How the Kaliningrad stalemate could get serious for Russia and the West
... Kaliningrad is one of Europe’s curiosities. Beached on the Baltic shore when the tide went out on the Soviet Union three decades ago, it is now an exclave of Russia, surrounded by Poland to the south and Lithuania to the north.
Before 1945 it was Konigsberg, in what was East Prussia, but was occupied by the USSR under the Potsdam carve-up of Europe.
Konigsberg’s German population was mostly expelled and the area was rebuilt and renamed after an old Bolshevik, Mikhail Kalinin. Today it is a city of about a million, an important year-round naval base for the Russian Baltic fleet and for other military facilities. It is of vital strategic importance to Russia, which is why the Kremlin hung on to it when the rest of its empire dissolved in 1991.
Now Lithuania is threatening to effectively cut Kaliningrad’s rail link and thus isolate it from the rest of Russia, all in the name of Western sanctions. About a half of what Kaliningrad imports from the motherland now passes through what amounts to hostile territory. The Kremlin is furious.
If Vladimir Putin wanted to invade Ukraine to make Russia great again, then being bullied by tiny Lithuania, once a small republic of the USSR and with a population of 2.8 million, has made the Russian president instead look rather foolish.
It is unthinkable that Lithuania would be able to impose such sanctions on its powerful neighbour were it not for its membership of the EU and Nato. It is also unthinkable that Lithuania would have been so bold without the acquiescence of Nato, which means the United States nodded it through. It feels as if a superpower clash is coming closer.
The standoff is a severe test of Russian nerve. The Kremlin has ominously promised unspecified consequences, and there will no doubt be some reaction – “Russia reserves the right to take actions to protect its national interests,” says the foreign ministry. Yet Russia cannot use force directly against Lithuania or Poland, even in concert with Russia’s loyal ally Belarus, without risking confrontation with the whole of Nato.
Russia and Belarus could make life more difficult for those travelling from Estonia and Latvia south through Kaliningrad and generally obstruct trade in the region, but that would be about it. It is not impossible that President Alexander Lukashenko, though a willing lackey of Putin, would balk at being dragged into a war with Nato if he allowed Russia to use his country as base for military action against Poland or Lithuania. Strangely, the butcher of Minsk might become an unlikely calming influence, if only because he knows how hated he already is by his own people and that he might not long survive a war with the West.
The context is the slow but obvious progress being made in eastern Ukraine by the Red Army. Though still poorly led and inadequately equipped, the Russians are slowly bringing to bear the sheer weight of numerical advantage in heavy artillery, pounding the Donbas into submission. Gaining territory allows them to tighten their stranglehold on the Black Sea ports and the huge stocks of grain awaiting export to help feed the world and dampen global inflation.
Thus, even if Russia dare not attack Poland or Lithuania, it can easily intensify the cruelty of its current campaign. The Kremlin can further restrict exports of oil and gas to the West and can weaponise wheat and sunflower oil by starving vulnerable nations in the Middle East, Asia and north Africa. The international pressure on the West to end the war and urge Ukraine to surrender would become intense, a new humanitarian crisis to add to the pile.
The most agonising of decisions for the West are still to come. For now, a flow of funds, intelligence, training and weaponry is helping Ukrainian forces withstand much of the Russian advance, but it looks insufficient to push the invaders back.
The question of Western war aims and possible escalation once again arises. What happens if the West wants to secure a safe route for grain and cooking oil out of Ukraine and the Black Sea, but Turkey is uncooperative and the Russians threaten a blockade?
In a struggle that is now almost a stalemate, both sides will seek to open new fronts to gain an advantage, and that is where the dangers of accidents and misunderstandings will proliferate.

Pity the British traveller looking for a few weeks in the foreign sun this year. Assuming they’ve got their passports back, assuming their flights aren’t cancelled, assuming they are able to get to an airport on a national rail strike day; there is now the probability that there’ll be no one on duty at Heathrow to check them in and get their luggage on board.
Then, if they’re unlucky, they will arrive at a European airport that directs them to an interminable queue at post-Brexit “third country” passport control. The glamour is certainly draining from the jet set.
Such is the growing tumult in industrial relations that life generally seems set to be disrupted on a scale not seen in decades. Maybe talk of a “summer of discontent” is overheated – days lost to strike action are unlikely to surpass the peaks seen in the winter of 1978-79 – but the disruption and unease will be widespread and more than inconvenient.
Given the present mood, it seems likely that the rail strikes will continue, on and off, for many months, and that criminal barristers, teachers, nurses, doctors, care workers and local authority refuse collectors will also withdraw their labour.
That would be difficult enough for people to cope with without the other obstacles to normal life that have presented themselves: inflation heading for 11 per cent, soaring energy bills, petrol at £2 a litre and rising, higher mortgage bills and borrowing costs, meagre pay rises, shortages of workers, tax hikes, real-terms cuts to benefits, food banks unable to meet the demand for the basic necessities of family life, longer waiting lists, slower ambulance responses, and scarce GP appointments, and long delays for driving licences – and, before long, a full-on recession.
There is a sense of national malaise growing in Britain. The good years seem to be over. An economic model that was based on low inflation, the EU single market, a flexible labour market assisted by free movement of workers in and out of the economy to match shortages, inward investment, globalisation and industrial harmony has given way to a nightmarishly dysfunctional economy.
“Stagflation” is a miserable word for a miserable economy, and the most depressing thing of all is that the government doesn’t know what to do. It is, in truth, a difficult dilemma; growth but with accelerating inflation; or a sharp recession biting hard on already depressed living standards.
Either policy has some merits; but at the moment, the government seems unable to commit to either. It’s not much help to suggest that Brexit has uniquely exacerbated the challenges faced by nations around the world, but it is a matter of fact that it has hurt business confidence and investment, and thus stymied productivity and wage growth, and has done so since the referendum, six sorry years ago.
There have been emergency measures to deal with isolated problems, which are welcome, and the Treasury designed an excellent support structure for jobs during the lockdowns. But there is a sense of drift now, of dither and delay, about how to keep the economy growing without the labour force it needs, and protecting the vulnerable and hard-working families; while simultaneously supporting the Bank of England by bearing down on demand, resisting pay demands, and thus squeezing inflation out of the system.
The wave of strikes that is going to overwhelm the authorities in the coming months aren’t due to a sudden outbreak of Marxism or because of soft laws on strikes. Quite the opposite. It is simply a matter of supply and demand.
It is no surprise that in a tight labour market the unions, and non-unionised labour in shortage occupations, can name their price. Union power and the inevitable success of the strikes will be because vacancies presently exceed the numbers looking for work, and unemployment is at its lowest since 1974. What would anyone expect when the flow of EU skilled and unskilled workers dried up and long Covid took around 400,000 out of the labour market?
The UK economy has lost a significant proportion of its productive capacity because of a shortage of labour and a shortage of private sector investment. In economist jargon, aggregate supply has fallen back, and with aggregate demand still not adjusting downwards, wage and cost inflation is unavoidable.
Given that Brexit isn’t about to be reversed, and public debt is high, the only way to drive inflation out of the system is to hammer demand through interest-rate hikes, tax rises and public spending cuts – and a larger pool of unemployed to dissolve worker power. The misery is far from over. It’s no time for any government to have much hope of winning the next general election.
Greta Thunberg calls out ‘forces of greed’ and ‘lying’ political leaders as she takes to stage at Glastonbury
Greta Thunberg has called out “lying” political leaders on stage at Glastonbury, saying that dishonesty in public office has not “only become socially acceptable” but something the public expects.
She told revellers at the festival that they face a battle against “the forces of greed” if they want to prevent a “total natural catastrophe” caused by climate change.
The Swedish environmental activist appeared on the main Pyramid Stage on Saturday afternoon, to deliver a short speech about the climate crisis.
She said that the climate crisis is “not the new normal” and will only get worse. However she insisted that “we can still avoid the worse consequences” of climate change.
“Together we can do the seemingly impossible,” she said.
Posting on Twitter this morning, Thunberg put out a teaser for her address, saying: “I’m excited to announce that today I will be on the Pyramid Stage at Glastonbury 5.15pm. See you there!”

Addressing the vibrant crowd of Glastonbury attendees, she said: “We are in the beginning of a climate and ecological emergency. This is not the new normal, this crisis will continue to get worse... until we prioritise people and planet over profits and greed.”
The activist said that “we have been lied to, we have been deprived of our rights as democratic citizens and been left unaware” of the true scale of the climate crisis.
She added that “we need immediate drastic emissions reductions” and “we need to make fundamental changes to our societies”.
Ms Thunberg continued: “The forces of greed and profit and planetary destruction are so powerful that our fight for the natural world is limited to a desperate struggle to avoid a total natural catastrophe.
“We should be fighting for people and for nature, but instead we are fighting against those who are set on destroying it. Today our political leaders are allowed to say one thing then do the exact opposite.”
She accused world leaders of “actively creating loopholes” which benefited destructive industries. She said that they could “claim to be climate leaders while at the same time expand their nation’s fossil fuel infrastructure”.
“They can say we are in a climate emergency as they open up new coal mines, new oil fields, and new pipe lines. It has not only become socially acceptable for our leaders to lie, it is more or less what we expect them to do,” she said.
Her bold speech comes ahead of the publication of her latest project, The Climate Book, which is set to hit the shelves on 27 October this year.
Billed as a “holistic overview of the true state of the planet and an essential tool for everyone who wants to help save it”, the book sees more than 100 scientists, communicators and activists weigh in on the climate, ecological and sustainability crises.
The 19-year-old has followed in the footsteps of British broadcasting giant and naturalist David Attenborough, who made a surprise appearance on the Pyramid Stage in 2019.
His slot introduced a four-minute extended trailer for the BBC series Seven Worlds, One Planet, which drew huge cheers from festival-goers.
Thunberg also joins the likes of former Labour leader Jeremy Corbyn, who in 2017 addressed a crowd before a set by US rap duo Run the Jewels.

Prime minister Boris Johnson has referred to the fatal assault on the United States Capitol mounted by violent supporters of Donald Trump as “pretty weird.”
Following Trump’s false claims the November 2021 presidential election had been “stolen” as a result of “mass voter fraud”, a mob stormed the legistlative centre of the US government to prevent the Senate from certifying Joe Biden’s win.
Mr Johnson’s comments comes as the House select committee investigating the attack is continuing to reveal the findings of a year-long probe into the 6 January events.
More than 18 months after the horrifying offensive, Mr Johnson also inisted claims of the death of democracy in the US are “grossly exaggerated”.
In an interview with CNN’s Jake Tapper at the G7 summit in Germany, the prime minister said: “America is a shining city on a hill.
“For me, it will continue to be so and I think that the mere fact that Joe Biden has stepped up to the plate in the way that he has shows that the instincts of America are still very much in the right place.
“And, yeah, look, I mean, there were some weird and kind of unattractive scenes,” he continued.
“Looking from the outside, it was pretty weird. I don’t believe that American democracy is under serious threat.
“Far from it. I continue to believe that America is the greatest global guarantor of democracy and freedom.”
Reflecting on the overturning of Roe v Wade, which has drawn vehement criticism from around the world, Mr Johnson continued to praise the US as a bastion of democracy and freedom.
Asked if he thought the judgment hurt the country’s reputation as “a representative of rights and freedom”, said: “No, I want to be very clear about that.
“The United States is, for me, it remains, you know, a shining city on a hill and it’s an incredible guarantor of values, democracy, freedom around the world.
“If you look at what Joe Biden is doing to stick up for people’s rights in Ukraine, it’s quite extraordinary. So I don’t see it that way at all, but just on a woman’s right to choose, which I’ve always backed and which we back very much in the UK, it seems to me to be a step backwards.”
He said the US came in twice in the last century “as the arsenal of democracy” and President Biden’s current investment in helping Ukraine is “a price worth paying”.
“All I’m saying to people is sometimes America is asked by the world to step up. And getting back to your first question, I think America is still the last, best hope of peace and freedom,” he said.

The prime minister used a bilateral meeting with French president Emmanuel Macron to warn him that any attempt to settle the conflict in Ukraine now will give Putin “license to manipulate” other countries.
The prime minister told the French president that compromise will “only cause enduring instability” as the pair met to discuss the war at the G7 summit in Germany.
A French official said Mr Johnson told Mr Macron he was favourable to the idea of Britain joining a “European political community” – an idea the French president first floated last month.
Seen arm in arm during brief exchanges before their talks, Mr Johnson told the French president, who had taken off his suit jacket in the hot meeting room, that he was “looking well”.
Mr Johnson also warned Mr Trudeau that Ukraine is on a “knife-edge”, saying “We need to tip the balance of the war” in the Ukrainians’ favour at this “crucial moment”.
The leaders also welcomed progress in negotiations since the launch of the UK-Canada Free Trade Agreement in March, and agreed to advance co-operation in areas such as security, Downing Street said.

New York/London (CNN Business)Russia has defaulted on its foreign debt for the first time since the Bolshevik revolution more than a century ago.
Following reports that Moscow had failed to pay about $100 million in interest on two bonds during a 30-day grace period that expired Sunday, the White House said the default showed the power of Western sanctions imposed on Russia since it invaded Ukraine.
"This morning's news around the finding of Russia's default, for the first time in more than a century, situates just how strong the reactions are that the US, along with allies and partners, have taken, as well as how dramatic the impact has been on Russia's economy," a senior administration official said on the sidelines of a G7 summit in Germany.
Russia denied it was in default, saying the payments had been made, in dollars and euros, on May 27 and the money was stuck with Euroclear, a settlement house based in Belgium.
The historic default had been widely anticipated after half Russia's foreign reserves were frozen and the US Treasury ended a carve-out from sanctions that had allowed US bondholders to be repaid by Russia.
The European Union also made it harder for Moscow to meet its debt obligations earlier this month by sanctioning Russia's National Settlement Depository, the country's agent for its foreign currency bonds.
Still, it took longer than many had expected: Sanctions have largely failed to cripple Russia's economy, as surging energy prices have padded the country's coffers.
Meanwhile, Russia's currency has soared to a seven-year high against the US dollar.
The country managed to pay back creditors with dollars in April after a long saga that put it on the brink of default. The country's finance ministry said in April that it made a $565 million eurobond that was due this year, as well as an $84 million eurobond that was set to mature in 2024. Both payments were made in US dollars, the finance ministry claimed, as required by the bond's contract stipulations.
But that wasn't possible this time around, given the recent moves by US and EU authorities.
Russian Finance Minister Siluanov was quoted by state-owned news agency Ria Novosti as saying last week that the sanctions meant Moscow had no "other method left to get funds to investors, except to make payments in Russian rubles."
The Russian finance ministry said in a Telegram post on May 27 that the Russian National Settlement Depository had made the required payments of $71 million and €26.5 million.
"Allegations of default are incorrect because the necessary currency payment was made as early as back in May," Kremlin spokesman Dmitry Peskov said during a regular call with reporters on Monday.
The fact that money transferred to Euroclear was not delivered to investors was "not our problem," he said.
"So there are no grounds to call it a default," he said.
Euroclear can't settle any securities with counterparties that are subject to sanctions.
Since 2014, the last time the West sanctioned Russia over its annexation of Crimea, the Kremlin had built up about $640 billion in foreign reserves. About half of those funds are now frozen under Western sanctions imposed after the invasion of Ukraine.
It's not clear what effect — if any — the default will have on Russia's economy in the near term, as the country is already unable to borrow abroad and its existing bonds have collapsed in value to pennies on the dollar.
But in the long term, Russians will almost certainly suffer. The country's assault on Ukraine has left it with few friends in the international community, and the default will likely cut off access to foreign financing for years.

In Germany today, President Biden will meet with G7 leaders and President Zelenskyy to continue delivering on our unwavering, unified commitment to support Ukraine and build on our unprecedented sanctions to hold President Putin accountable. The G7 will issue a statement of support for Ukraine, which will include significant new sanctions commitments to further intensify our economic measures against Russia.
The United States has rallied over 30 allies and partners around the world to impose drastic costs on Russia and the U.S. led coalition will continue to increase pressure on Putin. In the span of a few months, U.S. exports to Russia, including of critical technology inputs Putin needs to maintain his military, have decreased approximately 97%. Russia’s imports of goods from around the world could fall by 40%. Factories across Russia are struggling to maintain production. Russia’s GDP will likely decline by double digits, inflation is rising to over 20%, Russia’s struggling to make bond payments, and Russia’s defaulted on its sovereign debt for the first time in more than a century.
Our measures will continue to sap Putin’s military-industrial complex of critical components, prevent the central bank’s foreign reserves from propping up an ailing economy and deprive Putin of the resources he needs to wage his war, and hold the kleptocracy to account for its ill-gotten gains. The effectiveness of our measures will only compound over time to further isolate Russia from the world economy.
The United States, in coordination with the G7, will implement significant commitments, including sanctions on hundreds of individuals and entities that adds to the over 1,000 already sanctioned, take action on evasion by targeting companies in several countries that adds to the over 300 Entity Listings already in place; impose tariffs on hundreds of Russian products worth billions of dollars to Russia, among other things:
Measures targeting the Russian military production and supply chains. G7 Leaders will align and expand targeted sanctions to further restrict Russia’s access to key industrial inputs, services, and technologies produced by our economies, particularly those supporting Russia’s armament industrial base and technology sector. The United States Departments of State and the Treasury will aggressively target Russian defense supply chains by imposing blocking sanctions on major state-owned defense enterprises, in addition to defense research organizations, and dozens of other defense-related entities and individuals and limit Russia’s ability to replace the military equipment it has already lost during its brutal war against Ukraine.
Using tariffs on Russian goods to help Ukraine. Earlier this year, G7 leaders committed to strip Russia of “most favored nation” trading status, which guaranteed low tariff rates for Russian goods sold globally. President Biden and other G7 leaders will seek authority to use revenues collected by new tariffs on Russian goods to help Ukraine and to ensure that Russia pays for the costs of its war. President Biden is also announcing that, pursuant to Congress’s revocation of Russia’s trade status in the U.S., the U.S. will implement a higher tariff rate on more than 570 groups of Russian products worth approximately $2.3 billion to Russia. These measures will restrict Russia’s ability to benefit economically from sales to the U.S. market and are carefully calibrated to impose costs on Russia, while minimizing costs to U.S. consumers.
Restrictions on Russia’s participation in the global market and further crack downs on evasion attempts. G7 Leaders are determined to limit Russia’s revenues, including from gold, Russia’s second largest export after energy. The United States will take several key actions to implement these commitments. The U.S. Department of the Treasury will be issuing a determination to prohibit the import of new gold into the United States, which will prevent Russian participation in the formal gold market. G7 Leaders will also commit to continue to target efforts by those engaging in evasion and backfill activities. The U.S. Department of Commerce will take its first action against companies engaging in backfill activities in support of Russia by adding several companies around the world to the Entity List, which will prohibit those companies from purchasing U.S.-made origin goods and technologies, such as semiconductors. State and Treasury will implement blocking sanctions against persons tied to aiding Russia’s evasion efforts. Commerce and Treasury will jointly issue an alert to financial institutions to aid in detecting potential violations of export controls.
Imposition of costs on those responsible for human rights abuses – including war crimes, profiteering, and illegitimate authorities. G7 Leaders will decide to impose sanctions on those responsible for human rights abuses – including war crimes, exercising illegitimate authority in Ukraine, and involved in Russia’s tactics to steal Ukrainian grain or otherwise profit illegitimately from the war. The U.S. Departments of Treasury and State will implement blocking sanctions on private military companies operating in Ukraine, Russian military units that have been credibly implicated in human rights abuses or violations of international humanitarian law in Ukraine, and Russia-installed senior officials in areas besieged or held by Russia’s forces, including ministers and mayors of contested cities. State will impose visa restrictions on approximately 500 officials for threatening or violating Ukraine’s sovereignty, territorial integrity, or political independence, or suppressing dissent in Russia.

The G7 will commit to help Ukraine cover its short-term budgetary funding shortfalls, including a $7.5 billion commitment from the United States from the recently passed second supplemental. Она также призвала не допустить разрушения формата G20 из-за стремления изолировать российского президента. По словам политика, даже если Путин решит принять участие в саммите G20 в ноябре этого года, это не должно стать поводом для бойкота мероприятия.

Торговый центр «Амстор» находится рядом с Кременчугским заводом дорожных машин и железнодорожной станцией Кременчуг. На одном из видео людям кажется, что ракета попала именно в завод (фраза «Дормаш, Дормаш»). Кроме того, по сообщению источников, знакомых с ходом спецоперации, ТЦ «Амстор» использовался как склад для хранения военной техники, как и киевский ТЦ Retroville.
Станция Кременчуг — один из важнейших железнодорожных узлов Украины, он соединяет центральную и западную часть страны. Кроме того, в Кременчуге находится локомотивное депо (ТЧ-6) и Кременчугская дистанция электроснабжения (ЭЧ-8). Станция активно используется для поставки топлива с Кременчугского НПЗ для нужд ВСУ.
В 90 метрах от торгового центра находится Кременчугский завод дорожных машин. С 2014 года на заводе ремонтируют технику для нужд ВСУ. На завод ведет железнодорожная ветка со станции Кременчуг.
Владимир Зеленский заявил, что в ТЦ было около тысячи гражданских, однако, парковка перед зданием торгового центра практически пустая, на ней мало автомобилей. Кроме того, среди людей, которые ходят по парковке заметно множество военных в «пиксельной» форме (штатные футболки ВСУ, камуфляжные сумки), некоторые из них вооружены автоматами. При этом на видеозаписи, которую выложил Зеленский, а также на роликах в социальных сетях, практически нет женщин.
Не похоже, что торговый центр вообще работал. В Instagram (соцсеть признана экстремистской в РФ), по геотегу «ТЦ «Амстор» отсутствуют фотографии посетителей с марта. Отзывы на интернет-сайтах и картах Google перестали оставлять также в марте. По всей видимости, в ТЦ хранилась техника, отремонтированная на "Дормаше".
Несмотря на неподтвержденный характер заявления Зеленского о тысяче посетителей, находящихся в ТЦ и официальной информации о двух погибших, международные СМИ быстро подхватили новость именно в контексте «российской ракеты, которая ударила по ТЦ с 1000 посетителей.
В ближайшие дни пройдет саммит НАТО, в ходе которого Владимир Зеленский намерен попросить о военной помощи. Сейчас власти Украины готовят почву для того, чтобы сделать из «Амстора» новую Бучу.

Boris Johnson and other western leaders condemned the “appalling” Russian missile attack on a shopping centre in Ukraine feared to have left scores of civilians dead or wounded.
Two Russian missiles struck the shopping complex in the city of Kremenchuk, southeast of Kyiv, on Monday killing at least 10 people and wounding 40, senior Ukrainian officials said.
Ukrainian president Volodymyr Zelensky – who had earlier urged G7 leaders to provide more weapons to help his military pushback against Vladimir Putin’s forces – described the toll of the attack as “unimaginable” and cited reports that more than 1,000 people were inside.
The UN condemned the attack as “deplorable”, while Mr Johnson said it showed “the depths of cruelty and barbarism to which the Russian leader will sink”.
It comes as British troops are set to be part of a massive expansion of Nato forces aimed at boosting defences on the alliance’s flank in Eastern Europe in response to the ongoing Russian attacks.
Nato will hugely increase the number of troops placed on “high readiness” in its rapid response force from 40,000 to over 300,000, secretary general Jens Stoltenberg announced on Monday.
The Independent understands that the UK will boost the number of troops committed to Nato’s response force, though British units will be part of a “high alert” standby force rather than deployed immediately to eastern Europe.
Mr Johnson’s spokesman said there would be further talks on British involvement at the Nato summit in Madrid on Wednesday. “Obviously we’re one of the largest contributions to [Nato] … there will be further discussions at the summit itself.”
Mr Stoltenberg indicated that a radically expanded response force would see Nato partners such as the UK, UK and France pledge more troops, ships and warplanes to be ready to deploy to territories on the alliance’s eastern borders.
Mr Stoltenberg said the surge to 300,000 troops would help Nato “significantly reinforce” its defences in eastern Europe, with more battlegroups set to be deployed in Bulgaria, Hungary, Romania and Slovakia.
“These troops will exercise together,” Mr Stoltenberg said. “And they will become familiar with local terrain, facilities, and our new pre-positioned stocks. So that they can respond smoothly and swiftly to any emergency.”
Nato battlegroups are already active in several countries on Russia’s border, including Latvia, Lithuania, Poland and Estonia. About 8,000 British troops have been taking part in exercises across Eastern European countries since April.
The Nato chief said the shake-up set to be finalised this week was part of the “biggest overhaul of collective defence and deterrence since the Cold War”.
Meanwhile, Mr Zelensky told G7 leaders on Monday that he wants the war with Vladimir Putin’s forces over by the end of 2022, telling allies not to let the conflict “drag on” through the winter.
But in a sign that he was not willing to accept a peace deal that gave up swathes of Ukraine, the president said he would “only negotiate from a position of strength” as he urged allies to provide more military support.
Mr Zelensky said he was focused on securing an “advantageous position” in a matter of months rather than years as part of pushback against Russian forces, US national security adviser Jake Sullivan said after the session.
The G7 released a statement after discussions with Mr Zelensky saying it would continue to provide financial, military and political support for Ukraine “for as long as it takes”.
Mr Johnson’s team had been keen to see language in the statement about a long-term commitment to Ukraine amid fears France and other countries were suffering from “fatigue”.
French president Macron was criticised for negotiating with Mr Putin at the start of the invasion and saying Russia must not be “humiliated”, raising fears Ukraine could be pushed into giving up territory.
But a French official said Mr Zelensky had indicated he wanted to negotiate an end to the war – so long as he can gain a stronger military position.
“His goal is to end the war as quickly as possible and to get out of it in the best possible position, so that he can negotiate from a position of strength,” the diplomat told Reuters. “He will negotiate when he will be in a position to do so.”
The G7 is also expected to agree plans for a price cap on Russian oil during the three-day G7 summit in the German Alps. One US official said on Monday that a deal was “close”.
The details of how a price cap would work, as well as its impact on the Russian economy, are to be resolved by G7 finance ministers in the coming months, according to the official.
President Joe Biden is also set to announce the purchase of an advanced surface-to-air missile system for Ukraine. The US is reportedly purchasing Nasams, a Norwegian-developed system, to provide medium to long-range defence.
Meanwhile, the UK has not ruled out boycotting a major international summit if Putin attends. Mr Johnson believes Russia should be “excluded diplomatically”, the PM’s official spokesman said.

Ukrainian President Volodymyr Zelensky said up to 1,000 people were in the mall when it was hit by missiles, adding: "The number of victims is impossible to imagine."
Later on Monday, the head of the Poltava region military administration, Dmytro Lunin, said 10 people had died in the attack. Another person later died at hospital, taking the death toll to 11, Ukraine's State Emergency Services said.
At least 58 people were injured, they said.
Video from the scene showed heavy smoke billowing from the building, which was engulfed by fire. The mall measures about one hectare -- roughly the size of two football fields -- and the strike occurred around 4 p.m. local time, Solohub said.
"We don't know how many more people might be under the rubble," said Volodymyr Solohub, a regional official in the Poltava Oblast local administration.
The attack targeted a site in central Ukraine far away from the epicenter of Russia's war, which has recently been focused in the east of the country.
