Center.
The Biden administration banned imports of Russian oil in March, while the latest round of EU sanctions is projected to reduce imports of Russian oil by 90 percent, with a view to depriving Russian President Vladimir Putin of energy revenues to fund the war. Reaching a similar agreement on Russian gas is expected to be an uphill, and potentially elusive, battle.
While Europe is securing gas from other suppliers, including LNG from the United States, it’s not possible to do so at the volumes it would need to completely replace Russia’s supplies, said Alex Munton, the director of global gas services at the Rapidan Energy Group, an energy research firm.
Munton also said it’s unclear whether the natural gas industry can keep up the current pace of LNG production to continue exporting to Europe at current volumes. Demand in Asia could go up, further boosting prices and diverting some volumes away from Europe, while US domestic LNG production, primarily based in the Gulf of Mexico, could be interrupted by severe weather during the upcoming hurricane season. A fire at a major US LNG terminal in Texas last week is also expected to squeeze exports to Europe as the site will be offline until at least September.
“There’s a false sense of security in Europe,” Munton said. “The last five months, where Europe has had a relatively smooth path in being able to access the LNG volumes it’s needed, is not the most reliable basis for estimating how things are going to unfold over the next five to six months.”
All of this spells trouble for Kyiv, even months away from the onset of winter, absent an intervention from Washington and its allies in Europe.
“Even if Russia doesn’t cut off gas supplies to Europe, there’s still going to be an energy crisis with gas in Europe,” Holland said. “Ukraine needs to prepare for a very difficult winter.”

Необходимости в разминировании черноморского побережья Украины для начала транспортировки зерна нет. Об этом заявил министр иностранных дел Турции Мевлют Чавушоглу. По его словам, безопасный маршрут для судов можно проложить по направлениям, где нет минной угрозы. При этом он отметил, что очистка морской зоны от мин в соответствии с планом ООН может занять определенное время.
«Районы нахождения морских мин известны. Можно создать безопасные выходы в три порта, и это позволит судам следовать без какой-либо угрозы. Украинские катера будут служить путеводителями. После вхождения судов в зону безопасности, они будут досматриваться», — уточнил Чавушоглу.
Министр иностранных дел Турции назвал осуществимым план ООН по вывозу украинского зерна: «Мы ожидаем ответа от России по данному вопросу. Турция поддерживает данный план. Если стороны поддержат инициативу, то мы можем организовать в Стамбуле встречу по обсуждению деталей».
Польский порт на Балтийском море Свиноуйсьце готовится принимать больше грузов из Украины

Москва не планирует вводить визы для граждан Украины, сообщил "Интерфаксу" глава комитета Госдумы по международным делам Леонид Слуцкий.

Министр спорта РФ Олег Матыцин допускает возобновление продажи пива на стадионах, если в этом будет потребность со стороны зрителей, об этом он рассказал в интервью ТАСС на Петербургском международном экономическом форуме.

Военно-морские силы ВСУ нанесли ракетный удар по буксиру Черноморского флота РФ «Василий Бех», который вез российских военных и боеприпасы на оккупированный остров Змеиный, на его борту находился зенитно-ракетный комплекс «ТОР».
По словам главы Одесской областной военной администрации Максима Марченко, украинские военные ударили по буксиру ракетами Harpoon.
Буксир водоизмещением 1605 тонн «Василий Бех» был построен на астраханском судоремонтном заводе. В состав Черноморского флота РФ он вошел в 2017 году.

Russia has ‘strategically lost’ war in Ukraine, says head of UK’s armed forces

The head of the UK’s armed forces says Russia has already “strategically lost” the war in Ukraine and is now a “more diminished power”.
Admiral Sir Tony Radakin said Vladimir Putin had lost 25 per cent of Russia’s land power for only “tiny” gains.
While Russia may achieve “tactical successes” in the coming weeks, he said any notion that the war had been a success was “nonsense”.
Admiral Radakin, who is the UK’s chief of defence staff, said Russia was running out of troops and advanced missiles and would never be able to take over all of Ukraine.
Admiral Radakin spoke to the PA news agency as he visited Scotland on Wednesday, where he met soldiers at Edinburgh Castle.
He said: “This is a dreadful mistake by Russia. Russia will never take control of Ukraine.
“Russia has strategically lost already. NATO is stronger, Finland and Sweden are looking to join.”
He said Russia had been forced to give up its objectives of taking over most Ukrainian cities and was now engaged in a tactical battle where fighting is “tough”.
Admiral Radakin said: “The Russian machine is grinding away, and it’s gaining a couple of – two, three, five – kilometres every day.
“And that’s tough for Ukraine, but this is going to be a long fight. And we’re supporting Ukraine, Ukraine has shown how courageous it really is.
“And Russia has vulnerabilities because it’s running out of people, it’s running out of high-tech missiles.”
He continued: “President Putin has used about 25% of his army’s power to gain a tiny amount of territory and 50,000 people either dead or injured.”
Russia is now a “more diminished power” diplomatically and economically than several months ago, he said.
The chief of defence staff continued: “Any notion that this is a success for Russia is nonsense. Russia is failing.
“It might be getting some tactical successes over the last few weeks. And those might continue for the next few weeks.
“But Russia is losing strategically.”
Admiral Radakin said he was in touch with his Ukrainian counterpart, General Valerii Zaluzhnyi, who recognised that they were in a “tough battle” in the east.
Admiral Radakin said: “They’re courageous people.
“They’re ingenious people in terms of how they’re taking the fight to the Russians.
“But they’re also honest people, with saying actually they need some help.”
He said the UK would continue its support for Ukraine and “we’re in this for the long haul”.
Earlier this week, Ukrainian presidential adviser Mykhailo Podolyak called on the West to help his country achieve “heavy weapons parity” with Russia in the war – calling for more heavy artillery, rocket systems and vehicles.
Admiral Radakin said he was “wary” of phrases like parity as no single capability would determine the outcome of the war.
The UK is providing MLRS rocket systems and has just delivered 120 armoured fighting vehicles, he said.
He said: “We’ve been providing anti-tank weapons, there are other elements that we’re providing and that will continue.
“But it’s the mass that’s provided by the whole of the international community – and it’s putting that alongside the courage and the resolve of the Ukrainian armed forces to fight for their territory.
“That is where the real parity lies, and where the real strength of Ukraine lies.”
Julian Assange: Supporters of Wikileaks founder vow to appeal extradition order

Supporters of Julian Assange have vowed to continue the legal fight to stop the Wikileaks founder being sent to the US to face espionage charges after Priti Patel signed an order approving his extradition.
His lawyer Jennifer Robinson said they would appeal the home secretary’s decision and take their case to the European Court of Human Rights if necessary.
She said: “We have 14 days and we will appeal this all the way.”
Mr Assange’s wife Stella Moris, herself a lawyer, said she would use “every available avenue” to oppose the order, adding: “I’m going to use every waking hour fighting for Julian until he is free.”
She claimed the CIA had previously tried to assassinate her husband and said he would likely kill himself if extradited. “Julian wants to live but he wants to live with the possibility of freedom and the possibility of being with his children and with me. He has reasons to fight while he’s here.
“If he’s extradited to the US, the conditions he will be under will be oppressive. It will drive him to take his own life,” she said.
The decision was described as “a dark day for press freedom and for British democracy” by Wikileaks.
“Julian did nothing wrong,” said the group in a statement. “He has committed no crime and is not a criminal. He is a journalist and a publisher and he is being punished for doing his job.”
The US has been seeking to put Mr Assange on trial since his website in 2010 published a series of leaks from army intelligence officer Chelsea Manning which pointed to wrongdoing by American forces in Iraq and Afghanistan. He was charged by a federal grand jury in 2019 on 18 counts relating to the handling of classified information.
During a press conference outside the British Consulate in New York City on Friday, MrAssange’s father, John Shipton, urged the US to drop the prosecution. “All it will take is a simple telephone call from [US attorney general] Merrick Garland to the home secretary in the United Kingdom to drop these charges. That’s all it will take. It’s not complex,” he said.
Mr Assange has been in Belmarsh high-security prison in London since April 2019. He was arrested after spending seven years in the embassy of Ecuador after breaching bail on an extradition order to face sexual offence charges in Sweden, which were dropped later in 2019.
After a High Court ruling in favour of the US last December, Mr Assange’s extradition was formally approved by Westminster Magistrates Court in April.
A Home Office spokesperson today said: “Under the Extradition Act 2003, the secretary of state must sign an extradition order if there are no grounds to prohibit the order being made. Extradition requests are only sent to the home secretary once a judge decides it can proceed after considering various aspects of the case.
“On 17 June, following consideration by both the Magistrates Court and High Court, the extradition of Mr Julian Assange to the US was ordered. Mr Assange retains the normal 14-day right to appeal.
“In this case, the UK courts have not found that it would be oppressive, unjust or an abuse of process to extradite Mr Assange. Nor have they found that extradition would be incompatible with his human rights, including his right to a fair trial and to freedom of expression, and that whilst in the US he will be treated appropriately, including in relation to his health.”
Senior broadcaster John Simpson was one of the first to speak out against the extradition decision.
“Journalists in Britain and elsewhere will be very worried by the decision to extradite Julian Assange to the US – both for his own well-being and for the precedent it creates for journalism worldwide,” said Mr Simpson.
Quinn McKew, executive director of the Article 19 campaign for freedom of expression, said: “The Home Office’s decision to extradite Julian Assange exposes its complicity in undermining press freedom just as it claims to be a world leader on freedom of expression.
“It also sends a worrying message to the world that journalists, activists and anyone who exposes important truths about crimes – including those committed by governments and businesses – do not deserve protection for their rights to impart information and speak freely.
Senior broadcaster John Simpson was one of the first to speak out against the extradition decision.
