Ukraine war: British-made Challenger 2 tank destroyed in Ukraine - officials
...
A defence source tells Sky News the tank was destroyed on Monday, and all crew members survived, adding it is thought to be the first of its kind to be disabled on the battlefield.
…
It is believed to be the first and only Challenger 2 tank to have been destroyed in the war in Ukraine.
Sky News' data and forensics team said: "There are multiple videos from this conflict that show Ukrainian tanks being attacked by Russian drones, artillery, troops or armoured vehicles.
"We can't confirm from the video alone what specifically disabled this Challenger 2. We will need to wait to see if more videos from the incident become available."

British Challenger 2 tank destroyed in combat for first time, Ukraine footage appears to show
...
A battlefield video circulating on social media overnight appears to show the destruction of a British Challenger 2 in Ukraine, which would be the first time one of the tanks has been destroyed in combat.
At the beginning of the clip, filmed from a car trying to flee the fighting, the Challenger 2 with its distinctive gun barrel is seen shrouded in thick, grey smoke.
It is unclear what has caused the blaze
It is understood that the incident took place on Monday and British defence sources said the Ukrainian crew were believed to have survived.
There was no confirmation of the location but it likely to have been on the southern Zaporizhzhia front, where the brigade of which the tanks are a part has been reported to be fighting.
A typical Challenger 2 crew is made up of four members, and the tank’s ammunition is stored in separate compartments, unlike Russian equivalents, to try to prevent it from exploding if it takes a direct hit.
On Sunday, Ukraine’s armed forces released a video of a tank soldier praising the Challenger 2, describing it as more resilient that Soviet equivalents, in which “you don’t stand much of a chance if you get hit”. The British tank, by contrast “can withstand several hits”, he said.
No Challenger 2 has been lost in combat since it was first deployed in 1994, although one was destroyed in a friendly fire incident in Iraq in 2003. The record is partly because of the relatively small numbers built and their infrequent deployment.
Britain gave 14 of the tanks to Ukraine earlier this year as part of a European effort to provide western heavy armour. It is not clear if they have been widely used on the frontline in the past couple of weeks.
The tanks were attached to Ukraine’s 82nd air assault brigade, and Kyiv had hoped to keep them in reserve to exploit any frontline breakthrough. The brigade was thrown into battle in August on the key Zaporizhzhia front around Robotyne, where Ukraine said over the weekend it had breached the first Russian defensive line.
Britain has 213 Challenger 2 tanks remaining after donating the 14 to Ukraine, although MPs were told in March that 157 were available for operations. The only other country to use the tanks is Oman.
The UK did not comment publicly, although the Ministry of Defence does not dispute that the video shows a Challenger 2.
Challenger 2 Tank Destroyed in Ukraine, a First From Enemy Fire
...
A British-made Challenger 2 main battle tank was destroyed by enemy fire for the first time as Kyiv presses its counteroffensive against Russian troops in the occupied southeast.
A video of a destroyed tank near Robotyne, a village in the Zaporizhzhia region liberated by Ukrainian forces last month, was posted on social media Monday. A UK defense official who wished not to be named confirmed the tank — a model that Britain has used for almost three decades — was destroyed. It wasn’t clear whether the crew survived.
Ukraine received 14 Challenger 2s this year from the UK, which was the first of Kyiv’s allies to pledge top-flight, modern NATO-standard tanks for the fight against the invasion. Having broken the taboo, which some western governments feared would provoke escalation with Moscow, the British commitment was followed by a German pledge for Leopard 2 tanks, and a US vow to supply Abrams M1s.
Challenger 2s are considered one of the world’s most effective and battle-tested tanks, protected by heavy armor and boasting of a very accurate main gun. The only other Challenger 2 lost in battle was destroyed when a UK-manned Challenger 2 inadvertently shot another in Iraq in 2003, according to a UK army report.
After launching the counteroffensive in June, Ukraine’s troops have been engaged in a grinding fight to punch through Russia’s formidable defense network of trenches, bunkers, and anti-tank barriers both in the eastern Donetsk region and to the south with the intention of cutting the Kremlin’s supply line from occupied Crimea.

First British Challenger 2 tank to ever be lost in combat is left a smoking wreck after being hit by Russian forces in Ukraine
...
A battlefield video has emerged showing the burning wreck of a British Challenger 2 tank - the first of its kind to ever be lost in combat - after it was hit by Russian forces in Ukraine.
The footage, which is also the first verified sighting of one of the British-supplied tanks on the frontline in Ukraine, features a Ukrainian vehicle driving past the wreckage of a burnt-out tank near Robotyne, Zaporizhzhia Oblast.
It is believed to be one of the 82nd Air Assault Brigade's former main battle tanks, which have taken a key role in the counteroffensive in the south since last month.
A Western defence source told the BBC that the video did show a Challenger 2 and that all the crew onboard survived.
Pro-war Russian channel Grey Zone also reported earlier today that the video 'seems to be the first documented destroyed British Challenger 2 tank in service with the Armed Forces of Ukraine.'
The exact details of how and when the tank was destroyed remain unclear.
Britain initially supplied 14 of its Challenger 2 tanks to Ukraine, and then doubled the number to 28, it announced in May.
The Ministry of Defence website describes the Challenger 2 as 'a main battle tank, designed to destroy other tanks'.
It has been used in Bosnia and Herzegovina, Kosovo and Iraq and, according to the MoD, 'has never experienced a loss at the hands of the enemy'.
Russian Telegram channel Military Informant wrote after the footage emerged this week: 'It seems that the British Ministry of Defence will have to change the description of the Challenger on its official website.'
The 82nd Air Assault Brigade was reported to have entered the battlefield for the first time only last month after receiving modifications to help defend against drone strikes.
Mesh cages were welded on top of the tanks to help reduce the damage caused by munitions dropped from drones.
The 82nd, arguably Ukraine's most powerful brigade, held back for six weeks before joining the push to retake the occupied south.
Towards the end of August, the brigade gave Ukrainian forces the leverage needed to liberate Robotyne from the Russians.
Russian sources have acknowledged the Challenger 2s were being used in the south of Ukraine to help break the stalemate around Zaporizhzhia, a region which has seen intense fighting since the start of the war.
The pro-war channel Rybar said the burnt-out tank seen this week was 'on the western outskirts of Verbove [where] enemy assault groups are trying to gain a foothold', adding: 'And, quite likely, British tanks were used to break through the defences, where they were covered by artillery.
'This again confirms the thesis that the Challengers, Leopards and Abrams are all equipment that can and should be destroyed.

UK planes protecting Ukraine ships from Russian attack after grain deal collapse
RAF is conducting patrols over the Black Sea to deter Putin from carrying out attacks on civilian vessels carrying grain exports
RAF aircraft are protecting cargo vessels carrying grain from Ukraine, following Russian attacks, Downing Street has revealed.
In recent weeks, British aircraft have been conducting patrols over the Black Sea to deter Russia from carrying out strikes on civilian vessels.
The Ministry of Defence stepped up its activity in the area after Moscow began attacking grain infrastructure in July, when it scrapped a deal that allowed Ukraine to export grain from its Black Sea ports.
Grain from the Black Sea region is considered vital for staving off hunger in lower-income countries. Russia said it had pulled out of the deal because Ukraine refused to reopen an ammonia pipeline that runs from central Russia to the Black Sea.
Downing Street said: “We will use our intelligence, surveillance, and reconnaissance to monitor Russian activity in the Black Sea … As part of these surveillance operations, RAF aircraft are conducting flights over the area to deter Russia from carrying out illegal strikes against civilian vessels transporting grain.”
The disclosure came as the Government announced that the UK will host an international food security summit in November “to tackle the causes of food insecurity and malnutrition.”

Exporting Grain Through the Black Sea Is a Dangerous Idea | Opinion
On July 17, Russia pulled out of the Black Sea grain deal mediated between the United Nations and Turkey a year earlier. The withdrawal has the potential to drastically reduce grain supply in countries teetering with low growth to extreme poverty. The Russians have spent the two weeks since bombarding Ukrainian ports used to store, load, and ship millions of tons of grain to the international market, prompting NATO to increase surveillance flights in the Black Sea region with maritime and drone aircraft.
The Black Sea grain deal served a useful function—breaking a Russian-imposed embargo of Ukraine's major ports to alleviate a devastating international food supply crisis. The deal was in the interests of both Ukraine and Russia—Kyiv could continue exporting one of its biggest commodities, while Moscow could ship its own fertilizer via the Black Sea. The deal managed to offload nearly 33 million tons of grain and other agricultural products to the world. Moscow's withdrawal from the initiative could single-handedly raise food prices by as much as 15 percent according to the International Monetary Fund.
The desperate situation has generated desperate solutions. Former U.S. Ambassador to NATO Ivo Daalder believes a naval escort is needed to protect grain-carrying ships without threat of Russian harassment. Retired Admiral James Stavridis, the former NATO Supreme Allied Commander, proposed a similar idea with NATO in the lead. Today, this recommendation remains an outlier. But if global supplies deteriorate substantially, a fringe idea could become a mainstream policy option.
U.S. and NATO officials, however, shouldn't even flirt with such a scheme. A hypothetical naval escort is riddled with risk and could widen the war at a time when Washington is correctly trying to keep it within Ukraine's borders.
Proponents of a naval escort point to precedent. In 1987, at the tail end of the Iran-Iraq War, the U.S. Navy re-flagged Kuwaiti oil tankers as U.S. ships in the hope it would deter Iran from attacking crude supplies through the Persian Gulf. The re-flagging worked, but it wasn't without costs. U.S. sailors got into skirmishes with Iranian forces and had to navigate mines. One of those mines disabled a U.S. frigate and injured 10 sailors in the process, compelling the U.S. to respond militarily against Iranian ships and oil platforms. The fighting that ensued was the most serious engagement between U.S. and Iranian military forces until January 2020, when Iranian ballistic missiles targeted U.S. bases in Iraq in retaliation for the assassination of Iranian General Qasem Soleimani.
Needless to say, Russia isn't the pipsqueak power Iran was in the 1980s. While the Iranians could make life difficult for U.S. sailors in the Persian Gulf, they could never beat the U.S. Navy militarily because they never had the capability, capacity, numbers, or skill to dominate regional waters. Iran was a de-facto pariah state with limited resources, fighting a long conventional conflict with a neighbor, Iraq, that had the military and financial support of wealthy Persian Gulf monarchies (and for a time, the U.S).
While it's true Russia is isolated from the West, it's also true that Russian naval forces remain intact. Aside from the highly publicized sinking of the Moskva guided missile destroyer in April 2022, Russia's navy remains practically untouched. Russian ground forces may be taking a big hit in Ukraine—last month, the head of the U.K.'s armed forces assessed that the Russian army lost half its combat power—but Russia's assortment of destroyers, cruisers, and frigates are still functioning. U.S. General Christopher Cavoli, the commander of U.S. European Command, told the House Armed Services Committee in April that Russia lost a grand total of one ship since the war began. Cavoli also stated that Russia's Air Force stands at 1,000 fighters and bombers, all of which is to say that escorting grain-carrying ships through water already riddled with mines would be a far more dicey undertaking than what the U.S. Navy dealt with more than 30 years ago in the Persian Gulf.
Threats aren't simply about capability. Intent also matters. Would Russia actually attack a naval escort in the Black Sea, knowing that a strike could internationalize a conflict Moscow already has its hands full managing?
While it's convenient to assume Russian President Vladimir Putin wouldn't do something this drastic, nobody can say with total certainty that he would sit by and permit tankers to traverse the Black Sea—particularly when the Russians are now on record saying that every ship sailing in those waters will now be classified as potential carriers of military cargo. These types of ominous threats are enormously frustrating to U.S. and NATO policymakers, yet it would be a dereliction of duty to dismiss them.
If the U.S. and its partners want to bring Ukrainian grain to market, they can do so by reinforcing the multiple rail and road routes now in existence throughout Ukraine. The European Union (EU) is in discussions to expand the number of so-called solidarity lanes, which aim to bolster land alternatives to Ukraine's ports. The EU can also do a better job clearing bottlenecks and cutting down on wait times at border checkpoints.
Ultimately, the most effective way to resolve the problem is to resurrect the Black Sea grain deal. Turkish President Recep Tayyip Erdogan spoke with Putin this week and called on him to do exactly that. The resumption of the grain initiative will require certain concessions to Moscow, distasteful as they may be. The U.S. Treasury Department, for instance, can provide financial institutions with unambiguous assurances that transactions related to Ukrainian grain and Russian fertilizer exports be exempt from its broader sanctions regime against Russia and won't result in fines or prosecution.
There is no question Russia is culpable for a budding humanitarian crisis. But preventing this crisis is a global responsibility—and it need not involve the most extreme option.
The USA responded to the Russian warning in the Black Sea: they will not escort ships to Ukrainian ports
...
The United States does not plan to help the ships enter Ukrainian ports, White House spokeswoman Karine Jean-Pierre confirmed Wednesday in response to a reporter’s question about the Russian Defense Ministry’s warning that all ships bound for Ukrainian ports on the Black Sea are considered military targets.
Washington will continue to support Ukraine’s efforts to get Ukrainian grain to markets, Jean-Pierre said, citing a $250 million aid package including seeds, fertilizer and help with crop storage and processing.
However, when asked how the US plans to strengthen it [Ukrajna] naval capabilities, he made only a vague promise to “make sure they have what they need to defend themselves”.
The $1.3 billion military aid package announced by the Pentagon on Wednesday includes port and harbor defense equipment. Ukraine will also receive NASAMS missile systems, Phoenix Ghost and Switchblade drones, additional artillery shells and demining equipment, anti-drone and electronic warfare reconnaissance equipment, and precision air munitions in the latest package, which will increase total US military aid by $42.6 billion.
Jean-Pierre’s comments echoed those of National Security Council spokesman John Kirby, who earlier this week ruled out using US military assets to protect grain shipments to and from Ukrainian ports.
Russia pulled out of the Black Sea Grain Initiative on Monday, complaining that the United States had not followed through on its promise to lift some of the restrictions imposed in the wake of the military operation in Ukraine, including its banks’ SWIFT connection, opening an ammonia pipeline to Italy, allowing imports of agricultural machinery and parts, and lifting transport insurance and other logistics tools.
The attack by Ukrainian drones targeting a bridge in Crimea, which killed a couple in their vehicle and seriously injured their child, was condemned by the Kremlin as a terrorist attack, but Moscow denied that it played a role in the withdrawal from the grain agreement.
In the future, all ships bound for Ukrainian ports will be “considered potential carriers of military cargo” and the flags of such ships will be considered “participating on the side of the Kyiv regime in the conflict in Ukraine.”
– warned the Russian Ministry of Defense on Wednesday.
Ukrainian President Volodymyr Zelenskyi called on the UN and Turkey on Tuesday to continue the grain deal without Russia, insisting that “everything should be done to use this Black Sea corridor”.
Hayao Miyazaki invites moviegoers to dream with him one last time
TORONTO (AP) — The loudest applause on opening night at the Toronto International Film Festival was for Totoro.
When the Studio Ghibli logo of the magical creature from Hayao Miyazaki’s “My Neighbor Totoro” appeared on the screen Thursday night, it meant to the audience the premiere of Miyazaki’s latest and perhaps last film, “The Boy and the Heron.” For many at TIFF, it was the movie event of the year.
A decade ago, Miyazaki, the anime master of “Spirited Away,” “Howl’s Moving Castle,” “Kiki’s Delivery Service” and “Ponyo,” said he was retiring from film and that 2013’s “The Wind That Rises” would be his last film. But Miyazaki, now 82, soon after began slowly toiling away on one more. For Miyazaki, who painstakingly crafts thousands of hand drawings for a film, it’s a long and laborious process.
His work has been shrouded in mystery, in part because Miyazaki very rarely does interviews. Plus, in a marketing rarity, “The Boy and the Heron” has been released in Japan without any of the usual promotion — no TV ads or billboards — that accompanies such a feverishly awaited movie. (It will open in North American theaters Dec. 8.) Several of Miyazaki’s films rank among the biggest box-office hits ever in Japan; there are few other filmmakers today as revered — and fiercely beloved — as Miyazaki.
“We are privileged enough to be living in a time where Mozart is composing symphonies,” the filmmaker Guillermo del Toro said Thursday, introducing the film’s first screening outside Japan. “Miyazaki san is a master of that stature.”
Miyazaki, who didn’t travel to Toronto, has himself lampooned his inability to fully step away. In journal excerpts shared in the film’s press notes, Miyazaki writes: “There’s nothing more pathetic than telling the world you’ll retire because of your age, then making another comeback.”
“Doesn’t an elderly person deluding themself that they’re still capable, despite their geriatric forgetfulness, prove that they’re past their best?” he adds. “You bet it does.”
The title of Miyazaki’s latest is “Kimi-tachi wa Do Ikeru Ka?” in Japanese, which translates as “How Do you Live?” It comes from Genzaburo Yoshino’s 1937 novel, on which the movie is loosely based. In one of his few public comments, Miyazaki was asked if his film would supply any answers to that question.
“I am making this movie because I do not have the answer,” Miyazaki told The New York Times in 2021.
What may surprise some is that while there’s much wisdom and reflection in “The Boy and Heron,” it’s just as infinitely imaginative as Miyazaki’s earlier films — a dazzling odyssey in the vivid mold “Spirited Away.” It’s both the wistful swan song of a great filmmaker and the boundless work of an ever-young creative mind.
The main character is Mahito Maki (voiced by Soma Santoki), a 12-year-old boy who, in the film’s opening WWII-set scenes, loses his mother in a Tokyo hospital fire. It’s not long after that his father marries Mahito’s mother’s sister (Yoshino Kimura) and, on the country estate they have moved to, Mahito’s bitter and grief-filled life is interrupted by a gray heron (Masaki Suda) that won’t leave him alone.
Not unlike Satsuki and Mei of “My Neighbor Totoro,” Mahito is led down a wooded path and into an enchanted realm entered through a stone tower built by Mahito’s grand-uncle. We are again, invited into a dizzyingly colorful otherworldly fantasy of Miyazaki’s making. It may be rife with metaphor — for nature, for grief, for healing — but it also exists in the pure and unfiltered dimension of dream.
“The Boy and the Heron” can be a convoluted place, but many will recognize countless hallmarks of Miyazaki, albeit with a particular avian atmosphere this time. Yes, there are birds — not just the heron but florid flocks of parakeets. There are fiery hearths and glowing orbs, gobs of bloody organs and malicious actors who threaten the stability of this verdant but under-siege paradise.
There is also a elderly granduncle with a long beard nearing the end of his life, aware that his ability to hold this crumbling world together is receding. Does he need an heir? Will it all collapse? For Miyazaki, who once said the purpose of his films was “to fill in the gap that might be in your heart or your everyday life,” “The Boy and the Heron” is ultimately about letting the kingdom go.
“Build your own tower,” the granduncle tells Mahito.
If this is to be the last Miyazaki movie (it would be unwise to ever really count him out), it’s a tremendously moving goodbye. There is no legacy burnishing here but a gentle plea. Dream your own dreams. Create your own worlds. Build your own towers.
Private vehicles with Russian plates banned from entering EU
Under guidelines issued by the European Commission on Friday, member states should not allow cars with Russian license plates to enter the EU. This ban applies not just to private vehicles, but also to company transport operations. Enforcement of these sanctions is mandatory for member states.
On September 8, the European Commission published new sanctions enforcement guidelines, according to which members of the trade bloc may not permit private individuals' vehicles with Russian plates into the EU, Finnish daily Helsingin Sanomat writes (link in Finnish).
These aren't new sanctions on Russia, however, as private vehicles are already subject to an import ban in the EU; the Commission just provided new guidelines regarding how to interpret that ban.
A Commission representative likewise confirmed Monday that as the sanctions are part of EU law, then member states are obligated to enforce them.
The entry ban on vehicles with Russian plates nonetheless doesn't apply to vehicles owned by either EU citizens or their immediate family members.
Private vehicles, commercial transport both banned
The guidelines published Friday (link to PDF) states that it doesn't matter whether the use of a vehicle is private or commercial; in both cases it is subject to sanctions on vehicles originating in Russia.
The guidelines likewise state that this ban applies to vehicles with Russian plates and which are registered in Russia, as they most likely originate in Russia. The duration of their possible stay in the EU is likewise irrelevant to enforcing this sanction.
No additional transitional period is foreseen for this ban either, the guidelines explain.
Luxury items sanctioned as well
EU sanctions likewise prohibit the import of gold and luxury goods from Russia. This ban doesn't extend to Russian tourists' personal gold jewelry or luxury clothing items, so long as customs officials determine that they are owned by those individuals and not intended for sale.
Russian travel to Finland already very limited
Currently, Russian citizens can only travel to Finland if they are the family members of either a Finnish citizen or permanent resident of Finland. Foreign nationals with long-term residency permits and Finnish citizens themselves are likewise permitted to travel from Russia to Finland, Finnish public broadcaster Yle explained Monday (link in Finnish).
The Finnish Border Guard cited ten exceptions to its entry restrictions. In addition to the aforementioned categories, foreigners may also enter Finland either on a work visa or if they work in transport or the logistics sector, on business trips, student trips as well as to receive Finnish medical care.
Exceptions likewise apply to individuals who own property or an apartment in Finland, as well as to diplomatic representation staff. Exceptions may also be granted under special circumstances as well.
Peskov: Russia won't impose similar entry ban
Speaking to journalists on Monday, Kremlin spokesperson Dmitry Peskov said that Russia has no intention of imposing the same restrictions on the EU as the latter has imposed on Russia.
According to Peskov, the EU's decision is extraordinary from a common sense point of view, and Russia will not stoop to such a level, Russian news agency Interfax reported.
The EU issued its additional sanctions guidelines after several incidents in Germany where Russians there attempted to import Russian-registered vehicles to Germany. German customs officials confiscated the vehicles on the grounds of sanctions adopted by the EU.
Läänemets: Entry ban for cars with Russian plates should be laid down by all border states
Estonia's Minister of Internal Affairs Lauri Läänemets described the new guidelines on sanctions execution as sensible but said that compliance could take time. Cars with Russian plates will be able to cross the border until then.
"They are crossing the border now, and I believe the Commission's interpretation is very sensible and the sanctions should be executed as such. But the minor details involved are another matter. It would be sensible for state bordering Russia to do it together. That is when it would have real effect and keep such cats from coming here," Läänemets said.
Russian customs chief accuses EU of ‘total lawlessness’
...
Russia’s interim customs chief has blasted the European Commission’s instruction to EU member states to confiscate personal possessions of arriving Russian tourists.
“How do we take the European Commission’s ban on traveling by personal car or with smart phones? Well, it’s utter nonsense,”
Ruslan Davydov told journalists on Monday on the sidelines of an economic forum in the city of Vladivostok.
The EU slapped wide-ranging sanctions on trade with Russia over the Ukraine conflict. Last Friday, however, Brussels explained that the restrictions should also apply to items for personal use brought by tourists crossing the bloc’s border.
Goods that are classified as prohibited – even shampoo and toilet paper – should be confiscated, according to the clarification. The European Commission urged
“EU operators [to] identify, assess, and understand the possible risks of sanctions circumvention” when conducting customs checks.
Davydov branded the decision as “total lawlessness”
that defies the normal logic of customs controls. Moscow has little influence on the policies, since the EU broke all cooperation with Russia, he noted.
“The way they regulate customs procedures on their soil can only invoke regret and incomprehension,” he added. But at least “they have not banned [Russian nationals] from wearing pants when crossing the border.
”
The official assured that the Federal Customs Service, which he heads, shall not adopt a similar policy regarding tourists arriving from the EU.
The Russian embassy in Helsinki urged citizens on Sunday not to travel to Finland in cars with Russian license plates, citing the risk of seizure stemming from the new guidelines.
EU greenlights seizure of personal phones and cars from Russians
Devices and vehicles from the country cannot be brought into the bloc, even for tourism, the European Commission has said
Russian nationals are effectively banned from taking many personal items with them when traveling to the EU, the European Commission confirmed this week. Goods ranging from personal cars and smartphones to soap and even toilet paper are sanctioned and thus cannot be brought into the bloc even temporarily or during tourist travels, it explained.
The latest set of answers to the ‘frequently asked questions’ by the EU Commission issued on Friday specifically focused on Russian cars. “It is not relevant whether the use of the vehicles is private or commercial” as long as they fall into the sanctioned goods category, it said.
The ban covers “vehicles having a Russian license plate” and “registered in Russia,” the commission’s statement said, adding that the duration of a car’s possible stay in the EU is “not relevant.” The clarification came following a series of incidents in which German customs authorities were seen confiscating private Russian cars entering the country at least since July.
Moscow then accused Berlin of “stealing” vehicles and warned its citizens against bringing their cars into Germany. The German authorities justified their actions by citing sanctions imposed against Russia as early as in 2014 and expanded after Moscow launched its military operation in Ukraine in February 2022.
The clarification on Friday by the EU Commission went even further and said that not just cars but a wide range of other personal goods are subject to sanctions as well if they originate from Russia. When asked whether Russian nationals can temporarily bring personal goods and vehicles into the EU, including when traveling as tourists, Brussels said “no,” adding that anything listed in Annex XXI to the EU regulation on sanctions against Russia is banned.
The Annex lists more than 180 categories of goods that, apart from private vehicles, include smartphones and any other phones, cameras, women’s clothing, various types of bags, footwear, soap, perfumery, and even toilet paper.
NATO and EU nations first imposed sanctions on Moscow in 2014, when Crimea voted to leave Ukraine and become part of Russia in the wake of the Maidan coup in Kiev that year. Moscow has insisted that trade restrictions and the seizure of assets and other Russian property are illegal and tantamount to theft.

Venäläis¬turistit eivät saa enää saapua omalla autollaan EU:n alueelle
...
VENÄJÄLLÄ Kremlin tiedottaja Dmitri Peskov kommentoi EU-komission uusia ohjeita uutistoimisto Interfaxille maanantaina.
”Koska kyse on äärimmäisen järjenvastaisesta päätöksestä Euroopan unionin kannalta, arvioimme, ettemme tule tekemään vastaavia päätöksiä emmekä lankea tällaiselle tasolle”, Peskov sanoo.
Putin, Citing Trump ‘Persecution,’ Wades Back Into U.S. Politics
...
The setting was an economic conference in far eastern Russia, with discussion of the ruble and domestic investment, but that didn’t stop President Vladimir V. Putin from wading into American politics on Tuesday, branding the criminal cases against Donald J. Trump political persecution and praising the billionaire entrepreneur Elon Musk.
For years, the Russian leader has demonstrated an ability to exploit political divisions within Western nations, often by signaling to conservatives abroad that he is aligned with them in a global fight against liberal values.
Mr. Putin’s remarks on Tuesday, made at the Eastern Economic Forum in Vladivostok, appeared aimed at lending firepower to the Republican outcry over the prosecutions of Mr. Trump, who has long expressed public admiration for the Russian leader and has helped encourage a sizable Moscow-friendly contingent within his party.
The cases against Mr. Trump — who faces 91 felony counts in four jurisdictions — represent the “persecution of one’s political rival for political motives,” Mr. Putin said. He predicted that the entire affair would help Russia by exposing American domestic problems for the world to see and revealing the hypocrisy of American democracy.
“Given today’s conditions, what is happening is good for us, in my opinion, because it shows the rottenness of the American political system, which cannot pretend to teach democracy to others,” Mr. Putin said, prompting the hall to erupt in applause.
Mr. Putin, whose political adversaries have a way of ending up in prison or worse, said the criminal cases against Mr. Trump also demonstrated who Russia is really fighting against as it prosecutes its invasion of Ukraine. “As they said back in Soviet times, ‘the bestial visage of American imperialism, the bestial grin’” he said.
Mr. Trump offered no public response to Mr. Putin’s remarks, and his aides did not respond to requests for comment.
Unlike in the past, Mr. Putin expressed a measure of resignation about the American posture toward Russia, saying the United States would likely remain anti-Russian, even if Mr. Trump were to return to the White House.
“Though they accused him of special ties to Russia, it was complete nonsense, total bullshit, and he more than anything imposed sanctions on Russia,” Mr. Putin said. “So what to expect in the future, regardless of who is president, is difficult to say. But it’s unlikely anything will change definitively, because the current government has configured American society in such an anti-Russian manner and spirit.”
In the United States, where Republicans are competing for their party’s presidential nomination — with Mr. Trump considered to be far ahead — several leading G.O.P. figures rejected Mr. Putin’s criticism.
“America’s founding principles will always stand the test of time, and Vladimir Putin’s opinion of our constitutional republic holds no value in the United States,” former Vice President Mike Pence said in a statement. “Putin should be more concerned about how quickly his military went from being the second most powerful in the world to the second most powerful in Ukraine.”
Senator Lindsey Graham, a South Carolina Republican who is a strong supporter of both Mr. Trump and of American aid to Ukraine, said in an interview that the prosecutions taking place against Mr. Trump were “part of democracy.” He said that some parts of the American system were being “run off the rails,” but that the people in charge would have to answer to voters.
“No one in Russia is able to speak against Putin,’’ Mr. Graham said, “because he’ll kill them.”
Former Gov. Chris Christie of New Jersey, who is running against Mr. Trump for the nomination, said Mr. Putin’s comments were in effect a vote of support for his opponent. “It’s good to see Vladimir Putin has made his endorsement official — and no surprise, he’s endorsed another autocrat,” Mr. Christie said.
Mr. Putin’s comments amounted to the latest chapter in a political drama that began when Russia interfered in the 2016 U.S. presidential election, spreading disinformation online and hacking and releasing emails from the Democratic National Committee and the campaign manager of Mr. Trump’s Democratic rival, Hillary Clinton.
The controversy over Mr. Trump’s seeming sympathies for the Kremlin continued well after he took office in early 2017. Throughout his term, Mr. Trump heaped praise on Mr. Putin, and at one point, during a 2018 summit in Helsinki, professed to trust the Russian leader more than his own intelligence services.
Even after he was defeated for re-election, Mr. Trump clung to that stance. In January, in a post on his Truth Social website, he again suggested that he had been right to trust the Russian president more than U.S. intelligence and F.B.I. “lowlifes.”
Mr. Trump’s assertions at the Helsinki meeting — where, in an unusual breach of protocol, he met with Mr. Putin without any aides present — were roundly criticized by his opponents as unseemly pandering to the Russian leader.
Still, even as Mr. Trump expressed sympathy with Moscow from the White House, he packed his administration with officials who were hawkish on Russia and, in tandem with lawmakers in Congress, continued to promote a foreign policy that punished Moscow for the 2016 interference, pushed through sanctions, and labeled Russia a “great power” competitor.
At his economic forum on Tuesday, Mr. Putin also offered praise for Mr. Musk, calling him a “talented businessman,” when asked about the possibility of private space companies similar to Mr. Musk’s SpaceX arising in Russia.
“When it comes to private business, Elon Musk, he is, without a doubt, an outstanding person, one has to admit,” Mr. Putin said. “But I think everyone would admit that all around the world. He is an active, talented businessman. A lot works out for him, including with the support of the American government.”
That description was reminiscent of the way the Russian leader once described Mr. Trump — “brilliant and talented” — in the early days of the New York real estate mogul’s first presidential campaign.
Mr. Musk is a self-proclaimed free speech absolutist, and his purchase of Twitter, recently rebranded to X, has led to a rise in the sort of misinformation and bot activity on a platform that Russia has turned to often to achieve its geopolitical aims.
The billionaire has also involved himself directly in the conflict between Russia and Ukraine, at one point proposing a peace solution on Twitter that drew condemnation for echoing Kremlin talking points.
And last week, Mr. Musk attracted renewed scrutiny when a new biography asserted that he had thwarted an attack on Russia’s Black Sea naval fleet in 2022 by refusing to let the Ukrainian military use his satellite network, Starlink, to guide its drones. He said he had disabled Starlink in Crimea long before the Ukrainian attack was planned, and had declined a request to enable it to avoid being complicit in what he said would be a “major act of war.’’.
Elon Musk’s refusal to have Starlink support Ukraine attack in Crimea raises questions for Pentagon
...
NATIONAL HARBOR, Md. (AP) — SpaceX founder Elon Musk’s refusal to allow Ukraine to use Starlink internet services to launch a surprise attack on Russian forces in Crimea last September has raised questions as to whether the U.S. military needs to be more explicit in future contracts that services or products it purchases could be used in war, Air Force Secretary Frank Kendall said Monday.
Excerpts of a new biography of Musk published by The Washington Post last week revealed that the Ukrainians in September 2022 had asked for the Starlink support to attack Russian naval vessels based at the Crimean port of Sevastopol. Musk had refused due to concerns that Russia would launch a nuclear attack in response. Russia seized Crimea from Ukraine in 2014 and claims it as its territory.
Musk was not on a military contract when he refused the Crimea request; he’d been providing terminals to Ukraine for free in response to Russia’s February 2022 invasion. However, in the months since, the U.S. military has funded and officially contracted with Starlink for continued support. The Pentagon has not disclosed the terms or cost of that contract, citing operational security.
But the Pentagon is reliant on SpaceX for far more than the Ukraine response, and the uncertainty that Musk or any other commercial vendor could refuse to provide services in a future conflict has led space systems military planners to reconsider what needs to be explicitly laid out in future agreements, Kendall said during a roundtable with reporters at the Air Force Association convention at National Harbor, Maryland, on Monday.
“If we’re going to rely upon commercial architectures or commercial systems for operational use, then we have to have some assurances that they’re going to be available,” Kendall said. “We have to have that. Otherwise they are a convenience and maybe an economy in peacetime, but they’re not something we can rely upon in wartime.”
SpaceX also has the contract to help the Air Force’s Air Mobility Command develop a rocket ship that would quickly move military cargo into a conflict zone or disaster zone, which could alleviate the military’s reliance on slower aircraft or ships. While not specifying SpaceX, Gen. Mike Minihan, head of Air Mobility Command, said, “American industry has to be clear-eyed on the full spectrum of what it could be used for.”
As U.S. military investment in space has increased in recent years, concerns have revolved around how to indemnify commercial vendors from liability in case something goes wrong in a launch and whether the U.S. military has an obligation to defend those firms’ assets, such as their satellites or ground stations, if they are providing military support in a conflict.
Until Musk’s refusal in Ukraine, there had not been a focus on whether there needed to be language saying a firm providing military support in war had to agree that that support could be used in combat.
“We acquire technology, we acquire services, required platforms to serve the Air Force mission, or in this case, the Department of the Air Force,” said Andrew Hunter, assistant secretary of the Air Force for acquisition, technology and logistics. “So that is an expectation, that it is going to be used for Air Force purposes, which will include, when necessary, to be used to support combat operations.”
Putin claims UK behind attempted attack on atomic facility
An attempted attack by Ukrainian forces on a Russian atomic facility was orchestrated by the UK, Vladimir Putin has claimed.
The Russian president was speaking at the Eastern Economic Forum in Vladivostok.
“Do they understand what they are playing with?” Putin said.
“Are they trying to provoke us into retaliating against Ukrainian atomic power stations? Does the British prime minister know what his secret services are doing in Ukraine?”

UK Storm Shadow cruise missiles were used as part of the attack on the headquarters for Russia’s Black Sea Fleet in occupied Crimea, according to military sources.
The UK supplied Ukraine with Storm Shadow missiles earlier this year, In June, the then-defence secretary, Ben Wallace, told parliament that the missiles were having a "significant impact".
"It is my understanding its accuracy, and ability to deliver successfully the payload as sent and designed by the Ukrainians has been almost without fault," he said.
A submarine and landing ship were hit in the attack, a Ukrainian spy agency official has said. Russia blamed Ukraine for the attack, saying the Sevastopol shipyard in Crimea was struck by 10 cruise missiles.
“We confirm a large landing vessel and submarine were hit. We do not comment on the means (used) for the strike,” Andriy Yusov, the official, told Reuters.
Why is Black Sea Fleet important to Russia?
The city is used by the Black Sea Fleet which the Kremlin uses to project power into the Middle East and Mediterranean and - during the war in Ukraine - to impose a de facto blockade on Ukraine’s seaborne food exports via the Turkish straits.
Ukraine has tried to push back against the fleet’s naval dominance by attacking with sea drones packed with explosives, but Russia has continued to use its warships for missile attacks on Ukraine throughout the more than 18-month-old war.
It was not clear what kind of missile was used by Kyiv in the attack on Sevastopol, which lies about 300 km (185 miles) from Ukraine’s Black Sea port of Odesa.

Ukraine says large Russian landing ship, submarine hit in Sevastopol strike
A Ukrainian military spy agency official said on Wednesday that an overnight attack on the Crimean port of Sevastopol, home to Russia’s Black Sea Fleet, had struck a large Russian landing ship and a submarine.
"We confirm a large landing vessel and submarine were hit. We do not comment on the means (used) for the strike," Andriy Yusov, the official, told Reuters.
The attack on the major naval city took place around 3am and according to a local Russian-installed official injured 24 people. Videos purporting to show the strike showed three explosions in quick succession in Sevastopol.
Upd.

NATO experts and Ukrainian drone operators hold secret meeting
Ukrainian drone operators shared their feedback with NATO drone squadrons at a meeting at the organisation's base in Kalkar, Germany…
Ukraine Targets Crimea for Second Day in a Row, Russia Says
...
The Russian-installed authorities in occupied Crimea said Ukrainian forces targeted the peninsula with another air attack on Saturday, the second in two days, as Kyiv increasingly takes aim at the region in an effort to disrupt Moscow’s military operations.
Mikhail Razvozhayev, the governor of Sevastopol, Crimea’s largest city and the home of Russia’s Black Sea Fleet, said that air defenses had been activated in the area and that debris from a downed rocket fell in the bay. The local authorities issued several warnings about possible air assaults, urging residents to stay calm and seek shelter.
Saturday’s attack, which was not immediately confirmed by Ukraine’s military, came a day after Kyiv’s forces launched a missile strike that damaged the Black Sea Fleet’s headquarters. Russia’s Defense Ministry said that a serviceman was missing after that attack.
The back-to-back assaults on Crimea, which the Kremlin illegally annexed in 2014, are part of a Ukrainian campaign to hit deep behind Russian lines in an effort to sever Moscow’s battlefield supply lines and undermine its ability to hit Ukrainian territory from afar. In recent weeks, Ukraine has sharply accelerated the pace of strikes on the peninsula, hitting air-defense systems, a submarine and a command post.
Since the start of Russia’s full-scale invasion last year, Moscow has used Crimea to stockpile fuel and ammunition to be funneled to the battlefields in southern Ukraine, where Kyiv is currently trying to break through Russian defensive lines. Ships from the Black Sea Fleet also have fired hundreds of missiles at Ukraine.
“A lot of Ukrainian cities and towns are within reach from Crimea,” Samuel Bendett, a Russian weapons analyst at the Center for Naval Analysis, said in an interview. “Controlling Crimea is essential if Russia wants to maintain its war effort and to keep Ukraine off balance and to maintain its positions in the territories it already captured.”
It was not immediately clear whether Saturday’s attack had hit any strategic targets. Mr. Razvozhayev said the debris had fallen near the pier in the Sukharnaya Bay, part of the larger Sevastopol Bay, which houses many military vessels and submarines. The Russian state news agency Tass reported that emergency services had left for the scene and that passenger ship traffic had been suspended.
Black Sea Fleet Headquarters Takes Direct Hit From Cruise Missile
...
he latest Ukrainian missile attack launched against Russian-occupied Crimea struck the headquarters of the Black Sea Fleet in the port of Sevastopol today. As well as missiles — reportedly Storm Shadow and/or SCALP-EG air-launched cruise missiles — the peninsula was also hit by a major cyberattack, interrupting internet services, according to Russian-installed officials there.
…
The Ukrainian Armed Forces claimed they had “successfully” struck the headquarters, posting the following statement on the Telegram messaging app:
“On September 22, close to 12:00, Ukraine’s defense forces successfully struck the headquarters of the Russian Black Sea fleet command in the temporarily occupied Sevastopol.” No further details were provided by this source, although the incident was quickly made into a meme by the Ukrainian Air Force.
…
For its part, the Russian Ministry of Defense said that at least one Ukrainian missile struck the headquarters building and that another five missiles were brought down by local air defenses, but this cannot be independently verified.
…
Annexed by Russia from Ukraine in 2014, Crimea has been the focus of Ukrainian attacks since the start of the Kremlin’s full-scale invasion in February 2022. However, the regularity of these attacks has been stepped up in more recent months, while the weapons used have become more advanced.
As well as aerial drones and unmanned surface vehicles (USVs, or drone boats), Ukraine is now making use of long-range cruise missiles to hit deep into Crimea, including the air-launched Storm Shadow and SCALP-EG, provided by the United Kingdom and France, respectively, as well as the locally developed land attack version of the Neptune anti-ship missile.
At the same time, the kinds of targets that are being selected are also increasingly of higher profile and greater strategic significance. Just as important, attacks like the one today carry a considerable propaganda value to Kyiv, bringing home the vulnerability of even theoretically well-defended prestigious military targets in Russia and Russia-occupied territory.
For example, in recent weeks, Ukraine has successfully launched attacks against the dry dock at the naval port of Sevastopol, resulting in serious damage to a Black Sea Fleet submarine and amphibious landing ship. S-400 air defense systems, critical to providing coverage against airstrikes on the peninsula, have also been targeted.
In just the last two days, Ukrainian strikes against Crimea hit a command post of the Black Sea Fleet, near Verkhnosadove, apparently inflicting massive damage to the building. Just yesterday, Ukraine said it had struck Saky military airfield on the peninsula, reportedly using a combination of numerous drones as well as Neptune cruise missiles. We are still working to confirm the outcome of that attack, if it occurred as all.
