The Pentagon is working on a new plan to rise above competition from China and Russia: balloons.
The high-altitude inflatables, flying at between 60,000 and 90,000 feet, would be added to the Pentagon’s extensive surveillance network and could eventually be used to track hypersonic weapons.
The idea may sound like science fiction, but Pentagon budget documents signal the technology is moving from DoD’s scientific community to the military services.
“High or very high-altitude platforms have a lot of benefit for their endurance on station, maneuverability and also flexibility for multiple payloads,” said Tom Karako, senior fellow for the International Security Program and Missile Defense Project director at the Center for Strategic and International Studies.
The Pentagon continues to invest in these projects because the military could use the balloons for various missions.
Over the past two years, the Pentagon has spent about $3.8 million on balloon projects, and plans to spend $27.1 million in fiscal year 2023 to continue work on multiple efforts, according to budget documents.
Meanwhile, the Pentagon is working on its own hypersonic weapons program, despite Wednesday’s failure of the latest test.
A bright spot for the U.S. is the balloons may help track and deter hypersonic weapons being developed by China and Russia.
China surprised the Pentagon in August by testing a nuclear-capable hypersonic missile, which narrowly missed its target by roughly two dozen miles.
Russia began ramping up hypersonic weapons development in response to the U.S. withdrawal from the Anti-Ballistic Missile Treaty in 2002. The Russian government claimed to fire a hypersonic missile in an attack on Ukraine in March, marking its first use in combat.
That’s one way the balloons could be useful — augmenting expensive satellites in tracking the missiles. The teardrop-shaped balloons harvest complex data and navigate using AI algorithms.

Hiding in plain sight
For years, DoD has conducted tests using high-altitude balloons and solar-powered drones to collect data, provide ground forces with communication and mitigate satellite problems. The Pentagon is quietly transitioning the balloon projects to the military services to collect data and transmit information to aircraft, POLITICO discovered in DoD budget justification documents.
The Covert Long-Dwell Stratospheric Architecture (COLD STAR), a project designed to locate drug traffickers, was widely reported in 2019. At the time, the Pentagon launched 25 surveillance balloons from South Dakota as part of a demonstration.
The Pentagon confirmed to POLITICO that the COLD STAR program has transitioned to the services. DoD would not disclose details about the effort because it is classified.
Another initiative aims to tie all the technology together. The Pentagon is conducting demonstrations to evaluate how to incorporate high-altitude balloons and commercial satellites in an attack, known as the “kill chain.”
“They can be trucks for any number of platforms, whether it be communication and datalink nodes, ISR, tracking air and missile threats, or even various weapons — and without the predictable orbits of satellites,” Karako said.
DoD is also working to use drones equipped with “stratospheric payloads” along with balloons to track moving ground targets, provide communications and intercept electronic signals. The idea is for the technology to transition to the Army and U.S. Special Operations Command, according to budget documents.
Finding other ways to track ground targets is a priority for the Pentagon as the Air Force retires airborne surveillance aircraft.

Not your average balloon
Raven Aerostar, a division of Raven Industries, produces the balloons. Raven said they consist of a flight control unit, powered by batteries that are charged using renewable solar panels. They also have a payload electronics package that controls flight safety, navigation and communications, Russell Van Der Werff, engineering director at Raven Aerostar, said in an interview.
Wind currents allow the balloon to float along a desired flight path, and the company takes advantage of different wind speeds and directions to move the balloon to the target area.
But that’s not all. Raven Aerostar uses a proprietary machine-learning algorithm that predicts wind directions and fuses incoming sensor data in real time, Van Der Werff said. The company also employs a software program to pilot and monitor its balloon fleet and has a mission operations center manned with trained flight engineers 24 hours a day, seven days a week, he added.
The balloons can supplement work performed by traditional aircraft and satellites, and stratospheric balloons can be built and launched at a fraction of the cost and time. For example, the cost to launch and operate balloons for weeks or months is in the hundreds of thousands of dollars, versus millions — or tens of millions — needed to launch and operate aircraft or satellites.

Not the first time
NASA was flying helium-filled stratospheric balloons as early as the 1950s, and the Army in recent years has experimented with these systems at lower altitudes.
The private sector is also investing in the balloon market. Alphabet deployed balloons in 2017 to provide mobile communications in Puerto Rico after Hurricane Maria.
In the mid-2010s, the Army was investing in a spy blimp program that it ultimately canceled in 2017. The effort is known as the Joint Land Attack Cruise Missile Elevated Netted Sensor System, or JLENS.
The blimp was tethered, unlike the high-altitude balloons, and designed to track boats, ground vehicles, drones and cruise missiles. The balloons DoD is using now are smaller, lighter and can fly considerably higher than the spy blimp.
Starting in 2015, the Army conducted a three-year exercise to determine whether to keep buying JLENS blimps from Raytheon. But the blimp broke free from its mooring station near Baltimore, flying for three hours and eventually landing near Moreland Township, Penn.
The Army decided to drop the program. JLENS cost nearly $2 billion to develop and was designed to deploy in U.S. Central Command.
“If we can just grow up and get over our hang-ups about the JLENS event, the future can be bright for dirigibles, balloons and aerostats,” Karako said.

It is remote, inhospitable, windswept and largely uninhabited, but it has been fought over for centuries. Legend has it that the rocky outcrop in the Black Sea was created by the sea god Poseidon as a home for the greatest of all Greek warriors: Achilles. And just like the demigod, the small, cross-shaped island has seen its share of wars. Today, the tiny piece of land is known as Snake Island (Zmiinyi Island), and on Monday Ukrainian forces raised the country’s flag there once again after seizing the island back from Russian occupiers, driven away after months of heavy bombardment.
The fight for Snake Island has strategic value, but most important it is of national significance for all Ukrainians, especially in their country’s darkest hour, with their back to the wall in Donbas. However, in the tiny fishing village of Vylkove, on the Ukrainian side of the Danube River and the closest inhabited area to the Island, the battle to regain control over this outcrop has upended the lives of inhabitants.
The intense fighting on the island between Russian and Ukrainian forces, which began on the first day of the war, has shaken the homes of villagers, in some cases opening cracks in their walls. In Vylkove, 31 miles from Snake Island, shock waves from blasts on the open sea, with nothing to absorb them, have reached the coastline.
Yuri Suslov, 43, has been fishing the waters of the Black Sea since he was a boy. “This is a very quiet town, so when they start bombing Snake Island it was very loud around here,” he said.
Yuri knows Vylkove’s channels like the back of his hand. On his boat, he navigates the narrow waterways that in the summer months resemble those of Vietnam or Cambodia. Reeds and pile dwellings line the edge of the river as children play in the water. Every family in Vylkove has a boat, the city’s principal means of transportation.
Today, Vylkove’s waterways that flow to the mouth of the Danube, giving access to the Black Sea in the direction of Snake Island, are blocked by military checkpoints, with the coast patrolled day and night.
“It’s a scary situation, but I don’t think the Russians are going to attack us,” said Yuri. “You know why? Because we are too close to Romania, and if they accidentally hit Romania, it will be Nato war.’’
Svitlana, 34, a tourist guide in Vylkove, said: “It was horrible. The planes were flying over our heads, and the blasts were very loud. Some windows cracked in older homes with wooden frames.”
But worse than the blasts has been the economic impact of the fight over Snake Island. Because of the conflict, fishing is forbidden – a nightmare for a town known as the “Ukrainian Venice” that survives almost exclusively on fishing.
“This town belongs to the fishermen and they were not allowed to even sail out,” said Svitlana. “And fishing is their main source of income, so they suffered great financial losses. In addition, almost 25% of local residents were involved in tourism. Some were offering boat rides, some owned small tourist firms, some worked as guides. And now it’s impossible. As a result, about 80% of locals who were involved in water tourism or fishing are suffering. My husband was fishing. And now we are out of business. We have no income.”
Snake Island, in the administrative division of Vylkove, became known internationally in February, when Russia first captured it, after a Ukrainian soldier posted on the island told the attacking Russian warship: “Go fuck yourself”.
The phrase has become one of the most popular Ukrainian slogans of resistance, with the Ukrainian postal service issuing a stamp showing a Ukrainian soldier giving the finger to the Russian cruiser Moskva, which was later sunk. Since Russia took control, Ukrainian troops have attempted to retake the island several times.
Despite the uncertainty of Snake Island’s future, it is closely linked to Vylkove and its residents. But very few people have been able to visit it, partly because of the enduring territorial dispute between Ukraine and Romania over who is its rightful “owner”.
“There were no official tourists on Snake Island,” said Svitlana. “You could get a permission from the border guards and go there, but frankly it was quite complicated and expensive.”
The only people authorised to visit the island were military personnel on patrol, researchers, and a handful of fortunate divers who would regularly survey the area to admire the 49 species of fish inhabiting the waters and wrecks of military vehicles and vessels, such as the Soviet submarine “Pike” which lies at a depth of 35 meters, a reminder that this place has been a regular theatre of war.
Vladlen Tobak, diving instructor and founder of a diving school in Odesa, said he could not count how many times he had been to the island. “There was one time when I spent there an entire season with a scientists’ crew. It is probably the best diving spot in Ukraine. There’s a huge number of sunk objects, so wreck-diving there is No 1 in Ukraine. There are some prominent discoveries – for instance, there is a galley, or as we call it ‘amphora carrier’, fourth century BC, over 3,000 amphoras. And now the historians are really worried about that object’s fate.’’
Today the sea around Snake Island is infested with thousands of mines dropped by the Russians, a problem many believe will further impede a return to normality in Vylkove, even if for now Snake Island is once again in Ukrainian hands.
A Ukrainian official, speaking on terms of anonymity, said authorities were working on a de-mining plan using robots, but it would be months before it could be put into operation.
Russia claimed it had pulled out from the island as a “gesture of goodwill” to show it was not obstructing UN attempts to open a humanitarian corridor allowing grain to be shipped from Ukraine.
A Russian military attack on Friday on the town of Serhiivka, near Odesa, has been interpreted by Ukrainian authorities as payback for Russian troops being forced from Snake Island the day before. At least 21 people, including two children, died after two Russian missiles struck a multi-storey block of flats and a recreation centre.
The strategic importance of Snake Island lies not only in its proximity to the mouth of the Danube, a position that transforms the small piece of land into a natural fortress to impede the enemy from reaching the second-longest river in Europe and an important commercial hub, but also in the fact that controlling it implies holding a military stronghold in the Black Sea.
An adviser to Ukraine’s interior ministry, Vadym Denysenko, told Ukrainian TV that Snake Island’s recapture was a “huge victory”. He said that after Ukraine destroyed Russia’s Moskva warship, the Russians wanted to turn Snake Island into an anti-aircraft defence hub and use it to control the entire western part of the Black Sea and launch a land invasion.
“Now the Russians cannot do anything in this area of the sea, except, unfortunately, shell Ukrainian cities with missiles from their ships,” Denysenko said.
In Vylkove, people know very well that their fate is linked to that of Snake Island and that Ukraine has won this battle – but not the war. “Many people think that Snake Island is just a useless rock in the middle of the sea,” said Svitlana. “But we who live here, a few miles from it, know very well that this is not the case. And for months we have been paying the price for our proximity to the island. We know that until the war is over, the Russians will try to take it back.”

Climate protestors glued their hands to the frame of a masterpiece by English painter John Constable in a stand against plans to license new oil and gas projects in the UK.
The two demonstrators representing Just Stop Oil (JSO) also attached their own version of the painting, which was intended to represent “an apocalyptic vision of the future”, set against the bucolic scene depicted Constable’s the Hay Wain.
The pair stormed the National Gallery in central London on Monday - prompting a swift evacuation of art lovers, tourists and a class of 11-year-old children on a school trip from the room where the painting hangs.
The protesters pasted over the original the three sheets of paper that made up their dystopian vision of the oil painting, which featured an old car dumped in front of the Mill and the Hay Wain cart carrying an old washing machine.


They were later identified by JSO as music student Eben Lazarus, 22, and psychology student Hannah Hunt, 23, both of Brighton.
The demonstraters, wearing white T-shirts with the Just Stop Oil logo, stepped over a rope barrier and then attachted the printed coloured paper on to the front of the painting.
Each also placed a hand on the frame of the painting and kneeled beneath it before loudly outlining their concerns as visitors were ushered out by security staff.
During the protest Lazarus, who described himself himself as an art lover, said: “Art is important. It should be held for future generations to see, but when there is no food what use is art.
“When there is no water, what use is art. When billions of people are in pain and suffering, what use then is art.”
The Hay Wain, which was completed by Constable in 1821 and is regarded as his most famous image, shows a rural Suffolk scene of a wagon returning to the fields across a shallow ford for another load.


Lazarus said: “We have stuck a reimagined version of the Hay Wain that demonstrates our road to disaster.”
In a statement, Hunt later added “the disruption will end when the UK Government makes a meaningful statement that it will end new oil and gas licences”.
She continued: “I’m here because our government plans to license 40 new UK oil and gas projects in the next few years.
“This makes them complicit in pushing the world towards an unliveable climate and in the death of billions of people in the coming decades.
“You can forget our ‘green and pleasant land’ when further oil extraction will lead to widespread crop failures which means we will be fighting for food. Ultimately, new fossil fuels are a death project by our government.
“So yes, there is glue on the frame of this painting but there is blood on the hands of our government.”


A spokesman for the NG said: “The room has been closed to the public and police have been called.
“Gallery staff, including members of the conservation team, are also in attendance.”
A Metropolitan Police spokesman said: “At approximately 14.25 on Monday officers were called to a protest taking place inside the National Gallery involving two people.”
It comes as part of a wave of recent demonstrations by the group, which over the past week has allegedly targeted a Scottish art gallery and stormed Sunday’s British Grand Prix.
Five men, aged between 21 and 46, and two women, aged 20 and 44, were arrested after a track invasion on the opening lap of the race at Silverstone.
The incident was not shown on F1’s global television feed, but eyewitness footage emerged of five people - understood to be representing JSO - entering the circuit at the high-speed Wellington Straight, before sitting down on the tarmac.
Five JSO members are also said to have attached themselves to a 19th-century landscape by Horatio McCulloch called My Heart’s In The Highlands which hangs in Glasgow’s Kelvingrove Art Gallery and Museum.
They are also alleged to have sprayed the group’s logo on the walls and floor of the renowned gallery in orange paint.

Russia’s stated objectives in its invasion of Ukraine remain regime change in Kyiv and the truncation of the sovereignty of any Ukrainian state that survives the Russian attack despite Russian military setbacks and rhetoric hinting at a reduction in war aims following those defeats. Russian Security Council Secretary Nikolai Patrushev stated on July 5 that the Russian military operation in Ukraine will continue until Russia achieves its goals of protecting civilians from “genocide,” “denazifying” and demilitarizing Ukraine, and obliging Ukraine to be permanently neutral between Russia and NATO—almost exactly restating the goals Russian President Vladimir Putin announced in his February 24 speech justifying the war.[1] Putin had stated that the operation aimed to protect civilians from humiliation and genocide, demilitarize and denazify Ukraine, and prosecute genocidal perpetrators.[2] Patrushev’s explicit restatement of Putin‘s initial objectives, nearly five months later, strongly indicates that the Kremlin does not consider recent Russian gains in Luhansk Oblast sufficient to accomplish the initial goals of the "special operation,” supporting ISW’s ongoing assessment that the Kremlin has significant territorial aspirations beyond the Donbas. Patrushev’s statement suggests that Russian military leadership will continue to push for advances outside Donetsk and Luhansk blasts and that the Kremlin is preparing for a protracted war with the intention of taking much larger portions of Ukraine.[3]

Patrushev’s statement is noteworthy because of its timing and his position as a close confidante of Putin. Patrushev is very unlikely to stray far from Putin’s position in his public comments given his relationship with Putin and his role in the Kremlin. His restatement of virtually the same maximalist objectives that Putin laid out before the invasion even as Russian forces seemed to be closing in on the more limited objectives of securing Donetsk and Luhansk oblasts—which Putin and other Russian leaders had hinted were their new aims following their defeats around Kyiv—strongly suggests that those hints did not reflect any actual change in Kremlin policy. Patrushev’s statement significantly increases the burden on those who suggest that some compromise ceasefire or even peace based on limited additional Russian territorial gains is possible, even if it were acceptable to Ukraine or desirable for the West (neither of which is the case).

Igor Girkin, a Russian nationalist and former commander of militants in the 2014 war in Donbas, responded to Patrushev’s statements and continued expressing his general disillusionment with the Kremlin’s official line on operations in Ukraine. Girkin said that the intended goals of “denazification” and “de-militarization” will only be possible with the total defeat of the Ukrainian military and the surrender of the Ukrainian government.[4] Girkin noted that Russian victory is premised on the capture of "Novorossiya”—a notional territory that encompasses eight Ukrainian oblasts, including the Donetsk and Luhansk oblasts and much of eastern and southern Ukraine. Girkin also claimed that the capture of “Novorossiya” is the bare minimum and that Russian goals will be realized through the total capture of “Malorossiya,” which is an invocation of the Russian imperial concept for almost all Ukrainian territory. Girkin is once again pushing back on the Kremlin line, which he views as insufficient in securing Russian objectives in Ukraine. Luhansk People’s Republic (LNR) Ambassador to Russia Rodion Miroshnik similarly suggested that the Kremlin has not yet met its goals in Ukraine, despite reaching the borders of his claimed oblast, and stated that LNR authorities are still not confident in the security of the LNR.[5] Girkin and Miroshnik’s statements, taken together, indicate that Russian nationalists continue to push for further territorial gains and, at least in Girkin’s case, full-scale regime change and the incorporation of most of Ukraine into Russia. Patrushev’s statement suggests that Kremlin thinking may not be that far removed from these extremist nationalist ambitions.

Ukrainian Defense Ministry Spokesperson Oleksandr Motuzyanuk stated that elements of the Russian 8th and 58th Combined Arms Armies, mobilization reserve of the 1st and 2nd Army Corps (forces of the Donetsk and Luhansk Peoples’ Republics), and elements of the 2nd Guards Tank Army, 41st Combined Arms Army, 90th Tank Division, 68th Army Corps, and Airborne Forces (VDV) are currently active in the Donbas and likely participating in efforts to advance on Slovyansk.[7] Russian forces conducted unsuccessful attacks on Dolyna and Krasnopillya, both along the Kharkiv-Donetsk Oblast border northwest of Slovyansk.[8] Russian forces conducted continued artillery strikes against Ukrainian positions southeast of Izyum along the E40 highway and fired on Dibrove, Dolyna, Adamivka, Bohorodychne, and Mazanivka.[9] Russian forces also fired on Kryva Luka, about 20km east of Slovyansk, in order to continue to set conditions for advances on Slovyansk from the southwest of Lyman.[10] Slovyansk Mayor Vadym Lyakh reported that Russian forces conducted an artillery strike directly on Slovyansk and indicated that artillery strikes on the city have recently intensified.[11]
Russian forces continued efforts to push west from Lysychansk and the Luhansk Oblast border towards Siversk on July 5.[12] The Ukrainian General Staff stated that Russian forces conducted an airstrike near Siversk and fired on civilian infrastructure in Serebryanka—a settlement 5 km northeast of Siversk directly along the Luhansk-Donetsk Oblast border.[13] Russian sources also reported that Russian troops have begun demining and clearing Severodonetsk and Lysychansk to expand their control and administrative presence of the area and continue to use it as a base for future offensives to the west.[14]


Russian forces continued offensive operations southeast of Bakhmut on July 5. Russian forces conducted ground assaults on Novoluhanske (about 25 km southeast of Bakhmut) and Vershyna (about 10km southeast of Bakhmut) and shelled Ukrainian positions between Novoluhanske and Bakhmut in the areas of Kodema and Zaitseve.[15] The continued targeting of Ukrainian positions southeast of Bakhmut indicates that Russian forces likely seek to gain access to village roads between Novoluhanske and Bakmut that lead to the T0513 highway, which runs northwards directly into Bakhmut. Ukrainian forces conducted a limited counterattack southwest of Donetsk City on July 5. Ukrainian and Russian sources reported that Ukrainian troops regained control of Solodke, about 30 km southwest of Donetsk City.[16] Russian forces also continued to fire at Ukrainian positions along the line of contact in the Donetsk City-Avdiivka area.[17]
Supporting Effort #1—Kharkiv City (Russian objective: Defend ground lines of communication (GLOCs) to Izyum and prevent Ukrainian forces from reaching the Russian border)
Russian forces continued limited ground assaults north of Kharkiv City on July 5.
The Ukrainian General Staff reported that Russian forces are focusing on maintaining defensive positions and repelling Ukrainian advances and that Russian troops attempted an unsuccessful assault near Sosnivka.[18] The Derhachi City Council reported that Ukrainian forces also repelled Russian assaults on Prudyanka, Dementiivka, and Pytomnk.[19] Russian forces continued intense air and artillery strikes on Ukrainian military infrastructure and force concentrations in Kharkiv City and the surrounding settlements.[20]


Supporting Effort #2—Southern Axis (Russian objective: Defend Kherson and Zaporizhia Oblasts against Ukrainian counterattacks)
Russian forces prioritized holding defensive lines and repelling Ukrainian counteroffensives along the Southern Axis on July 5.
Ukraine’s Southern Operational Command reported that Ukrainian forces repelled a Russian platoon-level attack near Lozove (southwest of Davydiv Brid in Kherson Oblast), which indicates that Ukrainian forces likely either reestablished a bridgehead at Lozove at an unspecified previous date or have consistently maintained the one they established in early June.[21] This report is the first mention by Ukrainian officials of control of terrain on the left bank of the Inhulets River near Davydiv Brid since the Ukrainian General Staff reported a Ukrainian counteroffensive near Sukhyi Stavok on June 5.[22] Russian Telegram channel Rybar claimed on July 4 that Russian forces repelled Ukrainian assaults on the Snuhurivka-Lozove-Bila Krynytsya lines along the Inhulets River.[23] While exact control of terrain around Lozove and Davydiv Brid remains unclear, Ukrainian forces likely did seize some territory in this area. NASA’s Fire Information for Resource Management System (FIRMS) remotely sensed data showed fires near south and east of Lozove on July 5, consistent with the Ukrainian Southern Operational Command’s report. Russian forces continued targeting Ukrainian military infrastructure behind the front line across the Southern Axis on July 5.[24]

Ukrainian Southern Operational Command reported that Russian forces are reinforcing unspecified positions along the Southern Axis with unspecified units from Khabarovsk Krai.[25] The report likely refers to the Russian 57th and/or 64th Separate Motorized Rifle Brigades (MRBs) (subordinate to the 5th and 35th Combined Arms Armies, respectively) based in Khabarovsk Krai. The 57th MRB reportedly operated around Severodonetsk, Luhansk Oblast in mid-April, and the 64th MRB participated in the Battle of Kyiv and likely participated in the war crimes in Bucha. [26]
Mobilization and force generation efforts (Russian objective: Expand combat power without conducting general mobilization)
Russian authorities continued to escalate conscription measures in order to support force generation efforts. Ukrainian Defense Ministry Spokesperson Oleksandr Motuzyanyk stated that Russian forces have intensified conscription practices to provide more manpower for the 2nd Army Corps (forces of the Luhansk People’s Republic), which likely suffered considerable losses during protracted operations for control of Lysychansk and Severodonetsk.[27] The Ukrainian Resistance Center also stated that Russian authorities are preparing for conscription in Berdyansk by ordering building managers to provide lists of conscription-aged residents.[28] Russian authorities will likely continue to set conditions for conscription in occupied territories to renew combat capabilities.[29]
Activity in Russian-occupied Areas (Russian objective: consolidate administrative control of occupied areas; set conditions for potential annexation into the Russian Federation or some other future political arrangement of Moscow’s choosing)
Russian authorities continued efforts to strengthen administrative and economic control of occupied areas of Ukraine on July 5. The Ukrainian Resistance Center claimed that Ukrainian partisans discovered a network of pro-Russian collaborators in occupied Kherson Oblast on July 5.[30] The report indicated that this network of collaborators informs occupation forces about Ukrainian activities, which suggests that Russian authorities are continuing to leverage pro-Russian sentiment to extend control over occupied areas.[31] However, the Ukrainian Resistance Center also claimed that Russian authorities have failed to find enough collaborators to form an occupation government in Kherson Oblast and are therefore installing officials directly from Russia.[32] This claim is consistent with previous reports that proxy leadership in the Donetsk People’s Republic (DNR) has imported several Russian public administration officials to the DNR government to shape its policies under a Russian framework.[33] Despite the number of Ukrainian collaborators in Kherson Oblast, Russian occupation authorities likely prefer Russian officials in administrative roles to align occupied areas with the Russian system on an administrative level. This phenomenon may indicate that the Russians are preparing to annex the occupied territories directly to the Russian Federation rather than establishing one or more independent statelets.
Occupation authorities are continuing measures to integrate Ukrainian economic assets into the Russian trade economy. The Russian-backed head of the Zaporizhia occupation administration, Yevheny Balytskyi, stated that occupation authorities in Zaporizhia Oblast have agreed to export Ukrainian grain to Saudi Arabia, Iran, and Iraq. Balytskyi claimed that the administration will export over 150,000 tons of grain to Iran alone.[34] Both ISW and the Critical Threats Project have sought, but not found, confirmation of these reports from Iran, Iraq, or Saudi Arabia.
Russian authorities continued to consolidate control of Ukrainian energy assets. The Ukrainian Resistance Center reported on July 5 that Russian authorities intend to restaff the Zaporizhzhia Nuclear Power Plant (NPP) with Russian employees, likely mostly from Rosenergoatom. The Ukrainian Resistance Center claimed that Russian authorities intend to disconnect the NPP from the Ukrainian power grid by the end of September, which indicates that Russian authorities intend to fully divert Ukrainian energy to the Russian Federation.[35]

Four NORMAN ROCKWELL panels of watercolor and black-and-white sketches featuring the White House — which have been displayed in the building since 1978 — have been taken off the walls.
Much of the “So You Want to See the President” series shows various Americans, such as top military officers and senators, waiting in the White House for time with the president. The titles of the sketches are “Gentleman of the Press,” “Beauty and Publicity Man,” “The Press Get a News Flash” and “A Hero is Interviewed.” Objects like the “President’s gas mask,” “the President’s lunch,” and “the Visitors’ Hatrack” are also depicted in the sketches.
Two people familiar with the matter said the family that owns the art wanted them back — and got its request granted sometime last year. All the works were originally on display in the lower press hallway but moved to the hallway between the upper press area and the Roosevelt Room during GEORGE W. BUSH’s administration. The sketches originated from a visit Rockwell made to the White House in 1943 during which he spent time in the Reception Room.
BETTY MONKMAN, who worked on the White House curatorial staff from 1967 until 2002 when she retired as its chief curator, told West Wing Playbook the sketches were lent by the descendants of STEVE EARLY, who was FRANKLIN ROOSEVELT’s press secretary. She said Rockwell gave the prints to Early. A person familiar with the matter said that several jumbo photos of Biden have since replaced the Rockwell prints, which also were featured in the “Saturday Evening Post” in 1943.
West Wing Playbook made valiant efforts over the last few days to reach descendants of Early, and has reached out to the FDR Presidential Library and Museum, former Virginia Gov. GEORGE ALLEN (who’s from Earlysville, Va. — named after the Early family), and the Albemarle Charlottesville Historical Society (where Earlysville is located). But we did not get any fruitful responses. A request to the White House to pass along a message to the Early family also received no reply from the family.
Depending on the market, Rockwell’s works on paper have sold in the last two years for between $50,000 and $200,000, said BARBARA SUSSMAN, who has appraised numerous Rockwell artworks. “The fact that these pieces came from the White House adds a level of celebrity ownership which could add a layer of value but to value then you would need to have them professionally appraised,” she said.
A spokesperson for the Norman Rockwell Museum in Stockbridge, Mass., said the museum doesn’t comment on the value of the artist’s work.
Despite the removal of the loaners, one Rockwell artwork remains in the White House: “Working on the Statue of Liberty,” a donation STEVEN SPIELBERG made in 1994, which President BILL CLINTON placed in the Oval Office. During the early parts of the Biden administration, the painting was moved upstairs to the residence, according to one White House official.
Monkman said around “500 to 600” pieces of art are in the White House collection, including paintings, sketches and sculptures, in addition to “a huge print collection.” Other famous artists in the White House collection include WINSLOW HOMER, REMBRANDT PEALE, JOHN SINGER SARGENT and GEORGIA O’KEEFE. Many of the paintings are portraits of presidents and famous Americans but also feature landscapes highlighting the breadth of American geography.
The first painting the White House ever had in its collection was a GILBERT STUART portrait of GEORGE WASHINGTON, purchased by the U.S. government when JOHN ADAMS became the first White House resident. Presidents have also been painters, including Eisenhower, who used to paint at Camp David, and GEORGE W. BUSH, who took up the paintbrush after leaving office — though their works have not adorned the walls of 1600 Pennsylvania Ave., at least not yet.

Cabinet big-hitters like Rishi Sunak and Sajid Javid quitting has dominated the headlines, but the disintegration of Boris Johnson’s government is both broad and deep.
Those quitting have ranged from PPSes to government trade envoys, to ministers of state, under-secretaries of state, right up to Cabinet ministers and the chancellor.
Rishi Sunak was the most high-profile departure of all on Tuesday afternoon, leaving a vacancy for chancellor.
Mr Sunak said “the public rightly expect government to be conducted properly, competently and seriously”, adding: “I believe these standards are worth fighting for and that is why I am resigning.”
Sajid Javid , the health secretary, also quit Mr Johnson’s cabinet. He said the British people “expect integrity from their government” but voters now believed Mr Johnson’s administration was not competent or “acting in the national interest”.
Bim Afolami, the Tory party’s vice chairman, had perhaps the most spectacular resignation of the evening. He quit live on air, telling Talk TV Mr Johnson should also resign from No 10 and said he “can’t serve under the prime minister” after months of turmoil.
“I just don’t think the prime minister any longer has, not just my support, but he doesn’t have, I don’t think, the support of the party, or indeed the country any more,” he said. “I think for that reason he should step down.”
Jonathan Gullis resigned his role as parliamentary private secretary to the Secretary of State for Northern Ireland, saying the Conservative Party has been “more focused on dealing with our reputational damage rather than delivering for the people of this country”.
The 2019 intake MP Mr Gullis said he was resigning “with a heavy heart”, writing: “I feel for too long we have been more focused on dealing with our reputational damage rather than delivering for the people of this country and spreading opportunity for all, which is why I came into politics. It is for this reason I can no longer to serve as part of your government.”
Saqib Bhatti meanwhile in his resignation as a parliamentary private secretary to the prime minister himself. He wrote that his conscience would not allow him to continue in his government role.
“The Conservative and Unionist Party has always been the party of integrity and honour. I feel that standards in public life are of the utmost importance, and the events of the past few months have undermined public trust in all of us,” the Meriden MP wrote
“I have been grappling with these issues for some time and my conscience will not allow me to continue to support this administration. It is for this reason I must tender my resignation.”
Alex Chalk, the solicitor general, said in his resignation letter that he could not “defend the indefensible”, adding: that “public confidence in the ability of Number 10 to uphold the standards of candour expected of a British government has irretrievably broken down”.
Will Quince kept the list of resignations rolling on Wednesday morning, resigning as children’s minister.
Mr Quince had been sent out onto television to defend the prime minister over the Pincher affair said he had “no choice” after he repeated Downing Street briefings “which have now been found to be inaccurate”.
“It is with great sadness and regret that I feel that I have no choice but to tender my resignation as minister for children and families as I accepted and repeated those assurances in good faith,” he said.
John Glen also stepped down from his Treasury role on Wednesday morning, saying it was “impossible for me to square continued service with my conscience”.
He has served as economic secretary to the treasury under three chancellors said he could "no longer reconcile my commitment to the role and to the financial services sector with the complete lack of confidence I have in your continuing leadership of the country".
Andrew Murrison also announced he would be stepping down as trade envoy to Morocco – a reminder that the government payroll goes well beyond ministerial office and PPSes.
Dr Murrison, who backed Mr Johnon's leadership bid in 2016 and in 2019, wrote in his letter: “The last straw in the rolling chaos of the past six months has been the unavoidable implication of Lord McDonald's letter to the Parliamentary Commissioner for Standards this morning.
“Others must square, as best they can, their continuing enjoyment of your patronage with their personal sense of decency, honour and integrity but I no longer can”.
Theo Clarke, the MP for Stafford, also resigned from her position as trade envoy to Kenya with a statement which said she takes “allegations of sexual misconduct very seriously” and that the Prime Minister had shown a “severe lack of judgment and care” for his parliamentary party.
Nicola Richards, a parliamentary private secretary to the Department for Transport, said that the Conservative Party was “currently unrecognisable” in her resignation letter to the PM, adding that “I believe something must change”.
“At a time where my constituents are worried about the cost of living and I am doing my best to support them,” the West Bromwich East MP wrote, “I cannot bring myself to serve as a PPS under the current circumstances, where the focus is skewed by poor judgement that I don’t wish to be associated with.”
Laura Trott, a parliamentary private secretary at the Department for Transport, also quit on Wednesday morning, saying in a statement that “trust in politics is – and must always be – of the upmost importance, but sadly in recent months this has been lost”.
She added: “Thank you to all of you who have written to me expressing your views. I have read them carefully, and taken them into consideration as part of my decision.”
Virginia Crosbie, a parliamentary private secretary in the Wales Office has also quit, Another 2019 intake MP, she wrote to tell the prime minister: “You cannot be trusted to tell the truth. This can never be a position to inhabit for anyone in public life, let alone a Prime Minister.”
Robin Walker, the minister for schools standards, also quit on Wednesday morning. He said "recent events have made it clear to me that our great party ... has become distracted from its core missions by a relentless focus on questions over leadership".
He said the departures of Sunak and Javid represented "a worrying narrowing of the broad church that I believe any Conservative government should seek to achieve".
Felicity Buchan added to the list of MPs stepped down as parliamentary private secretaries on Wednesday morning.
The business department PPS said Mr Johnson had "list the confidence of my constituents and me" and that "the current situation is untenable".
Victoria Atkins also stepped down from her role at the Home Office on Wednesday ahead of prime minister's questions in the Commons.
She added that “integrity, decency, respect and professionalism” had been “fractured” under Mr Johnson's leadership, and that the party “must be better than this”.
Jo Churchill quit as environment minister at midday on Wednesday and said in her resignation letter that the prime minister's "jocular self-serving approach" had its "limitations".
She added that "the country and party deserve better" .
Stewart Andrew announced that he was stepping down as housing minister, following Boris Johnson's performance at prime minister's questions on Wednesday.
In his resignation letter he said: "There comes a time when you have to look at your own personal integrity, and that time is now."
Selaine Saxby quit as a parliamentary private secretary at the Treasury on Wednesday afternoon. The North Devon MP wrote that “trust, truth and integrity are vital in our work as politicians and public servants”.
“Inaction is indeed action, and my silence is not compatible with my views or position, and it is with great regret that I have decided to resign as PPS,” she added.
Claire Coutinho also stepped down as a PPS, saying in her resignation statement that she believed scandal was holding the government back.
She added: "I firmly believe that what we need now, as we deal with the twin challenges of war in Europe and global inflation, is a laser-like grip on reforming our public services so that they work better for our constituents and focus on charting a path to prosperity through what is an increasingly challenging global outlook. I think the events of recent weeks and months are preventing us from doing that.”
David Johnston was another MP to step down as a PPS, arguing that "events in recent months have made the view of politics and politicians worse".
"I know from my inbox that there are different views about the Prime Minister, but I do not believe he can provide the leadership the country needs," he added.
Kemi Badenoch quit as equalities and local government minister along with four of her colleagues on Wednesday afternoon.
They said in a joint letter that it was "increasingly clear that the government cannot function given the issues that have come to light and in which they have been handled".
Neil O'Brien also stepped down as part of the group of five, having previously worked at the ministry of housing, communities and local government.
Alex Burghart left governemnt and his role as apprenticeships minister, signing the same joint letter as his four other colleagues..

Julia Lopez who was the minister for media, data, and digital infrastructure and DCMS has also stepped down, signing the same joint letter.
Craig Williams hasalso quit as a PPS at the Treasury, stating in his resignation letter that was is clearly“impossible” to restore trust with the public.
Notably, Mr Williams said he had backed the prime minister in the vote of no confidence last month.
Mark Logan quit as parliamentary private secretary on Wednesday afternoon, stating that it was important to "face and respect the reality staring us in the face".
"There is only so much anyone can expect my constituents to accept or ignore," he said.
Duncan Baker also quit as a PPS at Michael Gove's department for levelling up. The North Norfolk MP warned in his resignation statement that "the breakdown in trust from the last six months is abundantly clear".
"The latest situation to unfold regarding Chris Pincher only compounds those feelings, with many now recognising the situation is clearly unsustainable."
Rachel Maclean stepped down as minister for safeguarding at the Home Office just before 4pm on Wednesday afternoon. In her resignation letter she said he had defended Boris Johnson “to the hilt” with the public.
But she concluded: “You must now resign for the good of the country and our party ... I ask you now to step aside so that we can got on with the important task of serving the country and providing it with the leadership it so badly needs.”
Mike Freer quit as minister for exports and minister for equalities while the prime minister appeared at the liaison committee on Wednesday afternoon.
The Tory MP said the prime minister’s had overseen the creation of an “atmopsphere of hostility for LGBT+ people” and that he regretted that he could “no longer defend policies I fundamentally disagree with”.
Mims Davies also stepped down as employment minister at the DWP on Wednesday afternoon.
She praised Boris Johnson's "impeccable leadership" over Brexit, Covid and Ukraine, but said she had been "increasingly concerned about your premiership, those around you and our great party's direction".
Ms Davies said her constituents felt Mr Johnson had not met standards for public life and that she had "no confidence in your leadership".
Mark Fletcher, a PPS at the business department, blasted the prime minister's approach in his resignation letter.
The MP had been one of those to intervene in the "very serious situation" involving Chris Pincher – which ultimately triggered the current meltdown of Mr Johnson's government.
"In our conversation in the tearoom yesterday, you suggested that the events of that night were the fault of the colleagues who were present for allowing him to drink so much,” he wrote.
"Such a view seems to me to be an attempt to absolve Mr Pincher of his action, and in doing so, to be an apologist for someone who has committed sexual assault. I am unable to accept such a crass an insensitive interpretation of what happened that night."
He added that Mr Johnson was "unfit to lead our country".
Sara Britcliffe has also resigned as a PPS at the department for education, stating that the government risks “becoming so subsumed in continuous firefighting of self-inflicted issues that it will detract from our ability to deliver”.
Ruth Edwards has quit as a PPS at the Scotland Office, stating she could not continue "to serve in a government whose leadership has turned a blind eye to allegations of sexual assault within its own ranks".
Peter Gibson resigned as PPS at the department for international trade on Wednesday afternoon. He said marching at LGBT pride at the weekend had been a "humiliating experience" due to the government's "failure to include trans people in the ban on conversion therapy".
He added that he did not believe the prime minister represented all the highest standards in public life.
David Duguid, the Conservative MP forBanff and Buchan, has also resigned as the government’s fisheries envoy and its trade envoy for Angola and Zambia.
James Sunderland on Wednesday evening quit as a parliamentary private secretary at the environment department.

Ever since Russia invaded Ukraine, Anastasia has started her day by composing an anti-war message and posting it on the wall at the entrance of her apartment block in the industrial city of Perm in the Ural Mountains.
“Do not believe the propaganda you see on the TV, read independent media!” reads one. “Violence and death have been constantly with us for three months now — take care of yourselves” reads another.
The 31-year-old teacher, who asked to be identified only by her first name because she fears for her security, said she wanted “a safe and simple method of getting a message across.”
“I couldn’t do something huge and public,” she told The Associated Press in a telephone interview. “I want to get people to think. And I think we should influence whatever space, in whatever way we can.”
Despite a massive government crackdown on such acts of protest, some Russians have persisted in speaking out against the invasion — even in the simplest of ways.
Some have paid a heavy price. In the early, wintry days of the invasion in February, authorities moved quickly to quash demonstrations, arresting people who marched or even held blank signs or other oblique references to the conflict. Critical media outlets were shut down as the government sought to control the narrative. Political opponents were singled out by President Vladimir Putin or commentators on state-run TV.
Lawmakers rubber-stamped measures that outlawed the spread of “false information” about what the Kremlin called a “special military operation” and disparaging the military, using them against anyone who spoke out against the attack or talked about the atrocities Russian troops were alleged to have committed.
As the war has dragged on into the languid days of a Russian summer, some like Anastasia feel guilty that they cannot do more to oppose the invasion, even within the constraints of the new laws.
When Russian troops rolled in Ukraine on Feb. 24, Anastasia said her first thought was to sell all her possessions and move abroad, but she soon changed her mind.
“It’s my country, why should I leave?” she told AP. “I understood I needed to stay and create something to help from here.”
Sergei Besov, a Moscow-based printer and artist, also felt he couldn’t stay silent. Even before the invasion, the 45-year-old was making posters reflecting on the political scene and plastering them around the capital.
When Russians voted two years ago on constitutional amendments allowing Putin to seek two more terms after 2024, Besov used his old printing press with hefty wooden Cyrillic type and vintage red ink to print posters that said simply: “Against.”
During the 2020 unrest in Belarus over a disputed presidential election and the ensuing crackdown on the protesters, he made posters saying “Freedom” in Belarusian.
After the invasion of Ukraine, his project, Partisan Press, started making posters saying “No to war” – the main anti-war slogan. Video of the poster being printed became popular on Instagram, and demand for copies was so great that they were given away for free.

After some of his posters were used at a demonstration in Red Square and some people displaying them were arrested, it became clear that the police “would inevitably come to us,” Besov said.
They showed up when Besov wasn’t there, charging two of his employees with participating in an unauthorized rally by printing the poster used in it.
The case has dragged on for over three months, he said, causing all of them lots of stress over whether they will be penalized and to what extent.
Besov has stopped printing the “No to war” posters and went for subtler messages such as “Fear is not an excuse to do nothing.”
He considers it important to keep speaking out.
“The problem is we don’t know where the lines are drawn,” Besov said. “It is known that they can prosecute you for certain things, but some manage to fly under the radar. Where is this line? It is very bad and really difficult.”
Sasha Skochilenko, a 31-year-old artist and musician in St. Petersburg, failed to stay under the radar and is facing severe consequences for what she thought was a relatively safe way to spread the word about the horrors of war: She was detained for replacing five price tags in a supermarket with tiny ones containing anti-war slogans.

“The Russian army bombed an arts schools in Mariupol. Some 400 people were hiding in it from the shelling,” one read.
“Russian conscripts are being sent to Ukraine. Lives of our children are the price of this war,” said another one.
Skochilenko was really affected by the war, said her partner, Sophia Subbotina.
“She had friends in Kyiv who were sheltering in the subway and calling her, talking about the horror that was going on there,” Subbotina told AP.
In 2020, Skochilenko taught acting and filmmaking at a children’s camp in Ukraine and worried how the conflict would affect her former pupils.
“She was really afraid for these children, that their lives were in danger because of the war, that bombs were falling on them, and she couldn’t stay silent,” Subbotina said.
Skochilenko faces up to 10 years in prison on charges of spreading false information about the Russian army.
“It was a shock for us that they launched a criminal case, and a case that implies a monstrous prison term of 5 to 10 years,” Subbotina said. “In our country, shorter sentences are handed down for murder.”
