Ukraine news – live: Nato concerned by Putin’s ‘closer than ever’ ties with China
...
Nato is concerned about Vladimir Putin’s close ties with China, the group’s chief has said.
Secretary-general Jens Stoltenberg said Nato does not view China as an adversary but is concerned about its relationship with Russia.
“We don't regard China as an adversary,” Mr Stoltenberg said at the Nato summit Tuesday. “But we are disappointed by the fact that China has not been able to condemn the Russian invasion of Ukraine, that China is spreading many of the false narratives about Nato, the West, and also that China and Russia are more close now than they have ever been before.”
It comes as the British army chief said the UK must be prepared to fight against Russia in Ukraine.
General Sir Patrick Sanders said Russia will likely be an even greater threat to European security after the war and the army must be ready to fight to “avert conflict.”

— на Украине нет партизанского движения. Киев просит у Запада оружие для обыкновенных боевых действий, а это «может быть только рецептом поражения»;
— русские изменили тактику: они перешли к своему традиционно самому мощному оружию — массированному артиллерийскому развёртыванию;
— у украинской армии плохое военно-техническое снабжение, а рельеф местности в регионе благоприятен для воздушной мощи РФ;
— Россия оказалась экономически более устойчивой, чем ожидал Запад: запасы золота растут, а рубль достиг семилетнего максимума по отношению к доллару;

Opinion: 'Show them our pecs!' The G7 'boys club' is back

...
The photograph tells the story. There they stand, a small handful of the world's most powerful people, smiling in their dark suits: every one of them a man. For the first time in 16 years, the G7 summit, the gathering of leaders of some of the planet's seven wealthiest democracies, doesn't have a single nationally elected woman among the principals.
The moment is particularly jarring because it comes as women in the United States have suffered one of the most grievous reversals to their freedom in recent memory. The G7 boys gathered while the streets of the US were seething with rage, teeming with women and their allies incensed, infuriated after the Supreme Court rescinded Roe v. Wade, the ruling that guaranteed women the freedom to choose what they can do with their bodies -- their lives -- when they become pregnant; one of most fundamental of women's rights. One of the most basic of human rights.
From the formal G7 gatherings high in the Bavarian mountains to the judicial rulings down in Washington, it almost looks as if the Earth is spinning backward.
Does the arc of the moral universe, as has become almost cliché, really bend toward justice? Does history move toward more freedom, more equality, more democracy, more peace? One could be forgiven for thinking those ideas are the product of naively optimistic minds. But is that the right conclusion? Back to that in a moment.
Up in Bavaria, it might have been sheer coincidence, but the banter was high in macho content. Apparently discussing whether to take off their jackets for a group photo, UK Prime Minister Boris Johnson asked, "Jackets on? Jackets off? Shall we take our clothes off?" All, of course, for geostrategic purposes. "We have to show that we're tougher than Putin," added Johnson. Canada's Justin Trudeau jokingly suggested doing the Putinesque "bare-chested horseback riding display." Johnson liked the idea, "There you go! We've got to show them our pecs!"

Seated around the table with the seven leaders was Ursula von der Leyen, President of the European Commission and a "non-enumerated member" of the G7 club; the only woman. She gamely muttered, "Horseback riding is the best." Was she cringing inside?
(The EU, not a country but a "supranational organization," has a special place in the G7).
When it comes to G7 summits, one of the most iconic images came in 2018. You remember then-German Chancellor Angela Merkel standing, her arms pushed down against the table, staring down, confronting former President Donald Trump, who was seated below her, looking up at her, arms crossed.
That was the summit where Trump undermined the alliance, arrived late and left early, refusing to sign the joint communique and unsuccessfully pressuring the group to readmit Russia and President Vladimir Putin, who had been expelled for invading Ukraine's Crimean Peninsula in 2014.

German Chancellor Angela Merkel deliberates with US President Donald Trump on the sidelines of the G7 summit in Charlevoix, Canada, 2018.
The last time the G7 had no women, in 2005, it was actually the G8, with Russia on board. A photograph from that summit, in Scotland, shows Putin in his tuxedo along with the others leaders and Queen Elizabeth II, their ceremonial host.
For a decade and a half, Merkel was a key player in the G7, always the only woman except for the two years when the UK's Theresa May joined her. The reality is that the grouping, like most powerful institutions around the world, has been overwhelmingly male all along.
Every once in a while, it looked like a trend might be starting. Merkel joined in 2006, May in 2018, and for a time it seemed the US might get a woman president. Now we're back to 100 % of the G7 national members led by men.
There are many reasons why the struggle for women to have a seat at the table -- many seats -- is so difficult. Decisions by a US Supreme Court whose members have all been chosen by male presidents and confirmed by male-dominated Senates are illustrative. (Though the most recent addition to the court is a woman.) After the Court overturned Roe, the United Nations women's agency warned, "The ability of women to control what happens to their bodies is also associated with the other roles women are able to play in society, whether as a member of the family, the workforce, or government."
Centuries of imbalance cannot be easily reversed, as is now excruciatingly obvious.
Our view of history, however, is limited. And history is long.
The battle is tough, frustrating, and it includes crushing -- temporary -- defeats. But the story does not end there. And the reverses, significant as they are, are not happening everywhere.
A look beyond the front seat at the G7 reveals something interesting. Of the seven countries, a majority -- France, Canada, Germany and the UK -- have women foreign ministers. The US has reverted to having men at the State Department after Madeline Albright, Condoleezza Rice and Hillary Clinton. But around the world, the battle for women shows that what's happening in the US despite the display at the G7, looks more like an anomaly than a trend.
In fact, worldwide condemnation of the US abortion decision extended to G7 leaders. French President Emmanuel Macron tweeted his support for American women "whose liberties are being undermined" by the Court, as lawmakers in his party proposed securing abortion rights in the French constitution. Canada's Trudeau called the ruling, "horrific," and Johnson branded it "a big step backwards."
The US is in a tiny minority in adding restrictions to abortion rights. Dozens of countries have rewritten their laws in recent years, almost all of them have made reproductive choices more easily available to women. That's true even in devoutly Catholic Latin America and Ireland. In Israel, in reaction to the shock from the US, the government eased access to abortion, which the health minister described as setting back women's rights by "100 years."
A dear friend, a highly successful woman, told me a couple of days ago that without abortion rights, "I would be living in a trailer." The stakes are simply too high to allow the usurpation of rights to stand.
Eventually -- I don't know when -- the US WILL restore the nationwide right to abortion. History doesn't move in a straight line but it ultimately does move forward. Freedoms are gained and they are lost. Democracies moves forward and sometimes they take ugly detours. Sometimes, catastrophe strikes in places that looked promising. That's one of the frightening lessons of history.
Another lesson of history is that positive change doesn't come without a relentless effort by people committed to doing the work it requires. The G7 picture will include women national leaders in the not-too-distant future. And in the US, women will regain the rights now being taken away from them.

Boris Johnson Says He’d Be ‘Amazed’ If Putin Attends G-20 Summit
...
Boris Johnson said he would be “absolutely amazed” if Vladimir Putin attends the Group of 20 summit in Indonesia in November, calling the Russian president a “pariah figure.”
Both Putin and Ukrainian President Volodymyr Zelenskiy have been invited to the G-20 gathering in Bali by Indonesia’s president Joko Widodo. Russia has been heavily sanctioned by some G-20 states over its war in Ukraine.
“I think he’s highly unlikely to go for all sorts of reasons,” Johnson told reporters Tuesday on a flight to the NATO summit in Madrid.
He also warned that any boycott by Western nations if Putin does go would just leave the floor to Russia and China. “If you vacate something like the G-20, you risk just handing the propaganda opportunity to others,” he said.
Johnson later claimed Putin would not have invaded Ukraine if he were a woman, telling German broadcaster ZDF the Russian leader’s war in Ukraine was a “perfect example of toxic masculinity.”
He was backed by his UK Defence Secretary Ben Wallace on Wednesday, who told LBC Radio that Putin had “small man syndrome.

Putin ‘evil’ says Johnson as ministers step up attacks on Russian leader

...
Vladimir Putin is “evil”, Boris Johnson said as UK ministers stepped up their personal attacks on the Russian president.
“I think that what he has done is evil,” the Prime Minister told GB News at the Nato summit in Madrid.
Asked if Mr Putin himself was evil, Mr Johnson said: “I think it probably follows that if you are what you do, then certainly.
“It’s been an appalling act of unwarranted aggression against the innocent population.”
His comments come after Defence Secretary Ben Wallace said Mr Putin had “small man syndrome” and was a “lunatic”.
Mr Johnson had earlier suggested the Russian leader’s invasion of Ukraine was an example of “toxic masculinity” and a female president would not have made the same mistake.
Mr Wallace told LBC Radio: “Well I certainly think President Putin’s view of himself and the world is a small man syndrome, macho view.”
He added “you rarely hear the phrase small woman syndrome, you always hear small man syndrome”.
“I think he’s certainly got it in spades,” he said.
“But I think the real challenge here is the Russian system’s view that somehow some states are lesser than others, their rights don’t count. If they want to paint themselves into a new history, they seem to think the way to do that is through violence and invasion.
“And I think that’s something to worry about.”
He also mocked Russian foreign ministry spokeswoman Maria Zakharova.
Mr Wallace said: “To be fair there is that lady, the spokeswoman in the Ministry of Foreign Affairs, she’s like a comedy turn, she does her statement every week, threatening to nuke everyone or doing something or another.
“She’s definitely a woman… She’s a lunatic like he is, so I’ll leave it to that.”

Ukraine news – live: Putin facing no breakthrough for months in ‘grim’ war, says US
...
Vladimir Putin still wants to take over most of Ukraine and the picture for the war remains “pretty grim,” the top US intelligence official said.
“We continue to be in a position where we look at President Putin and we think he has effectively the same political goals that we had previously, which is to say that he wants to take most of Ukraine,” Avril Haines, the US Director of National Intelligence, told a Commerce Department conference.
According to Ms Haines, the US intelligence agencies have drawn up three possible scenarios in the near future, the most likely outcome being a “grinding conflict” in which Russian forces will only make incremental gains, but no breakthrough in Ukraine.
The other scenarios include a major Russian breakthrough and Ukraine stabilising the frontlines while achieving small gains near the Russian-held city of Kherson and potentially other areas of southern Ukraine.
“In short, the picture remains pretty grim,” added Ms Haines.

NATO Allies Formally Back Bids by Sweden, Finland to Join Alliance
...
NATO leaders formally invited Sweden and Finland to join the military alliance, paving the way for reshaping European defense by lengthening its border with Russia.
“The accession of Finland and Sweden will make them safer, NATO stronger, and the Euro-Atlantic area more secure,” according to summit conclusions agreed by NATO leaders in Madrid after weeks of stalling by Turkey. “The security of Finland and Sweden is of direct importance to the alliance, including during the accession process.”
NATO membership for the two previously neutral countries would mark a significant shift in the European security landscape after Russia’s invasion of Ukraine, and offer more protection to the exposed Baltic countries on the alliance’s eastern frontier. The path to membership includes the need for ratification from NATO members’ parliaments.
The leaders welcomed a memorandum agreed by Turkey, Sweden and Finland late Tuesday that led to Ankara lifting its block on the countries’ bids to join. Turkey had stalled the process with concerns the two Nordic nations didn’t do enough to tackle Kurdish groups it views as terrorists.
Leaders of the North Atlantic Treaty Organization warned they face “systemic competition” from China, which challenges the alliance’s “interests, security, and values and seek to undermine the rules-based international order.”
They also said Russia was “the most significant and direct threat” to allies’ security, and accused it of intentionally worsening a food and energy crisis. They reiterated calls for Russia to immediately stop its war in Ukraine.
In a new Strategic Concept document setting out long-term strategic guidelines, the leaders highlighted ties between China and Russia. “The deepening strategic partnership between the People’s Republic of China and the Russian Federation and their mutually reinforcing attempts to undercut the rules-based international order run counter to our values and interests,” the document said.
The leaders are planning to overhaul and boost the alliance’s defenses in the face of Russian aggression in Europe, including establishing a new force model that would put about 300,000 troops on high alert to deal with any future threats.

G-7 Grapples for Ways to Punish Russia While Taking on China

...
Group of Seven nations agreed to stick by Ukraine to the bitter end and ratchet up the cost to Russia of its aggression, while leaving much of the detail of how to do so unresolved.
At the conclusion of a G-7 summit in Germany, leaders stressed their “unwavering commitment” to the government and people of Ukraine, and made clear their determination to make Vladimir Putin pay for his invasion.
“We will continue to impose severe and immediate economic costs on President Putin’s regime for its unjustifiable war of aggression against Ukraine,” the G-7 said in their final statement released Tuesday.
After three days of deliberations in the Bavarian Alps that were dominated by the war and its global fallout, the leaders pledged to step up efforts on global energy and food security, and to stabilize economies still recovering from the Covid-19 pandemic. Chancellor Olaf Scholz called it “an important summit in extraordinary times.”
But the means of tackling their shared challenges, including a proposed cap on Russia oil prices, remained largely aspirational.

Exploring options
There were strong words of condemnation for Moscow compounding food insecurity, and an additional $4.5 billion was announced for those most at risk of hunger and malnutrition. Yet leaders were only able to “reiterate our urgent call upon Russia” to end its blockade of Ukraine’s Black Sea grain ports that are at the root of the problem.
Oxfam said the conclusion was a failure that “will leave millions to starve.”
India was one of several partner nations invited to the summit, but there was little sign of Prime Minister Narendra Modi changing his stance to criticize the Kremlin for launching war on its neighbor, or of him putting a halt to Indian purchases of cheap Russian oil.
While expressing concern about the burden of energy price increases and energy market instability, G-7 nations agreed only to “explore additional measures to reduce price surges and prevent further impacts on our economies and societies.”
That included a plea to “encourage producer countries to increase their production” of oil, and plans to “seek to develop solutions that meet our objectives of reducing Russian revenues from hydrocarbons.”
On the oil cap, a proposal advanced by Italian Prime Minister Mario Draghi and taken up by US Treasury Secretary Janet Yellen, leaders agreed to “consider a range of approaches.”
Those include “options for a possible comprehensive prohibition of all services, which enable transportation of Russian seaborne crude oil and petroleum products globally, unless the oil is purchased at or below a price to be agreed in consultation with international partners,” according to the closing statement.
French President Emmanuel Macron hailed the oil cap as a good idea and advocated a cap on Russian gas, too, but said that the challenge of implementing it is technical. Ministers were not instructed to flesh it out so much as told “to continue to discuss these measures urgently.” Yellen welcomed the conclusions as a “significant step” regardless, adding that the US will work with allies to advance the efforts.

Gas vulnerabilities
On gas, G-7 leaders acknowledged their own vulnerabilities that have been exposed by the war and Europe’s rush to find alternatives to Russian supplies. Most notably that includes summit host Germany, whose government has warned of the real risk of shortages in Europe’s biggest economy and a Lehman-like domino effect.
So they stressed the role of increased deliveries of liquefied natural gas, adding that they “acknowledge that investment in this sector is necessary in response to the current crisis.”
That’s a reversal of an agreement affirmed as recently as May to stop funding fossil fuel projects overseas. At the same time, leaders committed to stick with the goal of limiting global warming to 1.5 degrees Celsius, raising the question of how realistic holding to that target will prove to be.
“In these exceptional circumstances, publicly supported investment in the gas sector can be appropriate as a temporary response, subject to clearly defined national circumstances, and if implemented in a manner consistent with our climate objectives,” the leaders said.

China challenge
With war in Europe, inflation rampant worldwide, an energy crisis and the pandemic still under way, the summit took place over three days rather than the usual two. US President Joe Biden was notably subdued during the public proceedings, holding few one-on-one meetings and skipping the usual closing remarks to the press.
While Russia’s war on Ukraine dominated, G-7 leaders had an eye on the next major challenge, with a section of their communique addressed to an increasingly assertive China. That’s also a topic for those leaders heading to Madrid for a NATO summit.
There is “no legal basis for China’s expansive maritime claims in the South China Sea,” they said, reminding Beijing of the need to uphold its obligations under international law and to “abstain from threats, coercion, intimidation measures or use of force.”
They called on China to respect its commitments to democracy in Hong Kong, referred to Beijing’s “non-transparent and market-distorting interventions” in the economy, and expressed grave concern over the human rights situation in Tibet and Xinjiang.
Chinese Foreign Ministry spokesman Zhao Lijian hit back at the G-7 during a regular press briefing Wednesday in Beijing, saying the bloc “is obsessed with creating division and confrontation.”
G-7 nations have a “have a poor human rights track record,” Zhao said, adding that they “have no sense of responsibility or morality.”
In a section that summed up the summit’s sense of grasping for solutions, the G-7 issued a call to China to press Russia to “stop its military aggression.” But as leaders well know, that’s something Beijing has been reluctant to do.
All those strands will come together at the G-20 summit in Bali later this year, a forum where Putin and Chinese President Xi Jinping would normally be expected to be present. Scholz, outlining perhaps the summit’s most tangible outcome, said that G-7 leaders had agreed to attend, too, “if all things go as normal.”
“There was broad agreement here in all our discussions that we don’t want to drive the G-20 apart,” he said.

Evidence contradicts Russian claims about Kremenchuk mall attack
...
First-hand accounts from survivors and expert analysis have discredited Moscow’s account of the deadly missile strikes on a shopping mall in the Ukrainian city of Kremenchuk.
Igor Konashenkov, a spokesperson for Russia’s defence ministry, said its military fired a “high-precision air attack at hangars where armament and munitions were stored”, and the explosion of those weapon caches caused a fire in the nearby shopping centre, which he said was “non-functioning” at the time.
However, witness statements, information released by Ukrainian prosecutors and analysis by independent military experts point to three possible erroneous statements in that account – that the Ukrainian military was hiding weapons nearby, that the mall was not a target, and that nobody was using it.

UK maritime insurers to play key role in slowing Putin’s oil money
...
Britain is to play a crucial role in the western strategy of preventing Russia “profiteering from its war of aggression in Ukraine” through the global sale of oil.
Allies plan to cap Russian oil prices – a move they say will restrict revenue for the Kremlin while still permitting supplies to reach countries that have not imposed import bans, thus avoiding crippling energy shortages.
Despite western financial penalties, Vladimir Putin’s war chest is growing. Russia is said to have made $100bn (£82bn) through the sale of oil and gas in the first 100 days of the war. It is currently earning an estimated $800m a day.
Insurance companies will have a major part to play in any capping process. It would be extremely difficult for markets to receive Russian oil by sea without this service, and insurers in London, the international centre for marine insurance, must cooperate if the policy is to succeed.
The International Group of Protection & Indemnity Clubs in London covers around 95 per cent of the global oil shipping fleet.
IGPIC and other insurance groups have been drawn into sanctions regimes in the past; for example, they found themselves sanctioned for covering cargoes of Iranian oil during western sanctions on Tehran.
Ministers are due to hold talks with the insurers on the capping scheme. Some industry figures have expressed unease about using insurance as a mechanism for enforcing political decisions, pointing out that underwriters may not necessarily know the trading price.
Moscow and Beijing could set up their own marine insurance systems and, if global tanker fleets refuse to carry Russian oil, importers such as China and India – the latter now a major market for discounted supplies from Moscow – could use state-owned vessels.
Jake Sullivan, the US National Security Adviser, acknowledged at the G7 summit in Bavaria that the capping plan needs work and cannot be “pulled off the shelf as a tried and true method”.
However, the idea was formulated in Washington and Janet Yellen, head of the US Treasury, is a strong backer.
The US Treasury reports Ms Yellen has spoken to Constantinos Petrides, finance minister of Cyprus, which has Europe’s largest ship management centre, about “the goal of placing a price limit on Russian oil to deprive the Kremlin of revenue to finance their war in Ukraine while mitigating spillover effects for the global economy”.
A senior US official said in London: “Every day that goes by, we see additional revenues flying into Russia and every additional day sees Vladimir Putin’s war chest growing.
“We are doing everything we can to stop Russia profiteering from its war of aggression in Ukraine. There is a need for urgency in meeting the complex technical and diplomatic challenges we are facing.”

Shell Set to Sign Deal With Qatar for Giant Gas Project
...
Shell Plc is set to follow other Western energy majors by taking a stake in a $29 billion project to boost Qatar’s exports of liquefied natural gas, just as Europe races to shore up new supplies of the fuel.
The London-based company will probably announce its partnership with state-controlled Qatar Energy in Doha on Tuesday, according to two people familiar with the matter. Shell’s chief executive officer, Ben van Beurden, is likely to attend the signing ceremony with Qatari Energy Minister Saad al Kaabi, who’s also CEO of QE, one of the people said.
A Shell spokesperson declined to comment, while QE didn’t immediately respond to a request for comment.
Qatar is increasing its output capacity amid a global energy crunch. Demand for LNG is soaring as European nations try to wean themselves off Russian gas following Moscow’s attack on Ukraine.
In Singapore on Wednesday, Van Beurden told reporters to ask Al Kaabi on the timing of a potential deal with Qatar Energy. The company previously confirmed it bid for a stake in the North Field East project, which will raise Qatar’s maximum LNG production to 110 million tons by 2026 from 77 million
The world is heading for a “turbulent period,” with supplies of gas and oil tightening as more governments ease coronavirus restrictions, Van Beurden said in Singapore.
“Spare capacity is very low, demand is still recovering,” he said. “So with that, also the uncertainties with the war in Ukraine and sanctions that may come from it, there is a fair chance we will be facing a turbulent period.”
It’s unclear how much Shell will invest in North Field East. Exxon Mobil Corp. and TotalEnergies SE will each own 6.25%, while ConocoPhillips and Eni SpA are getting stakes half that size.
Qatar is one of few nations that can substantially replace Russian energy supplies to Europe, though not until its extra gas starts flowing.
It is planning a second expansion phase called North Field South. That will raise its capacity to 126 million tons a year by 2027. Many of the partners for that project will be the same as those on North Field East, Qatar’s government has said.

‘More than a song’: the enduring power of Leonard Cohen’s Hallelujah
... Ican’t think of another song with a trajectory of anything like what happened with Hallelujah,” said the author Alan Light of Leonard Cohen’s ubiquitous magnum opus. “When you think of universal global anthems like Imagine or Bridge Over Troubled Water, they were immediate hits. But Hallelujah was first rejected by the record company, and then completely ignored when it came out.”
can’t think of another song with a trajectory of anything like what happened with Hallelujah,” said the author Alan Light of Leonard Cohen’s ubiquitous magnum opus. “When you think of universal global anthems like Imagine or Bridge Over Troubled Water, they were immediate hits. But Hallelujah was first rejected by the record company, and then completely ignored when it came out.”

While Hallelujah may sound like an old standard, or some ancient hymn passed down through the ages, it was actually written in 1983 using a measly electric Casio keyboard. “There isn’t another songwriter like Cohen,” says Light, of the language Cohen brought to his art. “His approach to language and craft feel unlike the work of anybody else. And they sound rooted in poetry and literature because he studied as a poet and a novelist first.” Cohen wrote ceaselessly, writing a reported 180 verses alone for Hallelujah during the writing process. Adding to its inherent drama are the original version’s deep vocals, with Cohen’s voice deepened after years of cigarette smoking.
But it was Columbia Records, in a choice akin to Decca Records turning down the then fledgling Beatles for a record contract in 1962, who made the decision that Hallelujah and the album it came from, Various Positions, didn’t have the commercial cachet they were seeking. As the documentary chronicles, Cohen was crushed and it was eventually released by an independent label. “Leonard looked with a certain amazement and amusement that this song that had been cast off and spurned by his record label went on to become his signature song,” says Light of Cohen’s reaction to its later success. “He talked several times about feeling a sense of revenge or justice about how the song was later recognized and regarded.” Cohen’s version didn’t register on the Billboard charts until his death in 2016 at 82.
AWhy Hallelujah reached the heights it did is due to a unique mix of inventive cover versions, cultural happenstance and a magic-in-a-bottle quality the song no doubt possesses. Search the track on Spotify today and it’s Jeff Buckley’s version, not Cohen’s, which is the top result; the pairing of the song’s seemingly haunting subject matter and Buckley’s raw 1994 recording, coupled with the singer-songwriter’s drowning death aged just 30, adds another layer of weight. Buckley’s version was inducted into the Library of Congress’s national registry in 2013. Then there’s John Cale’s popular take on the tune, the first artist to cover the track in 1991.

But oddly enough, the song’s modern ubiquity can be traced to its prominent placement in Shrek, the second-highest grossing movie of 2001, which effectively launched Hallelujah into the upper echelons of popular culture. (The film features Cale’s version while the soundtrack includes Rufus Wainwright’s cover). Perhaps it’s fitting that an animated comedy would propel Cohen’s legend, considering that according to Geller the biggest misconception about Cohen himself is that he was originally considered the singer of gloom and doom. “Instead, we found a man who was so funny and so dry,” Geller explained. “Almost everything he said came out with a twinkle in his eye.”
In recent years, Hallelujah has had dozens of placements in TV and movies (from Scrubs to Zack Snyder’s Justice League) and has been sung by everyone from Bob Dylan to Bono, Brandi Carlile to Il Divo. The comedian Kate McKinnon sang it in character as Hillary Clinton to open the first episode of Saturday Night Live following the 2016 election of Donald Trump. Meanwhile, last year Yolanda Adams performed her take on National Covid Remembrance Day at the Lincoln Memorial. That’s not to mention the plethora of singing competition contestants from The X Factor to American Idol who sang of majors and minors falling, for better or for worse.
“It’s a Rorschach test,” says Light of the various interpretations of its lyrics, including the idea that it’s meant to be a Christian song. In reality, as the film chronicles, Cohen was Jewish. “The word Hallelujah appears across religions and faiths. Even though clearly Leonard’s own Judaism informs so much of what he put into the song, it’s one that people take what they need from it and what they want it to be. I think that’s why it’s played everywhere from weddings to funerals and births.” Adds Geller of Cohen’s musical output: “He has these lyrics and very beautiful musical arrangements that step out of time and can last and be relevant for audiences of all ages.”
For the film-makers, it was footage of Cohen singing Hallelujah on stage during a performance in Oakland, California, that partly inspired them to concoct the documentary. “I just couldn’t stop thinking of it,” says Goldfine. “It is more than a song. [This is a] documentary about one’s own center, and one’s own role and place in life.”

How Erdogan's Turkey became NATO's wild card
...
NATO formally invited Finland and Sweden to join on Wednesday after Turkey dropped its opposition following an arduous process that has served to remind the alliance of its deepening fault lines.
Finnish President Sauli Niinistö said that Ankara had agreed to support the membership bids of his country and Sweden, removing a major hurdle to the two joining the alliance.
While the move was a big win for NATO and a setback for Russia, Turkish President Recep Tayyip Erdogan didn't give in without a fair share of political chest-thumping as a display of his nation's weight in the grouping.
Before signing a joint memorandum with the two Nordic nations, Erdogan on Tuesday declared that NATO "cannot afford" to lose Turkey as a member. He was responding to frustration in the Western alliance over Ankara's opposition to the admission of the two traditionally neutral countries that felt compelled to join the grouping by Russia's invasion of Ukraine.
Turkey has become a headache for NATO. But recent geopolitical events have shown that it's one the alliance will have to tolerate. Experts say Erdogan knows that well and has used his country's place in the grouping to serve its national interests.
In a European war that has essentially become a conflict between the Kremlin and NATO, Turkey has positioned itself as a neutral party, opting not to join its allies in sanctioning Russia while offering to mediate between the warring parties. It has supported Ukraine in the war but has been careful not to antagonize Moscow.
Experts say Turkey is today more valuable than ever to NATO. The country sits at the south-eastern flank of the alliance, a key buffer between Russia and the West. It maintains the second-largest army in the alliance after the US, and borders a swathe of Middle Eastern nations with a history of political instability, and where Western states have major interests.
Ankara, however, hasn't always been a thorn in the side of the alliance.
Turkey joined NATO in 1952, three years after it was formed in the aftermath of World War II, and it considers the alliance to be "the cornerstone" of its defense and security policy. But analysts and historians say that while Turkey served the group's strategic interests historically, it has become more of a disruptive force under Erdogan's rule.
Erdogan served as prime minister from 2003 to 2014, and president since 2014.
"During the Cold War, Turkey [was] well-embedded in Western security infrastructures," said Oya Dursun-Ozkanca, a political science professor at Elizabethtown College in Pennsylvania and author of "Turkey-West Relations: The Politics of Intra-Alliance Opposition," adding that the country had been a "fairly reliable" Western ally for over half a century.
The frequency and the intensity of disagreements between Turkey and NATO allies have however increased over time as Ankara adopts proactive and anti-Western foreign policy positions, she said.
Erdogan has disagreed with NATO allies on a number of issues, including Syria and Libya, and has used his country's strategic location to extract concessions from his European neighbors by threatening to open the floodgates of refugees from neighboring conflict zones.
In 2009, Turkey opposed the appointment of Denmark's Anders Fogh Rasmussen as head of NATO until then-US President Barack Obama pledged that one of Rasmussen's deputies would be a Turk. Turkey had argued that Rasmussen's handling of the offenses to Prophet Mohammed in a Danish newspaper in 2006 were problematic.
In perhaps its boldest and most controversial move, Turkey in 2019 bought the Russian S-400 missile defense system, calling into question a decades-long alliance with both the US and NATO. The S-400 missiles were designed to shoot down NATO planes.
Sinan Ulgen, a former Turkish diplomat and chairman of Istanbul-based think-tank EDAM, said Erdogan's "hyper-centralized decision-making" and his "combative, more aggressive, [and] less consensus-driven" leadership style has caused difficulties for NATO.
"This is also a reflection of the increased unpredictability of Turkish foreign policy," he said.
But experts say that it's only natural that a member of an alliance will prioritize national interests where it can. The problem arises when those interests diverge from NATO's agenda.
"The Turks complicate NATO's consensus-based decision-making because they refuse to go with the flow until national interests are satisfied," said Rich Outzen, a senior fellow at the Atlantic Council in Washington, DC and former US military officer and State Department official.
"This is not bad alliance behavior; it is typical alliance behavior for states with the weight to pull it off," he added.
While Turkey understands its value to NATO, it also sees its own benefit in its membership, analysts say. Ankara has gone to NATO more than once for strategic security support, said Ulgen. "It is a security and political relationship that is mutually beneficial.
"Ultimately Turkiye and NATO do need each other," he said, using the country's new name.

Mandiant Finds Possible Link Between Kremlin, Pro-Russian ‘Hacktivists’
...
A pro-Russian “hacktivist” outfit that targeted Ukraine and its allies may be tied to the Kremlin, according to preliminary research from a US-based cybersecurity firm.
Mandiant Inc. told Bloomberg News that Russian intelligence operatives were likely behind a recent breach of an unnamed organization, resulting in the theft of data. Information stolen in that breach wound up in the hands of XakNet, a pro-Russian “hacktivist” group that’s previously denied it’s government-affiliated. Mandiant declined to identify the victim organization.
Cybersecurity experts have worried for months about the prospect of cyberattacks from Russia against Western countries, concerns that haven’t fully materialized. Mandiant’s findings suggest that the Kremlin is nonetheless carrying out cyber operations in service of propaganda efforts, apparently using a state-sponsored hackers to provide data to a group that masquerades as independent activists.
“It’s important we scrutinize the actors who claim to be Russian hacktivists because the intelligence services regularly use that façade to carry out their operations,” said John Hultquist, Mandiant’s vice president of intelligence analysis. “If we wait until after a major attack to ask who is really behind these personas, it may be too late.”
XakNet, which US officials say have been active since March, has claimed credit for several cyber incidents targeting Ukraine. Those include the defacement of a news ticker during a live March broadcast on Ukraine 24 TV — which falsely reported that President Volodymyr Zelenskiy surrendered to the Russians — and the defacement of a Ukrainian bank.
The US government and private sector have meanwhile expressed warning about groups like XakNet and the use of propaganda as Russia wages its war in Ukraine. Microsoft Corp. recently said propaganda efforts are part of a three-pronged strategy by the Russian government, in addition to military and cyber attacks.
Mandiant believes XakNet and a similar group, known as Killnet, have directly coordinated some of their activity, although it’s unclear whether Killnet is backed by Russian authorities. Hacktivists are often motivated by political or social causes, rather than financial gain or personal interest.
Mandiant’s research also harkens back to an incident that seemingly involved an innocuous hacker, but ultimately turned out to be the work of state-sponsored attacker, such as when US officials determined that Russia’s military intelligence service, or GRU, fabricated a Twitter persona, known as Guccifer 2.0, to leak documents stolen from the Democratic National Committee in 2016. Those disclosures led to acrimony within the party during the final months of the presidential campaign.
XakNet has threatened to target Ukrainian organizations in response to perceived attacks on Russia. The US and its intelligence allies said recently that XakNet and others pose cyber threats to critical infrastructure “as a response to the unprecedented economic costs imposed on Russia as well as materiel support provided by the United States, and US allies and partners.”
On Monday, Killnet claimed responsibility for a distributed denial-of-service attack against Lithuania after the country blocked goods to the remote Russian region of Kaliningrad, with government agencies reporting an “intense” wave of cyberattacks.
A representative for the Russian embassy in Washington didn’t immediately respond to an email seeking comment.
US officials have repeatedly urged companies to update their software and increase threat detection capabilities in the face of Russian aggression in cyberspace. Nearly two-thirds of Russian cyber espionage targets outside Ukraine were NATO countries, Microsoft’s report found.

Cruise ship Norwegian Sun hits piece of an iceberg

...
The cruise ship Norwegian Sun hit a piece of an iceberg on Saturday, sustaining damage to its starboard bow, according to a statement from the US Coast Guard (USCG).
A member from the Coast Guard Sector Juneau Prevention Team and contracted divers assessed damage to the right front side and determined the ship was seaworthy to go back to Seattle, its home port, for repairs, the release states.
There were no injuries, according to the USCG.
The ship was making its way to the Hubbard Glacier in Alaska when it hit a "growler," according to a spokesperson for Norwegian Cruise Line (NCL).
The National Oceanic and Atmospheric Administration says an iceberg has to be greater than 16 feet above sea level and 98 to 164 feet thick -- the smaller pieces of floating ice are considered "growlers" or "bergy bits."
After impact, the ship sailed to Juneau, the capital of Alaska, to be further assessed. The decision was made to shorten the current voyage and cancel the cruise scheduled to begin on June 30 so repairs could be made, NCL said.
The ship was cleared to return at a reduced speed to Seattle where all guests that are on board will disembark as planned, NCL added.

Russia's Medvedev says sanctions could be justification for war

Russia's Deputy Security Council Chairman Dmitry Medvedev said on Thursday that in certain circumstances, sanctions against Moscow may be seen as an act of aggression and a justification for war.
“I would like to point out once again that under certain circumstances such hostile measures can also qualify as an act of international aggression. And even as a casus belli (justification for war),” Mr Medvedev said, adding that Russia has the right to defend itself.
Mr Medvedev, a former Russian president who was once seen as a liberal, has emerged as one of the most hawkish proponents of the war, delivering a series of scathing denunciations of the West.
