Киев видимо планирует провести «Зимнюю грозу» и не дать вывести с поднятыми руками (или вперёд ногами) командира группировки и личный состав, оставшейся в Бахмуте. Если Оркестру будут нормально помогать «соседи справа и слева» ( нанеси ВСУ и правда деблокирующий удар), то Зимняя гроза для ВСУ окончится также, как в свое время она окончилась для Манштейна. Если же нет, то выводы делайте сами.

In a separate audio message, Mr. Prigozhin said that Ukrainian forces not only seemed intent on holding the city, but were most likely preparing a counteroffensive to trap exposed Wagner units around Bakhmut. He urged the Russian military to send reinforcements and ammunition to avoid his fighters being cut off. “If not, we are all” in deep trouble, he said, using an expletive.

«Давайте еще раз расскажу все подробно для того, чтобы исключить дополнительные вопросы. ЧВК «Вагнер» блокирует Бахмут. Для того, чтобы разблокировать Бахмут, желательно заблокировать ЧВК «Вагнер». Для этого ВСУ создала ряд группировок: одну группировку в Славянск — 67 бригада, вторую группировку в Северске — 81 и 66 бригады, еще одну группировку в Часов Яре и одну в Константиновке.

ВСУ для того, чтобы гарантированно разблокировать Артемовск, необходимо заблокировать ЧВК «Вагнер». И получится «пирожок»: начинка — это окруженные нами части ВСУ (в случае, конечно, если будет полное окружение Бахмута), а оболочка — это, собственно говоря, ЧВК «Вагнер».

Я стучусь во все двери, бью тревогу с боеприпасами и подкреплением, а также с тем, чтобы нам прикрыли фланги. В случае, если все слаженно, без амбиций, вы…нов и истерик сделают эту совместную работу, то тогда мы блокируем ВСУ, а ВСУ нас не блокирует. Если нет, то всем придет пи…ц. Вот, собственно говоря, и ваш ответ.

Конечно, когда будет создаваться этот «пирожок», то я заскочу на него «вишенкой» и останусь со своими ребятами разгребать всю эту кашу. Только легче от этого никому не станет. Поэтому ВСУ будет бодаться за Артемовск до конца, и это очевидно. Мы должны делать свою работу тоже до конца. «Что касается мобилизованных, 2 марта вечером мне доложили, что все документы на них подписаны, мобилизованные выехали в сторону расположения ЧВК «Вагнер». По дороге их перехватила военная полиция, сначала вернула обратно, а после этого, как мне доложили, их раскидали по различным полкам — для того, чтобы не идти на поводу и не отпускать их в ЧВК «Вагнер».
Что касается боеприпасов, 22 февраля вечером были подписаны документы, 23 февраля даны команды на отгрузку, но на сегодняшний день большая часть боеприпасов так и не отгружена. Пока разбираемся, в чем причины — обычная бюрократия или предательство».

It was also claimed that Wagner forces had pushed Ukrainian troops back into the centre of Bakhmut, in a sign that Russian troops are close to encircling the city.

The brazen attack on the natural gas pipelines, which link Russia to Western Europe, fueled public speculation about who was to blame, from Moscow to Kyiv and London to Washington, and it has remained one of the most consequential unsolved mysteries of Russia’s year-old war in Ukraine.
Ukraine and its allies have been seen by some officials as having the most logical potential motive to attack the pipelines. They have opposed the project for years, calling it a national security threat because it would allow Russia to sell gas more easily to Europe. Ukrainian government and military intelligence officials say they had no role in the attack and do not know who carried it out.
U.S. officials said there was much they did not know about the perpetrators and their affiliations. The review of newly collected intelligence suggests they were opponents of President Vladimir V. Putin of Russia, but does not specify the members of the group, or who directed or paid for the operation. U.S. officials declined to disclose the nature of the intelligence, how it was obtained or any details of the strength of the evidence it contains. They have said that there are no firm conclusions about it, leaving open the possibility that the operation might have been conducted off the books by a proxy force with connections to the Ukrainian government or its security services.

Officials who have reviewed the intelligence said they believed the saboteurs were most likely Ukrainian or Russian nationals, or some combination of the two. U.S. officials said no American or British nationals were involved.
The pipelines were ripped apart by deep sea explosions in September, in what U.S. officials described at the time as an act of sabotage. European officials have publicly said they believe the operation that targeted Nord Stream was probably state sponsored, possibly because of the sophistication with which the perpetrators planted and detonated the explosives on the floor of the Baltic Sea without being detected. U.S. officials have not stated publicly that they believe the operation was sponsored by a state.
The explosives were most likely planted with the help of experienced divers who did not appear to be working for military or intelligence services, U.S. officials who have reviewed the new intelligence said. But it is possible that the perpetrators received specialized government training in the past.
Officials said there were still enormous gaps in what U.S. spy agencies and their European partners knew about what transpired. But officials said it might constitute the first significant lead to emerge from several closely guarded investigations, the conclusions of which could have profound implications for the coalition supporting Ukraine.

Since the explosions along the pipelines in September, there has been rampant speculation about what transpired on the sea floor near the Danish island of Bornholm.
Poland and Ukraine immediately accused Russia of planting the explosives, but they offered no evidence.
Russia, in turn, accused Britain of carrying out the operation — also without evidence. Russia and Britain have denied any involvement in the explosions.
Last month, the investigative journalist Seymour Hersh published an article on the newsletter platform Substack concluding that the United States carried out the operation at the direction of Mr. Biden. In making his case, Mr. Hersh cited the president’s preinvasion threat to “bring an end” to Nord Stream 2, and similar statements by other senior U.S. officials.
U.S. officials say Mr. Biden and his top aides did not authorize a mission to destroy the Nord Stream pipelines, and they say there was no U.S. involvement.

U.S. officials and intelligence agencies acknowledge that they have limited visibility into Ukrainian decision-making.
Despite Ukraine’s deep dependence on the United States for military, intelligence and diplomatic support, Ukrainian officials are not always transparent with their American counterparts about their military operations, especially those against Russian targets behind enemy lines. Those operations have frustrated U.S. officials, who believe that they have not measurably improved Ukraine’s position on the battlefield, but have risked alienating European allies and widening the war.
The operations that have unnerved the United States included a strike in early August on Russia’s Saki Air Base on the western coast of Crimea, a truck bombing in October that destroyed part of the Kerch Strait Bridge, which links Russia to Crimea, and drone strikes in December aimed at Russian military bases in Ryazan and Engels, about 300 miles beyond the Ukrainian border.
But there have been other acts of sabotage and violence of more ambiguous provenance that U.S. intelligence agencies have had a harder time attributing to Ukrainian security services.
One of those was a car bomb near Moscow in August that killed Daria Dugina, the daughter of a prominent Russian nationalist.
Kyiv denied any involvement but U.S. intelligence agencies eventually came to believe that the killing was authorized by what officials called “elements” of the Ukrainian government. In response to the finding, the Biden administration privately rebuked the Ukrainians and warned them against taking similar actions.
The explosions that ruptured the Nord Stream pipelines took place five weeks after Ms. Dugina’s killing. After the Nord Stream operation, there was hushed speculation — and worry — in Washington that parts of the Ukrainian government might have been involved in that operation as well.

“It’s my job to find those who blew up Nord Stream. To help me, I have our country’s Security Service,” Mr. Ljungqvist said. “Do I think it was Russia that blew up Nord Stream? I never thought so. It’s not logical. But as in the case of a murder, you have to be open to all possibilities.”

Die Nationalität der Täter ist offenbar unklar. Die Attentäter nutzten professionell gefälschte Reisepässe, die unter anderem für die Anmietung des Bootes eingesetzt worden sein sollen.

Das Kommando soll den Ermittlungen zufolge am 6. September 2022 von Rostock aus in See gestochen sein. Die Ausrüstung für die Geheimoperation sei vorher mit einem Lieferwagen in den Hafen transportiert worden, heißt es. Im weiteren Verlauf ist es den Ermittlern den Recherchen zufolge gelungen, das Boot am folgenden Tag erneut in Wieck (Darß) und später an der dänischen Insel Christiansø, nordöstlich von Bornholm, zu lokalisieren. Die Jacht sei dem Eigentümer im Anschluss in ungereinigtem Zustand zurückgegeben worden. Auf dem Tisch in der Kabine haben die Ermittler den Recherchen zufolge Spuren von Sprengstoff nachweisen können. Nach Informationen von ARD-Hauptstadtstudio, Kontraste, des SWR und der ZEIT soll ein westlicher Geheimdienst bereits im Herbst, also kurz nach der Zerstörung, einen Hinweis an europäische Partnerdienste übermittelt haben, wonach ein ukrainisches Kommando für die Zerstörung verantwortlich sei. Danach soll es weitere geheimdienstliche Hinweise gegeben haben, die darauf hindeuteten, dass eine proukrainische Gruppe verantwortlich sein könnte.

Die ukrainische Regierung war zunächst für eine Stellungnahme nicht erreichbar. Auch der Generalbundesanwalt lehnte eine Stellungnahme ab. Ein deutscher Regierungssprecher verwies auf die laufenden Ermittlungen des Generalbundesanwalts sowie der Behörden in Schweden und Dänemark. Erst "vor wenigen Tagen" hätten Schweden, Dänemark und Deutschland "den Sicherheitsrat der Vereinten Nationen darüber informiert, dass die Untersuchungen laufen und es noch keine Ergebnisse gebe", so der Regierungssprecher.
Der ukrainische Präsidentenberater Michail Podolyak teilte in einer Stellungnahme an das ARD-Hauptstadtstudio, Kontraste, SWR und die ZEIT mit, die Ukraine habe "natürlich nichts mit den Angriffen auf Nord Stream-2 zu tun". Es gebe "keine Bestätigung dafür, dass ukrainische Beamte oder das Militär an dieser Operation teilgenommen haben oder Personen entsandt wurden, die in ihrem Namen handeln". Denkbar sei, dass Russland dahinter stecke. "Es gibt viel mehr Motive und viel mehr Einsatzmöglichkeiten in diesem Szenario", so Podolyak.

Ощутимо расширился перечень задействованных средств при атаке: ВС РФ применили и беспилотники-камикадзе, и крылатые ракеты, и даже гиперзвуковой комплекс «Кинжал».


Что известно к этому часу?

• Киев: поражены машинный зал и котельное отделение ТЭЦ-5 — крупной генерирующей станции в столице. В совокупности с другими попаданиями в городе возникли значительные проблемы с электроснабжением и связью.

Ранее объект уже не раз становилась целью ударов российских войск, однако станция по-прежнему продолжает работу. При этом, если ВС РФ удалось вывести из строя хотя бы несколько турбин и котлов, генерация энергии существенно снизится.

• Харьков: в городе прозвучало не менее пятнадцати взрывов. По некоторым данным, была остановлена работа ТЭЦ-3 и ТЭЦ-5. Местные жители сообщили об отключениях электро- и водоснабжения, проблемах со связью и отоплением.

• Днепропетровская область: серия взрывов прозвучала в Павлоградском, Криворожском и Днепропетровском районах. По предварительным данным, в Криворожском районе целями атак могли стать Криворожская ТЭС и ПС Южная 330.

• Житомирская область: предположительно, под удар попала подстанция ПС Житомирская 330: областной центр частично обесточен, около 150 тыс. абонентов остались без света.

• Волынская область: граждане слышали мощнейшие взрывы в Луцке и Киверцах. Удар был столь мощной силы, что некоторые жители Киверцов сообщили, что у них тряслись дома.

В районе Луцка находятся нефтебаза, аэродром и подстанция Луцк-Северная 330, а также военные объекты.

• Винницкая область: в регионе прозвучали мощные взрывы. Вероятно, вновь могли быть поражены объекты на Ладыжинской ТЭС.

• Кировоградская область: местные жители сообщали о звуках взрывов в Кропивницком районе и аварийном отключении электроэнергии. Целью атаки в области могла стать ПС Украинка 330.

• Одесская область: местные власти заявили о поражении энергетического объекта в регионе. Среди возможных целей ударов ПС Аджалык 330, ПС Новоодесская 330, ПС Усатово 330 и ПС Центролит 220.

• Сумская область: вероятно, поражено одно из зданий НИИ химических продуктов в Шостке.

• Запорожская область: местные власти заявили о поражении инфраструктурного объекта, однако точной информации о нем нет.

Ивано-Франковская область: попадание в неизвестный объект энергетической инфраструктуры.

• Местные жители также сообщали о звуках взрывов во Львовской, Херсонской, Хмельницкой, Николаевской, Тернопольской, Ровенской, Черкасской и Черниговской областях.

• После ударов «Украинские железные дороги» сообщили о задержке поездов до часа из-за проблем с электроснабжением. Несколько поездов задерживаются почти на четыре часа.

• Сегодняшняя волна ударов стала самой массовой в текущем году. Среди известных целей — критически важные для функционирования электростанций машинные залы.

В результате точных попаданий в нескольких регионах страны возникли значительные проблемы с электроснабжением, которое, впрочем, было восстановлено в течении нескольких часов.

Самое большое отключение питания контактной сети было в центральной Украине. Зафиксированы большие перерывы в районе Подольска (Одесской области) и Одессы, а также небольшие подо Львовом и на карпатских перевалах.

Кроме того, местные власти в очередной раз превентивно отключили энергию перед налётом, но и это наносит существенный ущерб энергосистеме, расшатывая ее стабильность.

Несмотря на отсутствие сиюминутных результатов, подобные атаки все сильнее дестабилизируют украинскую энергоинфраструктуру, оставляя надежду на ее распад и нарушение работы железных дорог с промышленностью.

В ряде крупных городов РФ, в том числе и в Москве, взломаны серверы радиостанций и телеканалов, в результате чего «прозвучала ложная информация о воздушной тревоге», заявили в МЧС РФ.
В соцсетях публикуют видео из Екатеринбурга, там на телеканалах включился видеоролик с изображением знака радиации и говорится, что "произошел удар", в связи с чем жителей призывают отправиться в укрытия.

«Да, бойцы и командиры, которые воюют в ЧВК «Вагнер» – самые боеспособные, но это не значит, что в других воинских подразделениях командиры глупее, а бойцы менее храбрые. Это происходит из-за того, что в ЧВК «Вагнер» не убивают инициативу командира, не унижают храбрость бойца. И в этом случае они способны крушить врага и осуществлять самые выдающиеся победы. В этом и есть отличие ЧВК «Вагнер» от других воинских подразделений. У нас к каждому бойцу и к каждому командиру относятся как к личности, как к человеку, который имеет большую ценность для коллектива. Безусловно, если такая структура перестанет существовать, это не просто плохо, это крах, это катастрофа, это прямой путь к тотальному позорному поражению.
По поводу интервью. Я на сегодняшний день продумываю схему интервью и продумываю с кем (наверняка с несколькими журналистами или лидерами общественного мнения) необходимо побеседовать, для того, чтобы совместно разобраться в груде существующих проблем, в череде ошибок и в том, как их необходимо исправить. Росія напала на Україну торік у лютому, а до того ще у 2014 році, так само, як у 2008 році на Грузію, бо вважала ці країни слабкими, а в Кремлі панувала впевненість: ніхто не буде їх боронити, наступ російського війська не зустріне опору і їх ніхто не підтримає.
Це вже сталося у Грузії у 2008 році і фактично у 2014 році в Україні, коли війська Путіна окупували Крим і розв’язали війну на сході країни.
Україна була слабкою, наша реакція – непевною, а санкції – недостатньо дієвими. Тоді більшість західних політиків вважала, що з Путіним потрібно мати справу і з ним можна домовитись.
Кожну поступку і слабкість злочинець сприймає як заохочення до подальшої агресії та ескалації своїх вимог.
Наразі ми перебуваємо в такому ж становищі, як Чехословаччина перед Другою світовою війною. На зустрічі в Мюнхені європейські державні діячі віддали Гітлеру шматок нашої території й були переконані, що цим вони виторгували мир, принаймні на найближчий час.
Проте менш ніж за пів року фашисти прийшли до влади у Словаччині, а нацистська Німеччина окупувала решту чеських земель. І знову менш ніж за пів року чеський військовий і промисловий потенціал дозволив нацистській Німеччині розпочати Другу світову війну.
Саме тому ми не можемо дозволити Путіну змусити Україну укласти мир, який буде для нього лише тимчасовим перепочинком і можливістю підготуватися до наступної, ще більш руйнівної війни.
Тому ми підтримуємо Україну та її зусилля, спрямовані на звільнення сходу країни та Криму.
Мир настане тоді, коли Україна відновить контроль над своїми кордонами, а її армія і держава в цілому будуть настільки сильні, що Росія навіть не намагатиметься продовжувати війну.
І так, це не буде відразу, і так, на це може знадобитися ще кілька місяців.
Переможена, зруйнована, недемократична і слабка Україна, про яку так мріє Владімір Путін, була б загрозою безпеці чеських громадян і всієї Європи.
Тому ми маємо захистити Україну, щоб вона могла відновити свої кордони, зміцнити ЄС і НАТО, стати новою можливістю для чеських компаній і підприємців у сферах торгівлі, інвестицій та реконструкції країни.

Nearly six months on from the subsea gas pipeline explosions, which sent geopolitical shockwaves around the world in September, there is still no conclusive answer to the question of who blew up Nord Stream.
Some were quick to place the blame squarely at Russia’s door — citing its record of hybrid warfare and a possible motive of intimidation, in the midst of a bitter economic war with Europe over gas supply.
But half a year has passed without any firm evidence for this — or any other explanation — being produced by the ongoing investigations of authorities in three European countries.
Since the day of the attack, four states — Russia, the U.S., Ukraine and the U.K. — have been publicly blamed for the explosions, with varying degrees of evidence.
Still, some things are known for sure.
As was widely assumed within hours of the blast, the explosions were an act of deliberate sabotage. One of the three investigations, led by Sweden’s Prosecution Authority, confirmed in November that residues of explosives and several “foreign objects” were found at the “crime scene” on the seabed, around 100 meters below the surface of the Baltic Sea, close to the Danish Island of Bornholm.
Now two new media reports — one from the New York Times, the other a joint investigation by German public broadcasters ARD and SWR, plus newspaper Die Zeit — raised the possibility that a pro-Ukrainian group — though not necessarily state-backed — may have been responsible. On Wednesday, the German Prosecutor’s Office confirmed it had searched a ship in January suspected of transporting explosives used in the sabotage, but was still investigating the seized objects, the identities of the perpetrators and their possible motives.
In the information vacuum since September, various theories have surfaced as to the culprit and their motive:

Theory 1: Putin, the energy bully
In the days immediately after the attack, the working assumption of many analysts in the West was that this was a brazen act of intimidation on the part of Vladimir Putin’s Kremlin.
Mykhailo Podolyak, an adviser to Volodymyr Zelenskyy, spelt out the hypothesis via his Twitter feed on September 27 — the day after the explosions were first detected. He branded the incident “nothing more [than] a terrorist attack planned by Russia and act of aggression towards the EU” linked to Moscow's determination to provoke “pre-winter panic” over gas supplies to Europe.
Polish Prime Minister Mateusz Morawiecki also hinted at Russian involvement. Russia denied responsibility.
The Nord Stream pipes are part-owned by Russia’s Gazprom. The company had by the time of the explosions announced an “indefinite” shutdown of the Nord Stream 1 pipes, citing technical issues which the EU branded “fallacious pretences.” The new Nord Stream 2 pipes, meanwhile, had never been brought into the service. Within days of Gazprom announcing the shutdown in early September, Putin issued a veiled threat that Europe would “freeze” if it stuck to its plan of energy sanctions against Russia.
But why blow up the pipeline, if gas blackmail via shutdowns had already proved effective? Why end the possibility of gas ever flowing again?
Simone Tagliapietra, energy specialist and senior fellow at the Bruegel think tank, said it was possible that — if it was Russia — there may have been internal divisions about any such decision. “At that point, when Putin had basically decided to stop supplying [gas to] Germany, many in Russia may have been against that. This was a source of revenues.” It is possible, Tagliapietra said, that “hardliners” took the decision to end the debate by ending the pipelines.
Blowing up Nord Stream, in this reading of the situation, was a final declaration of Russia’s willingness to cut off Europe’s gas supply indefinitely, while also demonstrating its hybrid warfare capabilities. In October, Putin said that the attack had shown that “any critical infrastructure in transport, energy or communication infrastructure is under threat — regardless of what part of the world it is located" — words viewed by many in the West as a veiled threat of more to come.

Theory 2: The Brits did it
From the beginning, Russian leaders have insinuated that either Ukraine or its Western allies were behind the attack. Kremlin spokesman Dmitry Peskov said two days after the explosions that accusations of Russian culpability were “quite predictable and predictably stupid.” He added that Moscow had no interest in blowing up Nord Stream. “We have lost a route for gas supplies to Europe.”
Then a month on from the blasts, the Russian defense ministry made the very specific allegation that “representatives of the U.K. Navy participated in planning, supporting and executing” the attack. No evidence was given. The same supposed British specialists were also involved in helping Ukraine coordinate a drone attack on Sevastopol in Crimea, Moscow said.
The U.K.’s Ministry of Defence said the “invented” allegations were intended to distract attention from Russia’s recent defeats on the battlefield. In any case, Moscow soon changed its tune.

Theory 3: U.S. black ops
In February, with formal investigations in Germany, Sweden and Denmark still yet to report, an article by the U.S. investigative journalist Seymour Hersh triggered a new wave of speculation. Hersh’s allegation: U.S. forces blew up Nord Stream on direct orders from Joe Biden.
The account — based on a single source said to have “direct knowledge of the operational planning” — alleged that an “obscure deep-diving group in Panama City” was secretly assigned to lay remotely-detonated mines on the pipelines. It suggested Biden’s rationale was to sever once and for all Russia’s gas link to Germany, ensuring that no amount of Kremlin blackmail could deter Berlin from steadfastly supporting Ukraine.
Hersh's article also drew on Biden’s public remarks when, in February 2022, shortly before Russia’s full-scale invasion, he told reporters that should Russia invade “there will be no longer Nord Stream 2. We will bring an end to it.”
The White House described Hersh’s story as “utterly false and complete fiction.” The article certainly included some dubious claims, not least that NATO Secretary General Jens Stoltenberg has “cooperated with the American intelligence community since the Vietnam War.” Stoltenberg, born in 1959, was 16 years old when the war ended.
Russian leaders, however, seized on the report, citing it as evidence at the U.N. Security Council later in February and calling for an U.N.-led inquiry into the attacks, prompting Germany, Denmark and Sweden to issue a joint statement saying their investigations were ongoing.

Theory 4: The mystery boatmen
The latest clues — following reports on Tuesday from the New York Times and German media — center on a boat, six people with forged passports and the tiny Danish island of Christiansø.
According to these reports, a boat that set sail from the German port of Rostock, later stopping at Christiansø, is at the center of the Nord Stream investigations.
Germany’s federal prosecutor confirmed on Wednesday that a ship suspected of transporting explosives had been searched in January — and some of the 100 or so residents of tiny Christiansø told Denmark’s TV2 that police had visited the island and made inquiries. Residents were invited to come forward with information via a post on the island’s Facebook page.
Both the New York Times and the German media reports suggested that intelligence is pointing to a link to a pro-Ukrainian group, although there is no evidence that any orders came from the Ukrainian government and the identities of the alleged perpetrators are also still unknown.
Podolyak, Zelenskyy's adviser, tweeted he was enjoying “collecting amusing conspiracy theories” about what happened to Nord Stream, but that Ukraine had “nothing to do” with it and had “no information about pro-Ukraine sabotage groups.”
Meanwhile, Germany’s Defense Minister Boris Pistorius warned against “jumping to conclusions” about the latest reports, adding that it was possible that there may have been a “false flag” operation to blame Ukraine.
The Danish Security and Intelligence Service said only that their investigation was ongoing, while a spokesperson for Sweden’s Prosecution Authority said information would be shared when available — but there was “no timeline” for when the inquiries would be completed.
The mystery continues.

А если подражать, то во всем. В антироссийских санкциях, например, до умопомрачения, в оголтелом снабжении укронацистов оружием, в открытии второго фронта, наконец. В официальном же Тбилиси, скорее, подражают Турции, пытаясь сохранять нейтралитет», — сказал Шейнкман.

На ситуацию в Грузии, по его мнению, надо обратить внимание как раз президенту Турции Реджепу Тайипу Эрдогану.

«Для Запада Грузия — это только разминка. А ему — урок. Хотя, наверное, и так знает, к чему готовиться 14 мая. Что до грузинских протестунов, то они заявили, что все равно продолжат бузить. И уже без всякого повода, поскольку что церемониться, если все так хорошо пошло. Законопроект об иноагентах отозвали, а сами они никуда не делись. И у них свои законы», — заключил Шейнкман.

Я благодарил Мантурова и Насенкова за то, что они героически сделали то, что сделать было невозможно – увеличили в десятки-сотни раз производство боеприпасов и сейчас производят их в огромном количестве, которое перекрывает все необходимые потребности. Поэтому гильзы отстреляли, гильзы подарили, эти гильзы попались в маленьком количестве, в других объемах. Мы их увидели, увидели слово «2023 год» и ***** от того, что в 2023 году пошли боеприпасы.
Беспокоюсь я по поводу боеприпасов и снарядного голода не только за ЧВК «Вагнер», а за все подразделения российской армии. Гибнут не только мои парни, безусловно. Мои парни требуют боеприпасов и гибнут больше, потому что они находятся на самом острие этой пирамиды, которая вгрызается в тело ВСУ. Поэтому мы чувствуем на себе большую ответственность. Most Friday mornings, Hungary’s prime minister gives an interview on one of the state-owned radio stations. Since the independent media has not had a chance to interview him for several years, these weekly radio interviews are the only opportunity to find out what the leader of the country thinks about current events, how he sees his opponents and any issues at hand. This is a summary of the most important points from this week's interview.

In this week's Friday morning interview on Kossuth Rádió, Viktor Orbán spoke at length about Hungary's approach to the war in Ukraine, the government not intending to “give in to Brussels” on matters of child protection, and repeated his previous promise that inflation in Hungary would definitely be below 10% by December.


On war and peace
According to the Hungarian prime minister, Hungary and the Vatican are the only ones who are pro-peace, other than them, only the Arabs, the Turkic states and the Chinese really want peace in the war in Ukraine.
Commenting on the announcement that the first squadron of Leopard tanks had been sent to Ukraine, Viktor Orbán said that a year ago we all hoped that this armed conflict would not escalate into a real war. "The war is much more brutal and cruel than the way it started". The prime minister said that both sides had lost a hundred thousand people.

"International public opinion is sharply divided. The West is on one side, and the rest on the other: the Turks, the Arabs, the Chinese and the Africans, they are calling for peace talks," he added.
Orbán said these countries are suffering mainly because of food shortage, but Western leaders are burning with war fever.
“The Germans started with sending helmets, now they're on to tanks, and the new topic now is whether they should send fighter jets.”
Orbán said that it could also happen that soldiers allied with Ukraine end up crossing the Ukrainian border.
"We have never been so close to a local war escalating into a world war," he added.

Hungary knows what it’s like
"Hungary has lost territory before, we know what it is like not to be strong enough", Orbán said, explaining that one needed to "keep the gunpowder dry" and that Hungary needed to develop a strong army. He said that everyone should have the ability to know what to do when trouble comes.
"Hungary is not doing so well now, because we did not expect to have a war in Europe again," he added. He said the government wants to revive the knowledge we have, and referred to this as a national defense plan.

"It's important for our Defense Forces to be capable of striking, wearing a cockade on our chest is not enough."
According to the prime minister, the military must be constantly improved, and Hungary must produce a modern army, because the country can only be protected with modern technology. "We are not asking for mercy, we do not want peace because we cannot defend ourselves, but because war is bad and peace is good". Orbán finally concluded by pointing out that the left is pro-war because this is in their interest and they are constantly trying to drag Hungary into the conflict.

The 2024 US presidential election could affect the outcome of the war in Ukraine
In regard to economic issues, the prime minister said that the only way to talk about them is to talk about the outcome of the war in Ukraine. He is reluctant to speculate on this in public, but he considers one thing certain: a huge opportunity has opened up for those who would change the traditional distribution of power. He said that currently, the German-French axis is the leader, but this could change.

Orbán said that
because of the war in Ukraine, the Americans are currently involved in shaping European policy, so we will have to wait and see what the outcome of the 2024 US presidential elections will be. "This could even influence the outcome of the war," he added.

On inflation and the sanctions

The Prime Minister reiterated his previous promise:

“Inflation will go below 10 percent by December”
He said that at this point, the government doesn't yet know the pace at which this target would be achieved, but the necessary measures have been taken and are "widely accepted in Hungary".
On the EU sanctions against Russia – which Orbán said were having an impact on inflation – he said that if they were lifted tomorrow, inflation would be halved almost immediately. The Hungarian prime minister sees the removal of the sanctions as a solution to inflation, but he sees no immediate way for this to be done.

We will not give in to Brussels on child protection

When asked about the expected amendment of the Child Protection Act, he said that the "gender issue", i.e. child protection, is an unsolvable conflict with Brussels. The prime minister said that the government would not give in about Hungarian children not receiving education at school to which their parents had not consented.

"We have successfully banned these kinds of trainings from schools, and now Brussels wants to bring them back," Orbán said. He fears that if this gender propaganda is allowed into schools, the number of paedophile cases will increase.
“Parents have a right to expect the government to protect their children, and we will certainly not give in to Brussels.” – he added.
He mentioned that Hungary has several difficult-to-resolve conflicts with the European Commission, including the treatment of migrants. Orbán said Brussels wants to punish Hungary because we are not willing to allow just anyone into the country.

"Patriot - это комплекс дальнего радиуса действия, а у Украины нет таких дальнобойных зенитных систем", - сказал Игнат.
По его словам, у ВСУ есть комплекс "Бук-М1", имеющий дальность действия до 40 километров. С-300 работает на дальности до 70 км.
Такой же радиус действия, как и у Patriot, имеет система SAMP/T, которую Украина скоро должна получить от Франции и Италии.
Игнат добавил, что РФ использует авиацию в прифронтовых зонах на севере и юге Украины. С нее наносят удары ракетами и барражирующими управляемыми авиационными бомбами. Авиация подлетает на дистанцию 30-40, 50-60 километров к границам Украины и сбрасывает такие бомбы. Наличие комплексов Patriot или SAMP/T сможет отогнать вражеские самолеты от границ Украины, уверен Игнат.
Ранее мы писали, что на днях представитель Белого дома Джон Кирби заявил, что батарея системы ПВО Patriot не поможет Украине против российских крылатых ракет. По его словам, система разработана для перехвата баллистических ракет, а российские силы используют в Украине крылатые ракеты и беспилотники, против которых система Patriot совсем не эффективна.

Those whom the Gods wish to destroy,” says the adage, “they first make mad.” Actually, that’s overkill: the Gods just need to make people forget. Amnesia turns out to be a powerful narcotic and it’s been clouding our perceptions of what’s been happening on the internet for at least 25 years, namely the inexorable degradation of the online environment and our passive, sullen acceptance of that.
Examples? Everywhere you look. Take Google search that, once upon a time (1998), was elegant, efficient and a massive improvement on what went before. You typed in a query and got a list of websites that were indicated by a kind of automated peer-review called PageRank. Now, the first page of results from a search for “high-quality saucepans” produces a myriad of “sponsored” items, ie advertisements.
Try shopping for “the best multimeter” on Amazon – once a byword for an efficient online experience – and you are immediately confronted by four “sponsored” results (ie ones the vendor has paid Amazon to highlight). Once upon a time, Facebook and Twitter showed you stuff from your friends and followers; now you get a torrent of things that the platform’s algorithms think might increase your “engagement”. Instagram has become a machine designed to keep you in constant scrolling mode. Ditto TikTok – on steroids. And so on.
Thanks to Cory Doctorow, the great tech critic, we now have a term for this decay process in online platforms – enshittification. “First,” he writes, “they are good to their users; then they abuse their users to make things better for their business customers; finally, they abuse those business customers to claw back all the value for themselves.” Enshittification results from the convergence of two things: the power of platform owners to change how their platforms extract value from users and the nature of the two-sided markets – where the platforms sit between buyers and sellers, holding each hostage to the other and then raking off an ever-larger share of the value that passes between them.
It’s easy to see how it happens. Rule One for any online venture is to acquire large numbers of users quickly so that you can harness the power of network effects to keep them inside your walled garden. You do this by offering “free” services (Google, Facebook, Twitter, YouTube, Instagram), or loss-making reduced prices (Amazon). Rule Two: once you’ve got them locked in, you turn them into a captive market for your real customers – advertisers and vendors. And once you’ve got them locked in then (Rule Three) you’re in a seller’s market – and have a licence to print money.
This is the enshittification cycle. The basic idea, says the economist Tim Harford, “was sketched out in economic literature in the 1980s, before the world wide web existed. Economic theorists lack Doctorow’s gift for a potent neologism, but they certainly understand how to make a formal model of a product going to the dogs.”
What drives the process? Two things. The first is the astonishing power of network effects. Nobody forces you to use Facebook, Instagram or WhatsApp or whatever. And you can always delete your account. But if all of your friends, colleagues, family members and significant others are on those systems then you’re effectively cutting off your nose to spite your face. And most users are not that masochistic.
The second inertial force is technical – the fact that these systems are not interoperable: you can’t easily take your “social graph” (your network of contacts) with you. And even if you could, the platform owner can make it very difficult or even impossible to do. When Elon Musk acquired Twitter he banned interoperable software, crippled the company’s APIs and tried to terrorise users by suspending them for including their Mastodon handles in their profiles, thereby making it harder to leave and, as Doctorow puts it, increasing “the amount of enshittification users can be force-fed without risking their departure”.
But it’s not just users who are effectively incarcerated by enshittification. The advertisers and vendors who are the real customers of tech platforms are also prisoners. While Musk’s deranged practices on Twitter have been so gross as to cause significant advertisers to abandon that particular platform, most of them are as keen as ever to be on Facebook, Instagram, YouTube and TikTok – because that’s where their most important target audiences are.
So are we stuck with enshittification? For the time being, probably yes. The regulatory insistence on interoperability that brought the mobile phone market under control would be more complex (and therefore more difficult) to impose on social media platforms, so it’s unlikely to happen. The business model of targeted advertising that underpins the grotesque deformations of online platforms could be outlawed, but that, too, seems unlikely in a neoliberal world. So we are left with the hope that, eventually, enshittification might become so repulsive to users and consumers that they will rebel. For that to happen, though, they will have to remember that other realities are possible – that there was a time when things were better. The world doesn’t always have to go to the dogs.

War in Ukraine Puts Centuries of Swiss Neutrality to the Test

In Eastern Europe, Ukrainians are in the trenches. Farther west, European capitals are grappling with a new order in which war is no longer theoretical. Yet, tucked away in the heart of the continent, the Swiss are fretting over loftier ideals.
In Switzerland’s capital, nestled beneath snow-capped mountains, inside parliamentary chambers of stained glass and polished wood, the debate is over the country’s vaunted legacy of neutrality — and what neutrality even means in a new era of war for Europe.
Switzerland, it turns out, has an arms industry that makes badly needed ammunition for some of the weapons that Europeans have supplied to Ukraine, as well as some of the Leopard 2 main battle tanks they have promised.
But it also has strict rules on where those weapons can go — namely a law, now the subject of heated debate, that bans any nation that purchases Swiss arms from sending them to the party of a conflict, like Ukraine.
The war is testing Swiss tolerance for standing on the sidelines and serving the world’s elite on equal terms, putting the country in a bind of competing interests.
Its arms makers say their inability to export now could make it impossible to maintain critical Western customers. European neighbors are pulling the Swiss in one direction, while a tradition of neutrality pulls in another.
“Being a neutral state that exports weapons is what got Switzerland into this situation,” said Oliver Diggelmann, an international law professor at the University of Zurich. “It wants to export weapons to do business. It wants to assert control over those weapons. And it also wants to be the good guy. This is where our country is stumbling now.”
Switzerland has managed to cling to neutrality for centuries and through two world wars. It is a position supported by 90 percent of its 8.7 million people, who uphold it as a national ideal. Hosts to the United Nations and the Red Cross in Geneva, they see themselves as the world’s peacemakers and humanitarians.
But Western nations today see Swiss hesitation — both over exports and over sanctions against Russia, which Western diplomats suspect Switzerland is not doing enough to enforce — as evidence that the country’s motivation is less idealism than business.
Switzerland, whose banks are notorious for secrecy and have often been accused of laundering money for the world’s kleptocratic class, is still the world’s biggest center for offshore wealth. That includes about a quarter of the global total, no doubt serving many Russian oligarchs allied with President Vladimir V. Putin.
A senior Western official, who did not want to be identified because he was negotiating with the Swiss, said the status quo left Western diplomats feeling Switzerland was pursuing “a neutrality of economic benefit.”
Months of hand-wringing have not endeared the Alpine nation to neighbors.
“Everybody knows this is hurting Switzerland. The entire E.U. is annoyed. The Americans are upset. The resentment comes from the Russians too. We all know this is hurting us,” said Sacha Zala, a historian of Swiss neutrality at the University of Bern. “But it shows just how deep this belief in neutrality goes in our heads.”
To historians, Switzerland’s neutrality has had far more to do with waging war than avoiding it.
From the Middle Ages to the early modern era, the then-impoverished Alpine cantons that make up today’s Switzerland leased out mercenaries in wars across Europe. Many made weapons to go with those armies; the Swiss Guard of the Vatican is a relic of that era.
“The earlier idea of neutrality was the neutrality to serve both sides,” said Mr. Zala.
Swiss neutrality began to be formalized after the Napoleonic wars, when European powers agreed it could create a buffer between regional powers.
It was further codified in The Hague Convention of 1907 — the basis for today’s Swiss neutrality. The convention required neutral states to refrain from waging war, and to maintain an equidistance between warring parties — they could sell weapons, for example, but only if they did so for all sides of a conflict. It also obliges neutral countries to ensure their territories are not used by warring forces.
This led to what the Swiss call “armed neutrality” — a commitment not just to neutrality, but to maintaining the ability to protect it. The latter is what critics now argue is under threat.
Supporters of the Swiss weapons industry agree it has no major economic impact for the country. Employing 14,000 people, it makes up less than 1 percent of G.D.P. But they say it is critical to armed neutrality.
“Armed neutrality needs soldiers, weapons, equipment — and an arms industry. Our neutrality has to be armed, otherwise it’s useless,” said Werner Salzmann, a member of the conservative Swiss People’s Party.
The Swiss defense industry depends on exports, he said, and could not survive without them.
One crucial role Switzerland plays is for Germany, one of Ukraine’s biggest military backers. The Swiss company Oerlikon-Bührle is effectively the only producer of ammunition for the Gepard, a self-propelled antiaircraft gun of which Berlin has sent dozens to Ukraine. The Swiss have so far blocked German efforts to buy fresh ammunition.
Europeans and major defense industry players are growing wary of making weaponry or critical parts in Switzerland. Rheinmetall, the German arms maker that owns the Swiss company, plans to open a factory to make those rounds in Germany.
“For the next two to three years, we will still be producing because of old contracts we have to fulfill,” said Matthias Zoller, a spokesman for the arms industry at Swissmem, a trade group. “But we have no orders coming in. The export market will just be dead.”
Early this year, Switzerland’s pro-business Free Democrats devised a legal loophole that most lawmakers seemed to accept: They would allow countries that shared Switzerland’s democratic values to re-export Swiss-made armaments.
But last week, the Swiss People’s Party, the largest in Parliament, rejected the bill, seeing it as too nakedly a measure meant for Ukraine — and therefore, a violation of neutrality.
Swiss lawmakers have since scrabbled together six counterproposals. But none of them make it possible for Swiss weapons to reach Ukraine within a year.
Western countries acknowledge that Swiss contributions would be largely symbolic. But they argue that although Switzerland has for decades benefited from being effectively protected by NATO, surrounded by member states, it has shown no willingness to help those states now.
Thierry Burkart, the Free Democrat who drafted the initial bill, said Switzerland could no longer afford to ignore this frustration. “We are embedded in Western partnerships — not in the sense of a binding NATO alliance, but because the West is where our values are also shared,” he said. “That doesn’t mean that we are not neutral, but we should not be blocking aid among Western countries.”
In Swiss cities, many buildings hang Ukraine’s blue and yellow flag. Sympathy is evident. Even most lawmakers against looser export rules openly call Russia the aggressor state. Yet that has not eased their stance on neutrality.
Instead, some conservative politicians are gathering signatures to bring about a referendum on making an even stricter interpretation of neutrality part of Switzerland’s Constitution.
“There are only two options — that’s it,” said Walter Wobmann, a conservative lawmaker promoting the initiative. “Can you be half pregnant? You can only be pregnant, or not. Either we’re neutral, and we go with that all the way. Or we go into an alliance,” such as NATO. “Which is it? Switzerland has to decide.”
Then there are the sanctions against Russia, which Washington and Europe worry Switzerland is failing to vigorously enforce.
The Swiss have frozen only 7.5 billion Swiss francs, around $8 billion, of Russian assets. That is a small proportion of what the Swiss economics ministry says is roughly $49.3 billion of Russian assets in the country. European officials suspect the total may be higher, up to $200 billion.
Even so, when Switzerland imposed its sanctions, Russia’s foreign minister, Sergey V. Lavrov, accused the nation of abandoning its neutrality.
And Switzerland’s history, argued the historian Mr. Zala, is the best argument for why neutrality has never been so clear a concept as many believe.
“Saying you’re neutral is like saying you’re a good Christian,” he said. “What does it actually mean? What’s a good Christian? And what is neutrality?”

Russland wolle die Regierung des Landes »schwächen« und einen »Aufstand« gegen sie schüren, sagte der Sprecher des nationalen Sicherheitsrates der USA, John Kirby.
Die Republik Moldau, in der eine russische Minderheit lebt, liegt zwischen Rumänien und der Ukraine. Das Land, das bis 1991 Teil der Sowjetunion war, hat in den vergangenen Jahren eine prowestliche Wende vollzogen, was in Moskau auf Kritik stieß. Im Sommer 2022 wurde Moldau der Status eines EU-Beitrittskandidaten zugesprochen.
An der Grenze zur Ukraine liegt mit der selbst ernannten Republik Transnistrien ein von prorussischen Separatisten kontrollierter abtrünniger Landstreifen, der eine eigene Regierung und Verwaltung hat. In der völkerrechtlich nach wie vor zu Moldau gehörenden Region sind rund 1500 Soldaten der russischen Armee stationiert.

The United States and Ukraine have largely been in lockstep since President Joe Biden’s administration pledged support for “as long as it takes” in resisting Moscow’s relentless invasion.
But more than a year into the war, there are growing differences behind the scenes between Washington and Kyiv on war aims, and potential flashpoints loom on how, and when, the conflict will end.
“The administration doesn’t have a clear policy objective and a clear goal. Is it to drag this thing out, which is precisely what Vladimir Putin wants?” said Rep. Michael McCaul (R-Texas), chair of the House Foreign Affairs Committee. “Is it to just give them enough to survive and not to win? I don’t see a policy for victory right now, and if we don’t have that, then what are we doing?”
Publicly, there has been little separation between Biden and Ukrainian President Volodymyr Zelenskyy, an alliance on full display last month when the American president made his covert, dramatic visit to Kyiv. But based on conversations with 10 officials, lawmakers and experts, new points of tension are emerging: The sabotage of a natural gas pipeline on the floor of the Atlantic Ocean; the brutal, draining defense of a strategically unimportant Ukrainian city; and a plan to fight for a region where Russian forces have been entrenched for nearly a decade.
Senior administration officials maintain that unity between Washington and Kyiv is tight. But the fractures that have appeared are making it harder to credibly claim there’s little daylight between the U.S. and Ukraine as sunbeams streak through the cracks.
For nine months, Russia has laid siege to Bakhmut, though capturing the southeastern Ukrainian city would do little to alter the trajectory of the war. It has become the focal point of the fight in recent weeks, with troops and prisoners from the mercenary Wagner Group leading the combat against Ukrainian forces. Both sides have suffered heavy losses and reduced the city to smoldering ruins.
Ukraine has dug in, refusing to abandon the ruined city even at tremendous cost.
“Each day of the city’s defense allows us to gain time to prepare reserves and prepare for future offensive operations,” said Col. Gen. Oleksandr Syrskyi, the commander of Ukraine’s ground forces. “At the same time, in the battles for this fortress, the enemy loses the most prepared and combat-capable part of his army — Wagner’s assault troops.”
Multiple administration officials have begun worrying that Ukraine is expending so much manpower and ammunition in Bakhmut that it could sap their ability to mount a major counteroffensive in the spring.
“I certainly don’t want to discount the tremendous work that the Ukrainians’ soldiers and leaders have put into defending Bakhmut — but I think it’s more of a symbolic value than it is a strategic and operational value,” said Defense Secretary Lloyd Austin.
Kyiv, for now, has ignored Washington’s input.
Meanwhile, an assessment by U.S. intelligence suggested that a “pro-Ukraine group” was responsible for the destruction of the Nord Stream natural gas pipelines last fall, shedding light on a great mystery. The new intelligence, first reported by The New York Times, was short on details but appeared to knock down a theory that Moscow was responsible for sabotaging the pipelines that delivered Russian gas to Europe.
Intelligence analysts do not believe Zelenskyy or his aides were involved in the sabotage, but the Biden administration has signaled to Kyiv — much like it did when a car bomb in Moscow killed the daughter of a prominent Russian nationalist last year — that certain acts of violence outside of Ukraine’s borders will not be tolerated.
There has also been, at times, frustration about Washington’s delivery of weapons to Ukraine. The United States has, by far, sent the most weapons and equipment to the front, but Kyiv has always looked ahead for the next set of supplies. Though most in the administration have been understanding about Kyiv’s desperation to defend itself, there have been grumblings about the constant requests and, at times, Zelenskyy not showing appropriate gratitude, according to two White House officials not authorized to speak publicly about private conversations.
“I do think the administration is split, the National Security Council split” on what weapons to send to Ukraine, said McCaul, who’s in constant touch with senior Biden officials. “I talk to a lot of top military brass and they are, in large part, supportive of giving them the ATACMS.”
The administration hasn’t provided those long-range missiles because there are few to spare in America’s own arsenal. There’s also fear that Ukraine might strike faraway Russian targets, potentially escalating the war.
A recent report that the Pentagon was blocking the Biden administration from sharing evidence of possible Russian war crimes with the International Criminal Court also put another dent in the unity narrative. White House officials were dismayed when the New York Times story came out, fearful it would damage the moral case the U.S. has made for supporting Ukraine against Russian war crimes and crimes against humanity.
The administration definitively declared the alliance between the United States — and its allies — and Kyiv remained strong, and that it would last as long as the war raged.
National Security Council spokesperson Adrienne Watson said the White House is “in constant communication with Ukraine as we support their defense of their sovereignty and territorial integrity.” She added that with Putin showing no signs of ceasing his war, “the best thing we can do is to continue to help Ukraine succeed on the battlefield so they can be in the strongest possible position at the negotiating table for when that time comes.”
But the growing disconnects may foreshadow a larger divide over the debate as to how the war will end.
Though Biden has pledged steadfast support, and the coffers remain open for now, the U.S. has been clear with Kyiv that it cannot fund Ukraine indefinitely at this level. Though backing Ukraine has largely been a bipartisan effort, a small but growing number of Republicans have begun to voice skepticism about the use of American treasure to support Kyiv without an end in sight to a distant war.
Among those who have expressed doubt about support for the long haul is House Speaker Kevin McCarthy, who has said that the U.S. would not offer a “blank check” to Ukraine and rejected Zelenskyy’s invitation to travel to Kyiv and learn about the realities of war.
“There is always some friction built in,” said Kurt Volker, a special presidential envoy for Ukraine during the Trump administration. “Zelenskyy also stepped in it a bit with McCarthy — coming across as needing to ‘educate’ him, rather than work with him.”
But many observers credit remarkable transatlantic unity, praising the alliance holding firm despite the economic and political toll the war has taken.
“I see the little fissures, but those have existed with points of disagreement and varied views between the U.S. and Ukraine even before the big February invasion, and since then,” said Shelby Magid, deputy director of the Atlantic Council’s Eurasia Center. “Zelenskyy has made pointed remarks before toward the U.S., and the White House has expressed disagreement with him — publicly and privately — on specific aspects, but that hasn’t shifted or eaten away at the overall U.S. support and partnership.”
Points of crisis still hover on the horizon. Zelenskyy’s insistence that all of Ukraine — including Crimea, which has been under Russian control since 2014 — be returned to Ukraine before any peace negotiations begin would only extend the war, U.S. officials believe. Secretary of State Antony Blinken has signaled to Kyiv that Ukraine’s potential recapture of Crimea would be a red line for Putin, possibly leading to a dramatic escalation from Moscow.
Moreover, the Pentagon has consistently expressed doubts whether Ukraine’s forces — despite being armed with sophisticated Western weapons — would be able to dislodge Russia from Crimea, where it has been entrenched for nearly a decade.
For now, Biden continued to stick to his refrain that the United States will leave all decisions about war and peace to Zelenskky. But whispers have begun across Washington as to how tenable that will be as the war grinds on — and another presidential election looms.
“There has never been a war in history without setbacks and challenges,” said Rep. Jason Crow (D-Colo.), an Army veteran and HFAC member. “The question is not whether Ukrainians have setbacks, but how they respond and overcome them. Ukraine will overcome, defeat Russia and remain free.”

... The lessons-learned doctrine from the war in Ukraine is yet to be written, but the conflict has clearly demonstrated how paramilitary forces, such as Russia’s Wagner Private Military Company (better known simply as the Wagner Group) can reinforce state militaries.
Of course, proxies and non-state partnerships have influenced the contours of conflicts in the Middle East for many years. Iran’s Islamic Revolutionary Guard Corps (IRGC) has led the curve via its relationships with Shia militia groups in Iraq and across the Levant.
Yet the IRGC is more than a fighting force. Despite sanctions on its commercial affiliates, most notably Khatam al-Anbia, it is a financially self-sustaining military. Beyond this, the IRGC created a systemic model of establishing a presence in vulnerable states and regions, and followed with front and shell companies for funding and sanctions circumvention. And the Wagner Group appears to be following a similar path. Moreover, Wagner serves as a tool of foreign policy for Moscow, just as the IRGC does for Iran.
There are key differences to be sure. The IRGC was created by and is recognized as a military institution of the Iranian regime. The Wagner Group is a private military company, owned by one man—Yevgeny Prigozhin. And while it works in tandem with the Russian defense forces, it also competes with them for resources and funding. Yet while Prigozhin is the owner, the group is believed to be loosely managed by Russia’s Ministry of Defense and the GRU, its military intelligence office.
Just as the IRGC’s operations have spread from Iran to Syria and beyond, so have Wagner Group operations extended from Ukraine through much of Africa. The use of self-sustaining fighting groups appeals to certain states, because they allow them to impose greater losses and costs on their enemies and alter global order. This model is gradually becoming the norm in warfare and international relations.

The IRGC Model
The dark alliance between Russia and Iran is a study with multiple variables. It ranges from military-to-military coordination in Syria (to keep Bashar al-Assad in power) to arming Russian forces with Iranian drones to fight Ukraine. The scope of cooperation is determined by the necessities of the conflict.
The Iranian Artesh has always been considered the conventional state military. The 1979 Islamic Revolution in Iran ushered in an era of regional change and domestic turmoil that called for a force that could temper anti-regime ambitions. The IRGC was born from this state of affairs. Gradually, this export arm of the Islamic Revolution transitioned into a major player in Iran’s economy, politics, and even foreign affairs. But it was a series of crises that catapulted the IRGC to self-sufficiency and political dominance.
The Iran-Iraq War was a pivotal moment not just for the region, but for Iran to reevaluate its priorities and define its defense doctrine. The IRGC-owned Khatam al-Anbia was established to rebuild the country following the war. It became the leading engineering and construction company in Iran, which continually wins multi-billion-dollar contracts from the state because of the lack of competition. It was beyond domestic control; the IRGC expanded abroad and exploited vacuums.
Following the 2003 Iraq war, U.S. political maneuvering with the new government in Baghdad left open pockets of opportunity ripe for Iranian influence. This influence expanded vastly from 2013–2017; while the United States was focused on combating the Islamic State, the IRGC Qods Force created parameters for Iranian staying power in both Iraq and Syria.
This was accomplished largely through the efforts of former IRGC-QF commander General Qasem Soleimani, who cultivated a variety of lethal Shia militia groups that were both nationalist, but loyal to him personally. This facilitated a political, economic, and military power grab along the Shia crescent. Front and shell companies have been weaved into the IRGC defense doctrine. Once a presence is established, a range of regionally based companies facilitate the IRGC’s illicit activities.
Likewise, Russia’s war in Ukraine is serving a comparable purpose for the Wagner Group. A private military company is not the same as a state-run military, but there is nothing inherently unique about the Wagner Group that separates its activities from those of Iran’s IRGC. Prigozhin is seizing an opportunity to vault the Wagner Group to greater prominence. Much like Khatam al-Anbia, the financial arm of the Revolutionary Guard, Prigozhin’s Concord Management has signed lucrative contracts in Russia and abroad thanks to his relationship with Russian president Vladimir Putin.
The Wagner Group is believed to have been heavily involved with the 2014 Russian invasion and annexation of the Crimean Peninsula. Wagner mercenaries are also believed to have fought on behalf of the Donetsk People’s Republic and Luhansk People’s Republic in Ukraine in 2015, as well as having a footprint in Donbas and being active in the ongoing war in Ukraine.
Wagner fighters were deployed to Syria in 2014 and 2015 to help Assad remain in power. Wagner struggled against U.S.-backed Syrian Defense Forces (SDF) in 2018 in the battle for Deir ez-Zor province. But with lessons learned, they have since increased the areas under their control in Syria and are now more influential than Iran in that country. The group has now expanded its operations to the African continent, particularly across Sub-Saharan Africa. Libya was a gateway into this venture, in part because of Wagner's mild successes with Khalifa Haftar.
Filling vacuums is part of the IRGC model. They had success in parts of South America, but its ascension in Iraq serves as the standard. Sub-Saharan Africa is becoming the Wagner Group’s Iraq. Wagner fighters appear to be most heavily present in Mali, allegedly conducting counterinsurgency operations at the behest of the Malian government. Wagner’s commercial operations are reportedly tapping into Mali’s rich natural resources to illicitly fund their activities.
The Central African Republic is the latest African country to be experiencing Wagner’s influence. Prigozhin’s Internet Research Agency, a troll farm, has been spreading pro-Russian disinformation there. Wagner recruiters are now reportedly following up by actively recruiting prisoners there to fight in Ukraine. To the west, Burkina Faso is being increasingly pressured by Mali to embrace Wagner’s services to help forge bilateral ties with Russia. Elsewhere, Wagner personnel are present following Russia and Cameroon’s signing of a defense agreement in April 2022. Wagner operations are also active in the Democratic Republic of Congo, specifically through front companies that support influence operations.

The Role of Sanctions
The Iranian regime has expertly circumvented U.S. and international sanctions for over four decades. We should assume that Moscow is Tehran’s apprentice in evading sanctions. This Russia-Iran cooperation is merely one of convenience for Moscow; there are other relationships that are far more significant as Russia is pushed further out of the global markets.
When used correctly, sanctions are an effective foreign policy tool. For instance, Iran’s Khatam al-Anbia, through its various financial holdings and virtual monopoly on Iranian construction bids, is a highly lucrative source of funding for the IRGC. When the U.S. sanctioned its engineering subsidiary, it proved one of the most effective sanctions to hit the IRGC. Since then, sanctions against other subsidiaries have increased, but so too has the IRGC’s creativity in sustaining this model.
The Wagner Group is slowly experiencing similar economic straits. Prigozhin was designated in 2014 for his ties to the conflict in Ukraine and again in 2015 for his links to malicious cyber activities. Concord Management and Consulting, Prigozhin’s leading company, was sanctioned in 2017 for ties to the war in eastern Ukraine. With Concord sanctioned, Prigozhin is doubtless using other front companies and subsidiaries to bankroll his military operations. When these are discovered and exposed, sanctions will presumably follow. In 2021, the EU, led by France, sanctioned the Wagner Group for its activities in Libya, Syria, and Ukraine, which includes human rights abuses.
Working in tandem with both defense and intelligence forces, Wagner affiliates are actively engaging in disinformation campaigns to influence foreign elections. Sanctions are starting to roll on these operations, too. Perhaps the most significant designations came in 2018 (for U.S. and foreign government election interference) and again in 2022 (when cited for U.S. election interference by the U.S. Office of Foreign Assets Control). Relatedly, in February 2022, Prigozhin’s Internet Research Agency was added to European Union sanctions for running disinformation campaigns to manipulate public opinion.
But though the United States and the rest of the international community have ramped up sanctions against Wagner, challenges remain. Washington should pivot resources toward affiliated individuals and entities, with a special emphasis on the likelihood of front and shell companies tied to Prigozhin and Wagner, to ensure a sustained campaign of aggressive sanctions enforcement that will ultimately lead to broader sanctions implementations. In 2022, a significant increase in pressure was added to Wagner with the designation by multiple countries, including the United States, as an international criminal organization.

Wagner’s Future
The feud between Prigozhin and Russian defense minister Sergei Shoigu—who has support from the chief of staff of the Russian military—led to setbacks in weapons and funding for Wagner. But as the invasion of Ukraine floundered in 2022, the need for the group’s services and cooperation grew. This has led to a more robust relationship with the GRU. Wagner forces are gradually blending into Russia’s defense doctrine, which was recently updated to reflect changes in both tactical and operational doctrines, closely mirroring the Wagners.

The dark alliance between Russia and Iran is a study with multiple variables. The scope of cooperation is determined by the necessities of the conflict.
But the make-up of the Wagner forces is distinct from Russian forces. Wagner's military recruiters draw largely from prisons. As of this writing, roughly 50,000 Wagner fighters are in Ukraine: 10,000 are “traditional” mercenary contractors, while 40,000 are convicts. Wagner publicly ended this practice on February 8 of this year.
The Treasury Department’s designation of the Wagner’s as a “transnational criminal organization” (TCO) is a significant step toward exposing greater Wagner atrocities. Transnational criminal organizations threaten U.S. interests through diversified criminal activities. Violence and corruption are at the heart of TCOs and how they conduct their illicit activities.
It is an open question as to whether or not Wagner is trying to outshine and even outlast the Russian state military. Continued sanctions hurt, and continuing exposures of direct ties to the Kremlin make it easier to impose more effective sanctions. It’s improbable that Wagner will create a shadow government as the IRGC have done in Iran, but they can become self-sustaining to such a degree as to offer Moscow parallel militaries to achieve its geostrategic ambitions counter to NATO and abroad in the most vulnerable parts of Africa. While the Kremlin writ large is not altogether supportive of Wagner (or Prigozhin for that matter), the group has Putin’s support—unless Putin changes his perspective on his old friend.

A Future of Private Military Groups?
Institutions like the IRGC and Wagner are tools of foreign policy by their respective states. Ever opportunistic, these states look to expand their influence in global hotspots where the United States is minimally present, taking advantage of the fact that Washington is focused is on higher-priority issues elsewhere. When a foothold is established, front and shell companies are propped up to enable illicit activities and evade sanctions. In the Wagner case, African countries are strategic access points for a regional presence that could assist Moscow’s economy through the impact and re-export of globally banned items due to sanctions. While Iraq was a political and military access point for Iran’s IRGC, African countries offer commercial activities that support Moscow, and could potentially lengthen the war in Ukraine.
For years, Prigozhin and his group went unnoticed, wreaking havoc in unstable environments while eluding the attention of the international community. Then, again, the world didn’t see the rise of the IRGC coming either. With the ongoing war in Ukraine, it’s essential to set our sights on Wagner before it becomes too powerful to scale back.
