The premise of the World Economic Forum is that if you bring powerful people together across borders, they can solve some of the world's thorniest problems.
But if this year's forum[b] is any indication, the biggest geopolitical players can't even gather in the same room anymore.
[b]The big picture:
The world is splitting into opposing camps, and the "globalist elite" — as Davos attendees are often described — are not immune.
At Davoses past, Russian oligarchs like Oleg Deripaska threw lavish parties and vodka flowed at the Russia House, centrally located on the Promenade.
• This year, Russian companies were banned, Deripaska is sanctioned, and the Russia House was converted into the Russian War Crimes House.
• Chinese participants had taken on increasingly prominent roles at recent forums, but there was little Chinese participation this year, due in part to the onerous COVID restrictions on travel to and from China.
The buzz: With the autocratic powers absent, Davos felt like a trans-Atlantic lovefest. Panel topics included "European unity" and "the resurgence of the West."
• Russia's invasion of Ukraine dominated those discussions and most others around the forum.
• "Nothing binds you more than a common adversary," says Samir Saran, president of Observer Research Foundation, a think tank based in Delhi. "Lo and behold, you have that, and you have this renaissance in the Atlantic order, which was flailing in some sense."
"We've had this holiday from history for 30 years, right? And Davos has been very much a part of that," former Finnish Prime Minister Alexander Stubb tells Axios, referring to the post-Cold War decades in Europe in which walls came down and war seemed distant.
• The forum's idealism about power and globalization can feel like a relic of a time when supply chains were expanding, the connective force of the internet felt boundless, and the U.S.-led liberal order stood preeminent.
• "The things that were supposed to bring us together are actually driving us apart at the moment, because everything can be weaponized," Stubb says.
But if the world is again breaking down into blocs, many countries remain non-aligned.
• On one panel otherwise dominated by hawkish appeals for arms and sanctions from U.S. and Ukrainian participants, Bangladeshi State Minister for Foreign Affairs Shahriar Alam raised the grain shortages and political instability the war was unleashing in South Asia. "We want it to end, right away," he said.
• Like Bangladesh, India has called for an end to the war without condemning Russia for launching it. Most of the world is not willing to simply line up with the West against Russia, let alone China.
What to watch: While Russia is out of the Davos club, China — given its massive market and geopolitical weight — is still being cautiously courted, including by western officials and executives.
• "Decoupling [from China] is totally unrealistic," an executive at a global tech giant confided over coffee at one of the ubiquitous pop-up pavilions on the forum's periphery. "We're all caught between China and the U.S. government."
Before U.S. climate envoy John Kerry appeared alongside his Chinese counterpart — the only time officials from the two superpowers shared a stage — Axios overheard him discussing how to handle it with his team: "Do I say I'm happy to be here with my friend?"
• Kerry did use that word in the end, before noting "the serious disagreements between our countries."

Ukraine dominated many of the panel discussions, speeches from world leaders, and even the evening entertainment in Davos.
And no one set the tone more than Ukrainian President Volodymyr Zelensky, who didn't step foot in Davos but was easily the star of the show.

Zelensky appeared via videolink for an Axios interview and opened the forum with an impassioned address. Even with a slimmed-down crowd in Davos this year, we'd never seen the hall so full.
• A dozens-strong Ukrainian contingent did travel to Davos to lobby for more weapons, seek investment to rebuild the country and urge the VIP audience not to look away.
• Tuesday night's offerings included a concert for Ukraine, with Yo-Yo Ma performing, and a dinner for Ukraine, hosted by Ukrainian oligarch Victor Pinchuk.
The dinner quickly turned somber as several Ukrainian attendees were introduced, including the mayor of Bucha, the Kyiv suburb that has become synonymous with mass graves, and a doctor from Mariupol, where thousands of civilians have died and a maternity hospital was bombed.
• After the mayor of Russian-occupied Melitopol rose to speak, another Ukrainian attendee unveiled a battle-damaged flag from "our boys on the front lines." Everyone rose for an impromptu rendition of the national anthem.
It was not a normal Davos dinner. But with a full-scale war raging on the European continent, it was not a normal Davos.

At the first annual meeting since the pandemic brought the global economy to its knees, COVID-19 was largely ignored as a clear and present risk to the assembled delegates and hangers-on.
Delegates trusted that their mRNA boosters and the testing protocols would protect them, along with modern therapeutics, should they end up catching the virus.
The backstory: The World Economic Forum doesn't have the best track record when it comes to gauging the risks of pandemics.
• COVID-19 was a distant concern at the 2020 meeting, which might itself have been a superspreader event. The pandemic was then responsible for the cancellation of two successive scheduled meetings.
The big picture: [/b] The main venue for the annual meetings is a warren-like and largely windowless conference center, divvied up into small, airless rooms.
• Dozens of delegates would file into such spaces for panels, press conferences, and the like — and almost none of them were wearing masks.
• The Davos nightlife similarly picked up where it left off pre-pandemic, with loud and crowded venues, free-flowing alcohol, and people shouting to be heard over the din.
• At such events, masks were worn only by servers. Any delegates with COVID worries didn't even bother showing up.
• People who were tested at the center ended up mixing with other people in Davos who hadn't been tested, then returned to the center where few people wore masks.
The bottom line: Some of Davos's biggest parties were canceled, but others replaced them. The Chainsmokers, for instance, performed at a tiny, packed bar on Wednesday night.
• It's therefore an open question as to whether Davos 2022 will turn out to be a superspreader event.

4. CEOs fret over frayed supply chains

Frayed supply chains and U.S.-China tensions were on the minds of many tech executives in Davos for the World Economic Forum this week.
Why it matters: Nearly every tech company is dealing with the one-two whammy of a global semiconductor shortage combined with COVID-related disruptions in China and elsewhere.
Long supply chains have always been somewhat vulnerable to disruptions, but the pandemic caused multiple failures, changing the calculus for many in tech.
• China-U.S. tensions also appear likely to permanently change the equation.
• "There's now a recognition that long supply chains aren't resilient enough," the University of Cambridge's Jagjit Singh Srai, who previously spent 17 years running manufacturing and supply chain operations for Unilever, told Axios during a shuttle ride in Davos.
The big picture: All companies are feeling the heat to greater and lesser degrees. Even Apple, which has been able to better withstand past shocks, says the constraints will dent revenue this quarter on the order of $4 billion to $8 billion.
• There are countries that one can't obtain goods from and routes that are now blocked. "That's driving the change," said Singh Srai.
• Apple, for example, is considering shifting additional manufacturing out of China to other locations, including India and Vietnam, per Barron's.
• Justin Hotard, who runs the unit that builds supercomputers at Hewlett Packard Enterprise, said his unit is affected just like other segments of the tech. "Ultimately, the parts are all the same," he told Axios in an interview in Davos.
• Still unclear is just how significantly the tech industry will change to address the current capacity issues combined with U.S.-China tensions. The big question, Hotard said, is whether it will move to "a segregated, more localized supply chain."
Yes, but: Fixing the problem is more complicated than a company just setting up more of its own factories.
• "You might regionalize, but if your company's suppliers are still global, you really haven't changed," Singh Srai said.
Between the lines: The notion of economies of scale, which have long dictated how companies evaluate what setup makes the most sense for manufacturing, appears to be changing. In the past, bigger was always better.
• That often meant locating factories where there was cheap labor, which often produced marginal cost benefit. The gains were linked to currencies and labor costs, not to performance, but the human cost could be huge when those factors shifted.
• Factories are often located not in urban centers but in modest towns where the factory is the major employer and driver of the rest of the economy.
• "The factory is the heart of the town. If you take the factory out, there is a lot of devastation," said Singh Srai.

Driving the news: When a major new trade pact was announced on Monday — encompassing 13 countries including the U.S., Japan, India, South Korea, and Australia — it was at a summit in Tokyo, 6,000 miles from Davos.
• Heads of state including President Biden, Japanese Prime Minister Fumio Kishida, and Indian Prime Minister Narendra Modi gathered there to discuss supply chains, pandemics, and the war in Ukraine.
• In Davos, the U.S. delegation was threadbare, with the highest-profile attendee being Commerce Secretary Gina Raimondo. Never mind Biden being absent; there was no Kamala Harris, no Janet Yellen, no Jerome Powell.
• Even private-sector regulars like JPMorgan Chase CEO Jamie Dimon decided to sit this Davos out.
Context: Klaus Schwab, the founder of the World Economic Forum, rode the jet stream of globalization for decades, creating an annual alpine conclave designed to drive a truly global agenda.
• This year, Omicron pushed the meeting back by four months and slashed the number of Chinese delegates attending. Then, Putin invaded Ukraine.
• Overnight, Russians went from being Davos's most generous delegates — perennial providers of conviviality and caviar — to being the undisputed common enemy.
The big picture: During major global upheavals, Davos delegates have a tendency to become slack-jawed onlookers rather than geopolitical power brokers.
• During the Arab Spring, they gathered impotently around TV screens; this year, they dutifully filed into a cavernous hall to give a standing ovation to Ukrainian president Volodymyr Zelensky, a man who has survived multiple Russian assassination attempts.
The bottom line: Switzerland, proudly neutral for 500 years, lends itself well to creating and strengthening international ties of commerce, friendship, and familiarity. (The first time I came to Davos, I had a fascinating half-hour conversation with an Iranian ayatollah.)
• In an era of everyone picking sides, however, Davos has much less to offer.

"Был обстрел города, пострадали и дети. Вот мы с ними общались. Очень многие вопросы у мня отпали, когда я увидел все своими глазами, очень многие вопросы отпали. Cyber Command, the US military's hacking unit, has conducted offensive cyber operations in support of Ukraine as it defends itself against Russia's invasion, the head of the command has confirmed.
The disclosure underscores how important projecting power in cyberspace -- in support of Ukraine's defenses and to potentially deter Russia from conducting cyberattacks against US infrastructure -- has been to the Biden administration as it continues to avoid directly engaging Russia in a shooting war.
"We've conducted a series of operations across the full spectrum; offensive, defensive, [and] information operations," General Paul Nakasone said in an interview with Sky News. A spokesperson for the command did not dispute the accuracy of the article but declined to elaborate on what the command's operations in Ukraine have entailed.
It's a rare public acknowledgment from US military officials of hacking operations that are often shrouded in mystery.
Nakasone's comments, and the White House's response to them, suggest that cyberspace is a domain in which the Biden administration feels comfortable countering Russia without fear of escalation. President Joe Biden has pledged not to engage directly with Russia militarily during the Ukraine war so long as the US and its allies aren't attacked.
"We don't see it as such," White House press secretary Karine Jean-Pierre said Wednesday when asked at a news conference whether Cyber Command's actions contradicted Biden's pledge.
Officials from Biden on down have for months warned about the threat of retaliatory Russian cyberattacks against US infrastructure after the US and its allies imposed sweeping sanctions on the Kremlin over its war in Ukraine.
While analysts have proffered a range of theories, including improvements in US defenses, for why such a hack hasn't apparently happened yet, US officials tell CNN that Russian fear of escalation in cyberspace could be one factor.
For one, Moscow may not want to risk retaliatory US cyberattacks that could hinder Russian military operations, a senior US defense intelligence official told CNN.
The Russians have already had enough problems in Ukraine executing military operations, "I think that adding any kind of potential for US cyber into that mix ... [is] probably factoring into their decision calculus," said the official, who spoke on the condition of anonymity to speak candidly about a sensitive national security issue.
The paucity of Russian hacking on US targets may reflect the "fear of escalation and what the US response might be, particularly if the US response affects Russian combat power in some form or fashion," the official added.
The statements, from an interview with a senior official tasked with keeping a close eye on Russian cyber activity, offer a window into US thinking on Russian hacking at a critical time in the war -- as the Kremlin targets eastern Ukraine after failing to take Kyiv.
The official's analysis also reflects the uncertainty and ambiguity of big-power competition in cyberspace, where governments try to keep each other guessing on their hacking capabilities and willingness to use them.
"For Russia, understanding the full scope of US cyber combat power is a gap for them which leaves them unsure about opening this front, at least at this time," the senior US official said. "Cyber warfare is a new domain ... It hasn't been around long enough for any one nation-state to dominate it."


'Attribution in peacetime is tricky enough'

Analysts say Cyber Command has matured considerably since its inception more than a decade ago and has increasingly become a tool of US power projection. The command sent personnel to Ukraine in December, in anticipation of the Russian invasion, to help Kyiv bolster its cyber defenses and to gather information about potential Russian hacking threats, officials have said.
There are a range of activities, including low-level intrusions into computer networks, that may qualify as "offensive" cyber operations but which the Russians may not necessarily interpret as escalatory, according to Bobby Chesney, an associate dean at the University of Texas School of Law who focuses on cyber and national security law.
Some of the command's previous hacking operations have included knocking a Russian troll farm offline during 2018 US midterm elections, according to a Washington Post report, and targeting ransomware operatives who threaten US organizations.
While big hacks of US organizations related to the Ukraine war have been in short supply, a plethora of attempted cyberattacks have been reported in Ukraine and Russia as digital vigilantes take sides in the war. The websites of Russian government ministries and media mouthpieces have been knocked offline or altered to broadcast anti-war slogans.
The senior US defense intelligence official expressed concern that the Russian government may mistakenly assess that that type of hacking is coming from the US government.
"Attribution in peacetime is tricky enough ... I would say there's a real danger of unintentionally attributing something to the United States that the United States or its allies simply did not do," the official said.

The United Kingdom is asking the U.S. to sign off on a plan to send advanced, medium-range rocket systems to Ukraine within a few weeks, according to a person familiar with the matter and a document outlining the proposal, a move that follows President Joe Biden’s announcement that he’s sending similar weapons.
U.K. Foreign Secretary Liz Truss and Secretary of State Antony Blinken will speak Thursday morning about the transfer of the U.S.-made M270 Multiple Launch Rocket Systems, the person familiar with the schedule said. The U.S. must officially approve the move due to export regulations, though the Biden administration is near certain to give the green light.
The person asked for anonymity in order to speak freely about sensitive discussions. The National Security Council and the British Embassy in the U.S did not respond to requests for comment. The State Department declined to comment.
The M270 can strike targets roughly 50 miles away. The range of the rockets has been a sticking point in discussions over the past few weeks, as Ukrainian officials have clamored for the weapons as their troops in the East have endured heavy Russian artillery barrages. Western officials have worried that providing Kyiv with rockets that could strike inside Russian territory could provoke President Vladimir Putin into escalating the conflict, including using chemical or even nuclear weapons.
The news comes a day after the Biden administration announced that it had decided to send the High Mobility Artillery Rocket System and munitions with a range of 48 miles to Kyiv. The HIMARS is a mobile rocket launcher that can strike targets from 40 to 300 miles away, depending on what type of rocket it fires. The administration ultimately opted to send the shorter-range munitions.
Another person familiar with the discussions between the U.S. and Ukraine told POLITICO this week that one factor that weighed into the Biden administration’s decision to send the more modern HIMARS to Ukraine instead of the MLRS was a desire to lead by example and push allies to send their own MLRS to Ukraine. The U.K. would be the first country to send the U.S.-made MLRS.
The HIMARS and MLRS provide similar capabilities and ranges, but the HIMARS is a lighter version that moves on a wheeled chassis. The MLRS moves on tracks, meaning it doesn’t move as quickly as the HIMARS, which can reach speeds of over 50 miles per hour, giving the Ukrainians the ability to fire and flee before Russian drones can spot them. The HIMARS can fire six rockets at a time, while MLRS can launch 12.
Fourteen countries from Finland to South Korea field versions of the U.S.-made MLRS, and the list of operators aligns with countries that have attended two recent high-level meetings dedicated to finding ways to further arm Ukraine, the latest of which happened on May 23. The Ukraine Defense Contact Group is scheduled to meet again in Brussels on June 15.
Only the U.S., Jordan, the United Arab Emirates, Singapore and Romania operate the HIMARS, making it a relatively rare asset that places Ukraine in a small club. Poland and Australia have each ordered 20 HIMARS in recent years but have not yet received them.

В Одессе демонтировали памятник советскому зенитному орудию 52-К, которое защищало город от нацистов во время Второй мировой войны.
Пушку убрали с пьедестала перед школой №56 на улице Тенистой.
85-мм зенитки 52-К производили в 1940-1945 годах, они участвовали во Второй мировой войне. В 1984 году одну из таких пушек установили у школы в качестве памятника воинам 15-й зенитно-артиллерийской бригады ПВО.
По информации местных СМИ, это было сделано, чтобы зенитку не приняли за военный объект. Ведь Министерство обороны РФ заявляло о базировании в здании школы военных, нахождении техники и оборудовании позиций возле учебного заведениями. Вероятно, за позиции в ведомстве приняли траншеи, выкопанные около года назад для прокладки труб. В одесской мэрии заявили, что рвы наконец-то зароют.
А пушку перевезли в музей.

The Pentagon was already struggling to keep up with Congress’ demands for oversight of its spending. Then, lawmakers earmarked an extra $40 billion for Ukraine.
Concerns are mounting on Capitol Hill about the Biden administration’s ability to properly account for the unprecedented wave of cash and to track the thousands of U.S. weapons heading to Ukraine for its war with Russia. And given the Pentagon’s recent track record concerning congressional oversight, it’s coming under increased scrutiny from members of both parties — from progressive Elizabeth Warren to libertarian Rand Paul.
Some lawmakers are already warning the Biden administration that a future aid package could lose the overwhelming congressional support that has been a hallmark of the previous efforts. A key barometer will be the Pentagon’s handling and complete accounting of the funds, which has lagged in other areas, sparking scrutiny from congressional committees.
Sen. Warren (D-Mass.), a member of the Armed Services Committee, said in an email that a full accounting of the already-appropriated funding will be “critically important for both past and future funding requests.”
“The U.S. government is sending billions in humanitarian, economic, and military assistance to help the Ukrainian people overcome Putin’s brutal war, and the American people expect strong oversight by Congress and full accounting from the Department of Defense,” she added.
Pentagon spokesperson Marine Corps Lt. Col. Anton Semelroth said the department is “committed” to transparency with the public and with Congress about the security assistance funds. But he stressed that war involves risk, and called on Russia to end the conflict.
“Risk of diversion is one of many considerations that we routinely assess when evaluating any potential arms transfer,” Semelroth said. “In this case, risk would be considerably minimized by the full withdrawal from Ukraine by Russian forces.”
While all Democrats and most Republicans voted for the aid package in May, it’s unclear whether that coalition can stick together if President Joe Biden asks Congress for more money before the end of the fiscal year, as many on the Hill predict will be the case. The Pentagon already owes Congress a backlog of reports on its spending for European security, and progressives and conservatives alike have said they’ll be looking for more cooperation before approving another cash infusion.
Amid the Pentagon-Hill squabbling, Biden announced on Wednesday the first tranche of military assistance from the massive funding bill that cleared both chambers last month. And oversight concerns are at the forefront, as the newly announced $700 million package for the first time includes a more advanced, precision-guided rocket system that will allow Ukraine to strike targets even further away — potentially in Russia.
The Biden administration deliberated for weeks over whether to send the High Mobility Artillery Rocket System, known as HIMARS, and medium or long-range munitions. Officials worried that providing longer-range rockets could provoke Russian President Vladimir Putin into escalating the conflict. They ultimately decided to send the shorter-range rockets, which can reach 48 miles, instead of the longer-range munitions, which can fly 190 miles.
Officials worry about the department’s ability to keep track of all the weapons the U.S. is providing, including the HIMARS, as well as ensuring they are being used effectively. Kyiv has given Washington “assurances” that it will only use the rockets on the battlefield in Ukraine, and not to strike targets in Russia, senior administration officials said. But they did not detail those assurances, and there is concern that the Pentagon has no way to monitor the use of the weapons.
Semelroth said the department is “confident in the Ukrainian government’s ability to appropriately safeguard and account for transferred U.S.-origin defense equipment,” noting that Defense Secretary Lloyd Austin has underscored the importance of “accountability” to his Ukrainian counterpart, Oleksii Reznikov.
“Ukrainian leadership have assured us that they understand the importance of accountability, and we are committed to working with them to further enhance accountability in the future,” Semelroth said.
A senior congressional official familiar with the oversight process described it as “quite robust” and said the administration has been briefing Hill committees regularly.
“In most cases, it’s munitions going out of our stocks and into the hands of Ukraine. One Howitzer out for us, one in for them,” the official said, granted anonymity to speak about sensitive briefings.
The $40 billion legislation includes several measures aimed at beefing up oversight of the cash. It requires the Pentagon inspector general’s office to review how the Defense Department spends the emergency funding. It also requires the Pentagon, in coordination with the State Department, to report to Congress on how weapons and equipment sent to Ukraine are being accounted for.
Rep. Ruben Gallego (D-Ariz.), a member of the Armed Services Committee, acknowledged that U.S. weapons sent to war zones have often gone missing or unused, but said “Ukraine is a different story” because its forces are well-trained and have been using the weapons for several years already.
“Obviously, we always have to be on the lookout, but this is not the same scenario that we have in the past,” Gallego said. “There have been agreements between our governments about [some of the weapons’] usage. And I believe so far Ukraine has abided by all of them.”
The Biden administration is using several metrics to determine how best to allocate the money, including the selection of systems that will help beat back Russia, but not fuel a wider conflict. Another consideration is not sending Ukrainians cutting-edge technology, given U.S. concerns the weapons could fall into Russian hands. If that happened, the Russians could reverse-engineer those systems and create new weapons for its military, according to an official with knowledge of the discussions who was not authorized to speak on the record.
“We in the administration have to very prudently measure those risks … and to think very carefully about how can we best … give the Ukrainian military what they need,” Army Secretary Christine Wormuth told the Atlantic Council on Tuesday.
The White House is hoping the latest emergency funding measure is enough to sustain Ukraine through the next several months of the conflict, but Congress is already bracing for the next cash fight.
At a confirmation hearing last week, Gen. Christopher Cavoli, Biden’s nominee to lead U.S. European Command, indicated that he believed that Americans are owed “a thoughtful application of those funds and a full accounting of them.”
That’s going to be a heavy lift for the Pentagon, which already owes the Senate Armed Services Committee “several years” worth of reports, according to Warren. That includes billions of dollars already allocated for the European Deterrence Initiative, a program aimed at bolstering U.S. presence on the continent following Russia’s 2014 seizure of Crimea. Warren said she was “getting sick of the run-around here” and said the Pentagon “has not complied with the law.”
In a recent letter to the Pentagon’s finance chief obtained by POLITICO, Warren wrote that “tracking this spending is a key part of how we protect American interests and support of our allies.”
Although every Democrat in both the Senate and House voted for the $40 billion aid package last month, several progressives were reluctant to support it given their existing concerns about a bloated Pentagon, as well as their general opposition to flooding a war zone with new weapons. Congressional leaders significantly boosted the humanitarian assistance portion, mollifying lawmakers who had considered voting against the bill.
Sen. Paul (R-Ky.), who held up the $40 billion aid package amid his demands that Congress tap a special inspector general to monitor the spending of the Ukraine funds, has raised similar concerns.
A fiscal hawk, Paul joined 10 other GOP senators and 57 House Republicans in voting against the aid bill, with several arguing that there wasn’t stringent enough oversight of the money. Sen. Josh Hawley (R-Mo.) argued the money “comes [with] no meaningful oversight.”
The latest round of emergency funding dwarfs an earlier $14 billion package enacted by Congress in March and supersizes several programs to aid Ukraine’s military, including $6 billion for the Ukraine Security Assistance Initiative, a Pentagon program that helps arm the Ukrainian military. In a government-wide funding deal passed in March, by contrast, lawmakers allocated $300 million for the account.
The package also raises the total authority to ship weapons to Ukraine from U.S. military inventories to $11 billion. Additionally, the Pentagon was granted nearly $9 billion in new funding to replace weapons that have been sent into the fight.

Weapons sent to Ukraine after Russia’s invasion in February will end up in the global hidden economy and in the hands of criminals, the head of Interpol has said.
Jürgen Stock says once the conflict ends, a wave of guns and heavy arms will flood the international market and he urged Interpol’s member states, especially those supplying weapons, to cooperate on arms tracing.
“Once the guns fall silent [in Ukraine], the illegal weapons will come. We know this from many other theatres of conflict. The criminals are even now, as we speak, focusing on them,” Stock said.
“Criminal groups try to exploit these chaotic situations and the availability of weapons, even those used by the military and including heavy weapons. These will be available on the criminal market and will create a challenge. No country or region can deal with it in isolation because these groups operate at a global level.”
He added: “We can expect an influx of weapons in Europe and beyond. We should be alarmed and we have to expect these weapons to be trafficked not only to neighbouring countries but to other continents.”
He said Interpol urged members to use its database to help “track and trace” the weapons. “We are in contact with member countries to encourage them to use these tools. Criminals are interested in all kinds of weapons … basically any weapons that can be carried might be used for criminal purposes.”
Ukraine’s western allies have sent shipments of high-end military weapons to Ukraine since the Russian invasion more than three months ago. On Tuesday, the American president, Joe Biden, announced the US would supply Kyiv with advanced missile systems and munitions. After the US pulled out of Afghanistan in 2021, following 20 years of war, huge amounts of often highly sophisticated military equipment was left behind and fell into the hands of the Taliban.
Stock, the secretary general of the international policing organisation who was speaking to the Anglo-American Press Association in Paris, said the conflict in Ukraine had also led to a rise in large-scale fertiliser theft and an increase in counterfeit agrochemicals. There was also a huge rise in fuel theft. “These products have become more valuable,” he said.
Asked about alleged sanctions-busting and money laundering by Russian oligarchs faced with international restrictions, he said Interpol was investigating neither these nor alleged war crimes as Interpol’s constitution forbade the organisation to get involved in political activity and had to remain neutral.
However, he added the organisation had received a request from Ukraine to help with the identification of those killed in the conflict. “We are not in Ukraine but we could help with this. It is classical identification work,” said Stock.
Other requests would be considered by Interpol on a “case by case” basis, taking into consideration Interpol’s “strict neutrality”, he added. “Our channels of communication remain open [to member countries] for an exchange of war crimes information. But we are not looking at war crimes; Interpol has no investigating powers.”

Former Secretary of State Hillary Clinton said Russian President Vladimir Putin is determined to achieve his goal of “restoring imperial Russia,” having an “almost messianic belief in himself,” The Guardian reported.
Clinton spoke Thursday at the Hay Festival, an annual multiday literature and arts event held in the United Kingdom, saying she observed Putin’s attitude toward himself and Russia while she was leading the State Department and he was serving as prime minister of Russia, according to The Guardian.
She said she wrote memos warning that Putin would become a threat to Europe and the rest of the world but hoped Putin would pursue a more cooperative route with the United States.
She said she had “some positive developments” with Putin while she served as secretary of State, but their relationship declined after she criticized the legitimacy of the 2012 Russian elections that ascended Putin to the presidency.
The Organization for Security and Cooperation in Europe, an intergovernmental organization that monitors issues like the free press, human rights and free and fair elections, issued a statement following the election, saying the election was “heavily tilted” in Putin’s favor.
Clinton said Putin blamed her assertion that Russians deserve an election “that meets international standards” for protests that occurred after the election, according to The Guardian.
“Putin does not like critics, especially women critics,” she said. “Putin then became very adversarial toward me with few exceptions.”
Clinton’s comments come as the Russian invasion of Ukraine reaches the 100-day mark. Putin originally planned for Russian forces to take control of the country within a few days but has been increasingly frustrated with the robust opposition his soldiers have faced from the Ukrainians. He has fired numerous military leaders after being disappointed with their lack of progress, including five generals he fired Monday as officer casualties mount.
Clinton said in a clip Hay Festival posted on its Facebook page that one of the issues with governments like Putin’s is leaders are often told what they want to hear instead of the reality of a situation, leading to Putin’s faulty expectations for the war.
“Putin was told that he could get to Kyiv in three days and install a puppet government, and he could basically control Ukraine,” she said. “That’s what he was told, and it turned out to be, thankfully, wrong.”

Страны Евросоюза окончательно утвердили шестой пакет санкций в отношении России. Соответствующие документы отправлены для официальной публикации, после чего санкции вступят в силу, т.е. через несколько часов. Шестой пакет санкций в отношении России состоит из нескольких элементов.

В рамках шестого пакета крупнейший российский банк «Сбербанк» будет отключен от системы SWIFT, глобальной системы финансовых расчетов.
Санкции введены в отношении трех российских телеканалов – Россия 24, РТР Россия и Centr International – за вредительскую пропаганду и дезинформацию.
Кроме того, ЕС расширил черный список российских компаний и россиян, которым запрещен въезд в ЕС и активы которых в Европе заблокированы. Список засекречен, но в него удалось заглянуть брюссельской корреспондентке Польского Радио Беате Пломецкой. Он насчитывает более 60 человек и более десятка компаний. В нем нет главы Русской православной церкви патриарха Кирилла, на санкции в отношении него не согласилась Венгрия, поэтому его вычеркнули из списка.
В списке, несмотря на первоначальное несогласие Венгрии, осталась бывшая гимнастка Алина Кабаева, мать детей Владимира Путина. Кроме того, под санкции попадают более 40 военных из 64-й Отдельной мотострелковой бригады, которая входит в состав 35-й стрелковой бригады, которая несет ответственность за преступления в отношении мирных жителей в Буче – убийства, изнасилования и пытки. «Эти зверства представляют собой преступления против человечности и военные преступления», – говорится в документе, вводящем санкции.
Кроме того, в черный список попали олигархи и бизнесмены, а также члены их семей. В последние дни был записан, например, сын Евгения Пригожина, близкий соратник Путина, который финансирует военных наемников из «группы Вагнера». Евросоюзные санкции коснуться также членов семьи пресс-секретаря Кремля - дочери, сына и жены Дмитрия Пескова.

The European Union on Friday formally adopted a sanctions package banning oil imports from Russia in response to its February invasion of Ukraine.
The sanctions package, the sixth imposed by the EU thus far, will phase out imports of Russian crude oil by sea over the next six months and refined petroleum imports over eight months. The EU imported about $51.5 billion in crude from Russia and $24.7 billion in refined products in 2021.
In the announcement, the EU said the package would include a temporary exemption for European nations with a “particular pipeline dependency” on Russia, allowing them to continue receiving crude oil by pipeline in the meantime. Exempt states would still be restricted from reselling crude or refined oil to third parties or other European states.
Bulgaria, meanwhile, will specifically be permitted to import crude oil and petroleum products by sea through the end of 2024 due to its “specific geographical exposure.”
And Croatia will be allowed to continue importing the Russian vacuum gas oil necessary for its refinery operations until the end of 2023.
The sanctions will also bar operators within the EU from financing or insuring transportation of Russian oil to third-party countries.
“This will make it particularly difficult for Russia to continue exporting its crude oil and petroleum products to the rest of the world since EU operators are important providers of such services,” the European Council said in a statement.
European Council President Ursula von der Leyen proposed the ban in May after the U.S., which is less reliant on Russian oil, had announced a similar embargo. On Monday, EU leaders reached an agreement on the embargo, sending the sanctions package to the 27 member states to be legally endorsed.
The new sanctions, von der Leyen said, will “effectively cut around 90 percent of oil imports from Russia to the EU by the end of the year.”

3 июня президент Украины Владимир Зеленский дал украинское гражданство известному российскому журналисту и публицисту Александру Невзорову и его супруге Лидии.
По словам Антона Геращенко, советника главы МВД Украины, гражданство предоставлено «за выдающиеся заслуги перед Украиной».
Напомним, в РФ Александр Невзоров объявлен в розыск. Следственный комитет возбудил против него уголовное дело. По версии следствия он распространял ложную информацию о действиях вооруженных сил РФ тем, что выступал против войны в Украине. Кроме того, СК РФ требует заочного ареста публициста.
Сам Александр Невзоров известен своими резонансными высказываниями в адрес российских властей и Русской православной церкви во главе с патриархом Кириллом-Гундяевым. Он решительно осудил начало широкомасштабной войны против Украины и покинул Россию.
Вместе с тем, стоит напомнить, что еще в 1996 году, когда Александр Невзоров был ведущим и главным сценаристом программы «600 секунд», он после разгона демонстрации белорусских патриотов, в которой участвовали члены УНА-УНСО, взял интервью у Александра Лукашенко. В репортаже он оплевал белорусов и украинцев. Вдобавок Невзоров злорадно прокомментировал «победу» над «врагами России». В начале и середине 90-х он был ярым сторонником Советского Союза, освещал преступления т.н. «рижского омона» в Риге, немного позже стал сторонником возрождения Российской империи. В 1993 году Невзоров вместе с руководителем «Русского национального единства» Баркашовым, Лимоновым, Рудским и другими, участвовал в антипрезидентском путче, кроваво подавленным Борисом Ельциным. Также он, по его собственным словам, не только освещал, но и принимал участие в Первой чеченской войне, на стороне войск РФ. Speaker Nancy Pelosi (D-Calif.) and House Minority Leader Kevin McCarthy (R-Calif.) are coming together to honor Ukrainian President Volodymyr Zelensky with an award named after former President Reagan.
The pair of House leaders will present the Ronald Reagan Freedom Award to Zelensky next week in Washington, organizers announced Friday. The ceremony on Tuesday marks the grand opening of the Ronald Reagan Presidential Foundation and Institute’s new D.C. center, which is touted as the “only presidential foundation with a permanent presence” in the nation’s capital.
Oksana Markarova, the Ukrainian ambassador to the United States, will accept the award on behalf of Zelensky amid Russia’s invasion of their country, which hit its 100th day on Friday.
The award is “bestowed upon those who have made monumental and lasting contributions to the cause of freedom,” the foundation named for the 40th president said.
Zelensky received a standing ovation from Congress when he delivered a virtual address in March.
The awards ceremony isn’t the only case of bipartisan Reagan nostalgia happening in Washington next week. On Monday, Jill Biden will help unveil a new postage stamp honoring former first lady Nancy Reagan in an event at the White House.

Russia’s war in Ukraine enters its 100th day on Friday, a bloody milestone that serves as a testament to the resilience of the Ukrainian forces against a vastly larger foe.
An unprecedented diplomatic campaign in the lead up to Russia’s invasion on Feb. 24 failed to prevent war. But the weeks of meetings, led by the U.S., succeeded in repositioning the global order in one of the greatest shifts to occur since World War II.
European nations including Germany, Sweden and Finland abandoned decades of cautious military policy to more fully join the U.S. and allies to deliver Ukraine the military means to fight, impose wide-ranging sanctions, shore up their own defenses and work to sever energy ties with Moscow.
While Ukraine and its supporters have declared victory in the battle for Kyiv, which U.S. intelligence had first predicted would fall within 72 hours, Moscow’s forces maintain advantages in the fight for Ukraine’s eastern territory.
Russia has gained control of a key port city, Mariupol, and is inching closer to dominating Severdonetsk. Ukrainian President Volodymyr Zelensky said Thursday that Russia controls about one-fifth of his nation.
“We’re in a situation now where obviously the Ukrainians are having a difficult time,” said Angela Stent, an expert in U.S. and European relations with Russia. “I’m not saying the tide is turning, but it’s becoming more difficult for the Ukrainians to sustain the counteroffensive.”
With the Russian’s slow progress in mind, the U.S. is stepping up its weapons shipments, sending advanced rocket systems for the first time to help the Ukrainians more effectively repel Russian advances.
“I think the weapons are significant, but they will only be significant when they reach the backfill when they’re needed,” Stent said, adding that it could take time for the U.S. to transfer the rocket systems to Ukraine because of the limited number of routes to do so. “A lot could happen, and the Ukrainians could face more challenges from the Russians.”
Zelensky, speaking to a European security conference on Thursday, said the fight could reach a “turning point” if all nations increase their military, economic and political support for Ukraine.
“We are grateful for the help we already receive, to everyone who helps us. But arms supplies need to be increased. Because it is on the battlefield in Ukraine that it is decided whether freedom in Europe will be preserved for all nations without exception,” he said.
“Right now, these days, when Russia will lose the war against Ukraine, the freedom of Europeans will win for decades to come.”
The Ukrainian president’s remarks showcase his transition over the past 100 days from a leader under military siege and at risk of assassination — who rejected an offer by the U.S. to flee Kyiv in the early days of the assault — to a powerful global voice.
The Biden administration on Thursday announced another tranche of sanctions on Russian government officials and business elite, part of an international effort to further squeeze the Kremlin as Russian President Vladimir Putin presses on into the fourth month of his unprovoked invasion.
There’s still plenty of uncertainty about how the war will end, with a negotiated solution of some kind appearing far off.
Ukrainian officials, grappling with the horrors of civilian deaths and alleged Russian war crimes — from extrajudicial executions, rape and forced migration — are loath to come to the table or concede territory to the Russians.
“Russia attacked us. It’s them who are trying to occupy as much as possible, destroy and kill, rape and torture. So we will defend ourselves and we will not surrender,” Ukrainian Ambassador to the U.S. Oksana Markarova told The Hill.
Biden administration officials say that their ultimate goal in imposing sanctions and supplying military aid is to strengthen Ukraine’s hand at the negotiating table, which is where Secretary of State Antony Blinken told reporters on Wednesday the conflict was likely to end.
“We can’t predict how this is going to play out, when this is going to play out. As best as we can assess right now, we are still looking at many months of conflict,” Blinken told reporters. “It’s a moving picture.”
Speaking to reporters at the White House on Thursday following a meeting with President Biden, Vice President Harris and national security adviser Jake Sullivan, NATO Secretary General Jens Stoltenberg underscored the need for the alliance to prepare to keep up support for Ukraine for a long period.
“Wars are by nature unpredictable, and therefore we just have to be prepared for the long haul,” he said.
Meanwhile, the war is threatening a global food crisis as Russia has staged a blockade on Ukraine’s Black Sea ports, preventing the country from exporting grain, fertilizer and other goods, driving up prices.
The United Nations has taken the lead in efforts to get food exports moving but has yet to offer concrete progress.
Blinken told reporters Wednesday that U.S. sanctions on Russia have exemptions for banking services related to food and food exports.
“We’ve had one of our senior officials go around the world to make that very clear to other countries and to help them with any questions they may have. This is on Russia,” he said.
The conflict has also exacerbated already high gas prices, which in the U.S. reached a new record high of $4.67 a gallon nationally this week.
The American public is worried about the effects of the war, posing significant political risks for the White House.
A Pew Research Center study released last month found that 59 percent of U.S. adults are extremely or very concerned that Russia might invade other countries in the region, while half said they are extremely or very concerned about the prospect of the U.S. and NATO support for Ukraine leading to war between the U.S. and Russia.
According to the poll, 45 percent of U.S. adults approve of the Biden administration’s handling of the response to Russia’s invasion, while 34 percent said they disapproved.
Michael Sawkiw, executive vice president of the Ukrainian Congress Committee of America, warned against complacency while marking the 100th day of war.
“The world has been witness to the unspeakable bestiality levied by Kremlin forces in Ukraine. And, while the United States and its allies have provided Ukraine tremendous resources, diminished attention to the war must not derail our common resolve to prevail in this ultimate fight,” he said. “The 100th day of the war reminds us that democracy worldwide is in peril should Ukraine lose this crucial battle against evil.”
Still, there’s concern that unity among European nations in support of Ukraine is waning.
While the European Union agreed to reduce 90 percent of Russian oil imports by the end of the year, exemptions that benefit countries such as Hungary underscore fractures within the bloc that Moscow can seek to disrupt and exploit.
Benjamin Schmitt, a research associate at Harvard University and senior fellow at the Center for European Policy Analysis, said the EU’s partial embargo on Russian oil “undoubtedly was meant to send a major signal to the Kremlin that Brussels remains willing to increase costs on the Putin regime” but is still holding back from imposing all available pressure on Russia.
“Reports have suggested that the wind-down period toward implementation of this partial oil embargo — which would limit about two-thirds of Russian imports to the EU by the end of the year — will still allow the Kremlin to cash in on its remaining oil sales to Europe in the short term,” Schmitt told The Hill.
But Europe’s dependence on Russian energy makes it impossible for nations to wean themselves off quickly.
Stent said the U.S. has done almost all it can do by way of sanctions, noting that the administration has also had to balance the strength of sanctions with maintaining unity with allies and minimizing domestic and global concerns about the impacts of the penalties.
“That’s the dilemma. You can do just so much,” she said.
