US Secretary of State Antony Blinken has said Washington's written response to Russia's security demands sets out a diplomatic path forward if Moscow were to approach it seriously.
As the US seeks to avert a military escalation against Ukraine, Mr Blinken said the document has a "principled and pragmatic" evaluation of the concerns that Moscow has raised, adding that the response was fully coordinated with Ukraine and Washington's European allies.
"All told it sets out a serious diplomatic path forward, should Russia choose it," Mr Blinken told reporters, adding that he expects to have follow-on discussion with Russian Foreign Minister Sergei Lavrov in the coming days.
Mr Blinken said the US response to Russia's demands reflects that Washington is open to dialogue and prefers diplomacy, but that it remains up to Russia how to respond. He warned the US would be ready either way.
Washington has made clear that Russian demands for NATO to pull back troops and weapons from eastern Europe and bar Ukraine from ever joining are non-starters.
It says it is ready to discuss other topics such as arms control and confidence-building measures.
Tensions are high after Russia massed an estimated 100,000 troops in reach of its neighbour's border, surrounding Ukraine with forces from the north, east and south. Russia denies planning an invasion.
Mr Blinken today said there will be no change in the US position on NATO's open door policy.
While the US Embassy in Kyiv will remain open, Mr Blinken said, he warned that Americans in the former Soviet country should strongly consider leaving.
Russian and Ukrainian delegations met in Paris today for talks in a bid to defuse soaring tensions, with France seeking to usher both sides down a "path to de-escalation".
The high-level meeting, attended by senior diplomats from France and Germany, brought together the four countries in a format that has been used repeatedly since Russia's 2014 annexation of the Ukrainian province of Crimea.
Russia was represented by vice-prime minister Dmitri Kozak and Ukraine by presidential adviser Andriy Yermak, with diplomatic advisers to President Emmanuel Macron and German Chancellor Olaf Scholz also taking part in the talks.
France, which floated ideas for a "de-escalation" on Monday is keen for Europe to try to solve the crisis.
"It's very encouraging that the Russians agreed to enter into this diplomatic format again, the only one in which the Russians are stakeholders," an aide to Mr Macron said.
"This meeting will give us a clear indication of the Russians' mindset before the call between Emmanuel Macron and Russian President Vladimir Putin on Friday," the aide added.
Separate talks between Russia and the United States have been held in recent weeks to discuss Russian security demands in Europe, including that Ukraine should never become a member of the US-led NATO military alliance.
After discussions last Friday in Geneva, Mr Blinken promised Mr Lavrov that Washington would give a written response to Russian demands and also floated the idea of a presidential meeting.


Today's talks in Paris come as Western powers keep up their warnings of massive economic sanctions in the event of a Russian attack on pro-Western Ukraine.
US President Joe Biden warned yesterday of personal sanctions on Mr Putin, while the White House said the risk of a Russian invasion of Ukraine "remains imminent."
The US has also been drawing up plans to shore up European gas supply should Russia cut off shipments through its pipelines in response to Western sanctions.
The White House announced yesterday that Mr Biden would meet the emir of gas-rich Qatar, Sheikh Tamim bin Hamad Al Thani, on 31 January to discuss, among other issues, "ensuring the stability of global energy supplies".

Why are Russian naval and air forces setting up off the Irish coast?

The decision by Russia to conduct naval and air force exercises, which include live firing of missiles and other armaments, off the west coast of Cork next month has become a serious source of concern for Ireland. Naval exercises and firing practices are part of the regular training requirements of all military forces, including the Irish navy. However, this is happening in the context of the build-up of Russian forces along the border with Ukraine and at a time of serious tensions between Russia and European states and the US.
The exercise will take place in what is part of Ireland's Exclusive Economic Zone. This area may be described as a maritime zone beyond and adjacent to the territorial sea over which the coastal state has sovereign rights over economic resources, while other states enjoy freedoms of navigation and overflight. It means that naval forces of other states enjoy high seas freedoms, including navigation and the right to conduct military exercises.
In this instance, Russia has notified Ireland due to the intended use of missiles that may impact on the safety of air navigation in particular. This is standard practice for all naval forces when conducting live firing exercises. The Irish Aviation Authority confirmed that it has taken the necessary precautions and is re-routing commercial flights.

What does the Law of the Sea say about military exercises?
Exercises and manoeuvres by naval and other military forces are traditionally recognized as being a part of the freedom of the high seas and as such are governed by the United Nations Convention on the Law of the Sea. While there is no express provision to this effect in the Convention, the practice of states indicates that this is also recognized as customary international law.
In this way, it is clear that the general consensus among states is that a right exists as part of the freedom of the high seas, and this view is shared by NATO and most other Western nations. The view of the US at the time of negotiating the Convention on the Law of the Sea was that "military activities, such as . . . launching and landing of aircraft, . . . exercises, operations . . . [in the Exclusive Economic Zone] are recognized historic high seas uses that are preserved by Article 58."
A number of coastal states have attempted to challenge this prevailing view by submitting declarations against foreign military exercises, especially involving weapons or explosives, in their respective Exclusive Economic Zones without their consent. However, these efforts are generally considered to have failed.

The law on Exclusive Economic Zones
It is worth looking at what Article 58 of the UN Convention on the Law of the Sea actually says about the rights and duties of other States in the Exclusive Economic Zone
1. In the exclusive economic zone, all States, whether coastal or land-locked, enjoy, subject to the relevant provisions of this Convention, the freedoms referred to in article 87 of navigation and overflight …. and other internationally lawful uses of the sea related to these freedoms…..
3. In exercising their rights and performing their duties under this Convention in the exclusive economic zone, States shall have due regard to the rights and duties of the coastal State and shall comply with the laws and regulations adopted by the coastal State in accordance with the provisions of this Convention and other rules of international law [emphasis added] …

It is open to interpretation what exactly 'due regard’ means in this context. It is particularly relevant in the context of efforts to protect the marine environment. States may adopt specific conservation measures or designate marine protected areas. These may be enforced in respect of vessels operating in or around those areas (Article 56(1)(b)(iii) of the Law of the Sea Convention).
It is also worth noting that military exercises of this nature may require the creation and designation of an exclusion zone. Any interference with fishing vessels that habitually operate in a particular area could constitute an unlawful infringement of Ireland’s rights within its Exclusive Economic Zone.

Is this a threat to Ireland?
It is noteworthy that the UN Charter and the Law of the Sea Convention make a clear distinction between the "threat or use of force" and other military activities. Determining whether or not a military exercise amounts to a threat or use of force must be conducted on a case by case basis on the basis of verifiable evidence. It will involve a range of factors including conduct, weapons used and the general security and political environment.
In the current political environment, one characterised by a degree of ‘sabre rattling’ and nationalist rhetoric, it is important to stress that Russia is exercising a legal right, however unwise in the present circumstances, to conduct naval exercises off the Irish coast. There is no evidence of a direct threat to Ireland.

So what is Russia really up to?
It is certainly no accident that it has chosen this area for its naval exercises. Though far removed geographically from Ukraine, it highlights a perceived weakness in the NATO defensive shield. It seems that Vladimir Putin is playing a risky game of brinkmanship linked to the efforts to intimidate Ukraine and NATO. While any rational leader will not want to go to war, actions such as this can have unanticipated and dire consequences if not managed by cool heads and a carefully calculated calm response.
The rights of Russia or any other state to conduct military exercises within the Exclusive Economic Zone of a coastal state would seem to be well established. However, as with almost all legal rights, these are not absolute.The context within which the exercises are conducted; the means, if any, by which force is used or threatened; the impact on any declared areas of conservation; and the imposition of an exclusion zone without due regard for the coastal state may impact on the legality of the exercise being conducted.
The situation also highlights the weakness in Ireland’s monitoring and surveillance capabilities. Furthermore, in all of this controversy, too little attention is unfortunately paid to the carbon footprint created by all large scale military exercises, especially those conducted by naval and air forces.

Canada expands training mission in Ukraine, promises non-lethal aid

Canada will expand its military training mission in Ukraine and ship the embattled eastern European country non-lethal equipment to help it face down the threat of Russian invasion, Prime Minister Justin Trudeau announced today.
The three-year extension and expansion of Operation Unifier was widely expected and was signalled by the Liberal government back in December, when Defence Minister Anita Anand received her mandate letter outlining her goals in the ministry.
Another 60 troops will be dispatched right away to bolster the contingent of 200 soldiers already on the ground and helping to instruct the Ukrainian Armed Forces.
Additional troops could be sent if necessary and the size of the mission contingent could be increased to 400, Trudeau said today following a three-day cabinet retreat.
The Department of National Defence (DND) will provide Ukraine with non-lethal military equipment, including body armour, metal detectors, thermal binoculars, laser range finders, tactical medical bags and surveillance technology.
The Canadian military is tasking its electronic eavesdropping service — the Communications Security Establishment (CSE) — with cooperating on intelligence and cyber security with Ukraine. The increased support will make Ukraine better able to defend itself from a range of threats, the prime minister said.
The federal government estimated the cost of its assistance package, including the mission extension, at $340 million. Separately, the government offered Ukraine another $50 million in humanitarian aid, along with a promise to beef up Canada's diplomatic presence in the country.
The prime minister today defended his government's decision to not send Ukraine lethal weaponry — something other allies have done already.
"The solution to this tension should be diplomatic," said Trudeau.
The training mission "is the best way Canada can help," he added. "It is up to Russia to choose not to invade Ukraine."
The U.S., Britain, Estonia, Latvia and Lithuania recently rushed anti-armour missiles and other American-made weapons to Ukraine.
The Biden administration has sent Ukraine $200 million worth of anti-tank weapons and other equipment over the last few days — a special consignment over and above its annual arms shipment.
At home, Canada had been under pressure from the Opposition Conservatives to send Ukraine weapons and to start sharing satellite imagery with Ukraine again — something the government of former prime minister Stephan Harper did following the Russian annexation of Crimea in 2014. The satellite image-sharing program was not renewed by the Liberal government during its first term.
Appearing on CBC's Power & Politics, Anand said the question of sharing satellite data is "still under discussion."
New Democrats applauded the mission extension and said they hope it will help "the Ukrainian military to become more democratic and accountable with full respect for international law and human rights."
The shipment of equipment addresses only one of the three requests made of Canada by the Ukrainian government. Kyiv had asked for an extension to the military training mission, "defensive weapons" and additional, pre-emptive sanctions.
The prime minister gave no indication today that his government is planning additional sanctions against Russia.
Trudeau said he spoke with the president of the European Union recently about the need for western democracies to coordinate penalties imposed on Russia in the event it invades Ukraine.
Andrii Bukvych, Ukraine's charge d'affaires to Canada, welcomed the announcement as "timely" and called it a demonstration of Canada's steadfast support for Ukraine's sovereignty and security.
The "extension and expansion of the [Operation] Unifer training mission, providing non-lethal equipment, assistance to strengthen cyber security, intel exchange are extremely important right now," he said.
Both Anand and Foreign Affairs Minister Melanie Joly said in earlier discussions their counterparts were pleased with what Canada offered.
Joly, who has just returned from a whirlwind round of diplomacy in Europe, including a stop in Ukraine, said the No. 1 request of the Ukrainian government was a $120 million loan to buttress its economy. It was something the Liberal government turned around in three days, she said.
The Ukrainian Canadian Congress (UCC), however, expressed its frustration that weapons were not part of the package.
"The extension and expansion of Operation Unifer will help the Ukrainian Armed Forces strengthen Ukraine's defences. This is an important contribution by Canada," said UCC national president Alexandra Chyczij, in a statement Wednesday night.
"However, Ukraine has been at war for eight years and the threat of a further Russian invasion grows every day. It is disappointing that the Canadian government is not yet joining our allies in providing Ukraine with weapons."
The announcement came on the same day that the Biden administration and NATO told Russia there will be no concessions to Moscow's primary demands over Ukraine. The U.S. and NATO offered again to talk to Moscow about other initiatives to reduce tensions.
"We've put these ideas forward because they have the potential – if negotiated in good faith – to enhance our security and that of our allies and partners while also addressing Russia's stated concerns through reciprocal commitments," said U.S. Secretary of State Antony Blinken.

'Retaliatory measures'
The written responses were anticipated and echo what senior U.S. and NATO officials have been saying for weeks. There was no immediate response from Russia — but Russian officials have warned that Moscow would quickly take "retaliatory measures" if the U.S. and its allies reject its demands.
Russia's ambassador to Canada, Alex Stepanov, said Canada's extension and expansion of its military mission is unfortunate and will do nothing to resolve the crisis.
"My country's position is that we regret the decision of the Canadian government to extend its armed forces presence in Ukraine and to supply that country more military equipment," Stepanov told Radio Canada.
"I believe that pumping up Kiev [with] material, and the military expertise, [it] doesn't really help the peaceful resolution of the conflict in Donbas," he added, referring to the region in eastern Ukraine where Russian proxy forces have been waging a seven-year battle with Ukrainian forces.
He said the assistance only "emboldens the Ukrainian government" and "fuels the war."

As Western governments threaten Russia with a package of unprecedented sanctions aimed at deterring President Vladimir Putin from ordering an invasion of Ukraine, there's one measure in particular that appears to strike fear at the heart of the Kremlin: cutting the country off from the global banking system.
US lawmakers have suggested in recent weeks that Russia could be removed from SWIFT, a high security network that connect thousands of financial institutions around the world.
Senior Russian lawmakers have responded by saying that shipments of oil, gas and metals to Europe would stop if that happened.
"If Russia is disconnected from SWIFT, then we will not receive [foreign] currency, but buyers, European countries in the first place, will not receive our goods — oil, gas, metals and other important components," Nikolai Zhuravlev, vice speaker of Russia's upper house of parliament, said Tuesday, according to state media outlet TASS.

What is SWIFT?
The Society for Worldwide Interbank Financial Telecommunication was founded in 1973 to replace the telex and is now used by over 11,000 financial institutions to send secure messages and payment orders. With no globally accepted alternative, it is essential plumbing for global finance.
Removing Russia from SWIFT would make it nearly impossible for financial institutions to send money in or out of the country, delivering a sudden shock to Russian companies and their foreign customers — especially buyers of oil and gas exports denominated in US dollars.
"The cutoff would terminate all international transactions, trigger currency volatility, and cause massive capital outflows," Maria Shagina, a visiting fellow at the Finnish Institute of International Affairs, wrote in a paper last year for Carnegie Moscow Center. Excluding Russia from SWIFT would cause its economy to shrink by 5%, former finance minister Alexei Kudrin estimated in 2014.
SWIFT is based in Belgium and governed by a board consisting of 25 people, including Eddie Astanin, chairman of the management board at Russia's Central Counterparty Clearing Centre. SWIFT, which describes itself as a "neutral utility," is incorporated under Belgian law and must comply with EU regulations.

What happens if Russia is removed?
There is precedent for removing a country from SWIFT.
SWIFT unplugged Iranian banks in 2012 after they were sanctioned by the European Union over the country's nuclear program. Iran lost almost half of its oil export revenue and 30% of foreign trade following the disconnection, according to Shagina.
"SWIFT is a neutral global cooperative set up and operated for the collective benefit of its community," the organization said in a statement Wednesday. "Any decision to impose sanctions on countries or individual entities rests solely with the competent government bodies and applicable legislators," it added.
It's not clear how much support there is among US allies for taking similar action against Russia. The United States and Germany have the most to lose if Russia is disconnected, because their banks are the most frequent SWIFT users to communicate with Russian banks, according to Shagina.
The European Central Bank has warned lenders with significant exposure to Russia to prepare for sanctions against Moscow, according to the Financial Times. ECB officials have also asked banks how they would respond to scenarios including a move to prevent Russian banks accessing SWIFT.
The European Union is ready to respond to a Russian invasion of Ukraine with "comprehensive sanctions never seen before," Danish foreign minister Jeppe Kofod said on Monday. EU chief diplomat Josep Borrell said Tuesday that sanctions would be "the most consequential leverage that the West, or at least the European Union, has."
British Prime Minister Boris Johnson told lawmakers on Tuesday that his government was discussing the possibility of banning Russia from SWIFT with the United States.
"There is no doubt that that would be a very potent weapon [against Russia]. I'm afraid it can only really be deployed with the assistance of the United States though. We are in discussions about that," Johnson said.

Russia's countermeasures
Russia has taken steps in recent years to blunt the trauma should it be removed from SWIFT.
Moscow established its own payment system, SPFS, after it was hit by Western sanctions in 2014 following its annexation of Crimea early that year. SPFS now has around 400 users, according to Russia's central bank. Twenty percent of domestic transfers are currently done through SPFS, according to Shagina, but the size of messages are limited and operations are limited to weekday hours.
China's fledgling Cross-Border Interbank Payment System, or CIPS, may provide another alternative to SWIFT. Moscow could also be forced to resort to using cryptocurrencies.
But these are not appealing alternatives.
"SWIFT is an European company, an association of many participating countries. To make a decision on disconnection, a united decision of all participating countries is needed. The decisions of the United States and Great Britain are definitely not enough," Zhuravlev said, according to TASS.
"I'm not sure that other countries, especially those whose share of trade with Russia is large in balance, will support the shutdown," he added.

Россия сейчас занимается решением с Японией вопроса о захоронении праха Зорге. По словам главы МИД Сергея Лаврова, есть инициатива перезахоронить его на российской территории, на юге Сахалинской области, на Курильских островах.

"Это очень приятная и радостная весть. И то, что сказал министр иностранных дел, очень обнадеживает. Если российское правительство примет решение о том, чтобы это было осуществлено, то, думаю, мало кто будет против этого возражать - ведь именно Зорге, выдающийся разведчик, великий патриот, способствовал тому, чтобы Япония не напала на Советский Союз в 1941-1942 годах", - сказал Кошкин.
В Японии есть обычай перезахоронения части праха на той территории, с которой при жизни был связан покойный, напомнил Кошкин. Поэтому, считает он, было бы весьма целесообразно, не нарушая полностью покой праха Рихарда Зорге на токийском кладбище Тама, торжественно перезахоронить его часть на российской земле.

"Что касается выбора места возможного перезахоронения на Курилах, то если речь идет о тех южнокурильских островах, на которые незаконно претендует Япония, - это одно. И совсем другое, если речь идет о других местах, например, об острове Матуа", - продолжил Кошкин.

По его словам, ранее специалисты Сахалинского отделения Русского географического общества начали искать на островах Курильской гряды безымянные места, в частности, бухты, которые можно было бы назвать именем Зорге.

"Но я считаю, и со мной многие согласны, что называть именем Зорге какую-либо бухту было бы нецелесообразно - это не отражало бы вклад героя в нашу победу в Великой Отечественной войне. Поэтому, полагаю, речь должна идти о целом острове. Я ранее предложил переименовать остров Матуа в остров Зорге, но это мое предложение изначально не было связано с перспективой перезахоронения праха разведчика", - добавил Кошкин.
Он напомнил, что Матуа - это не японское название острова.

"Это название, которое ему дали айну, исконные жители Курил, которых пришельцы, называвшие себя "нацией Ямато", в свое время изгнали со своих земель", - пояснил он.
Рихард Зорге (1895-1944) - легендарный разведчик, который работал в Японии под оперативными псевдонимами Рамзай и Инсон. Он сообщал о приближении нападения нацистской Германии на Советский Союз, а в сентябре 1941 года передал, что Япония не вступит в войну на стороне Германии, что позволило перебросить сибирские дивизии на оборону Москвы осенью 1941 года. Он передавал свои радиограммы практически через день, работая в Японии с 1933 года в качестве корреспондента немецких газет. Зорге арестовали в 1941 году, в 1944 году его казнили и похоронили в братской могиле.
Гражданская жена разведчика Ханако Исии пять лет добивалась от властей разрешения на эксгумацию. В 1949 году она опознала по останкам Рихарда Зорге и перезахоронила их на кладбище Тама, арендовав участок на собственные деньги. В 1956 году Исии вместе с соратниками установили скромный камень серого цвета на могиле Зорге, где по-японски было написано, что там лежит герой войны, отдавший жизнь в борьбе за мир.

В 1964 году Зорге посмертно присвоили звание Героя Советского Союза, и в 1966 году при помощи посольства СССР в Японии была установлена плита из черного гранита, а справа и слева - две другие плиты. Слева перечислены все соратники Зорге с датами смерти, а справа серая гранитная плита фактически повторяет ту первоначальную плиту, которую установила Ханако Исии. Сама Ханако Исии до своей смерти ухаживала за этой могилой, она умерла в 2000 году. Урна с ее прахом находится на могиле Зорге - перед овальным камнем на мраморной плите.
В 2020 году посольство России в Японии получило права на могилу Зорге.

В тексте говорится, что депутаты "считают обоснованным и морально оправданным признание" ДНР и ЛНР.

Ukraine’s ambassador to the United Nations on Wednesday insisted that Kyiv and Washington are in agreement about the imminent threat of a Russian invasion, despite statements from top Ukrainian officials downplaying the potential for such a scenario.
“There is no contradiction between the Ukrainian and American assessment of the position,” Sergiy Kyslytsya, the Ukrainian envoy, told CNN. “That’s basically playing with words. The invasion is possible, and we are all on record alert. So there is no different reading between the U.S. administration and the Ukrainian administration about what’s going on at the borders of Ukraine.”
Top U.S. officials have recently escalated their warnings about further Russian aggression toward Ukraine, and the United States has ordered the relatives of U.S. embassy staffers in Ukraine to leave the country.
White House press secretary Jen Psaki said last week that the security situation was “now at a stage where Russia could at any point launch an attack in Ukraine,” and she reiterated on Tuesday that the invasion threat “remains imminent.”
Meanwhile, Ukrainian President Volodymyr Zelensky said in a televised address to the nation on Tuesday that his government was “strong enough to keep everything under control and derail any attempts at destabilization.”
Ukrainian Defense Minister Oleksii Reznikov also said on Tuesday that “as of today, there are no grounds to believe” Russia will invade imminently, telling the Ukrainian people: “Don’t worry, sleep well. No need to have your bags packed.”
On Wednesday, Ukrainian Foreign Minister Dmytro Kuleba told CNN that although Russia’s military buildup along Ukraine’s border and in occupied territories poses “a direct threat,” the number of Russian troops — estimated to be roughly 100,000 — is “insufficient for a full-scale offensive.”
“They also lack some important military indicators and systems to conduct such a large full-scale offensive,” Kuleba said. “We can say 100 times a day invasion is imminent, but this doesn't change the situation on the ground.”
Kyslytsya, the Ukrainian envoy, appeared to echo Kuleba’s position on Wednesday. “We agree with the intelligence assessment that the Russian troops are amassed at the Ukrainian border at very impressive, unprecedented numbers — which is not still enough for the Russians to go in Ukraine and to hold the Ukrainian territory for a prolonged period of time,” he said.
President Joe Biden, who predicted last week that Russian President Vladimir Putin “will move in” on Ukraine, told reporters on Tuesday that it was unclear how the security situation would play out.
“I’ll be completely honest with you: It’s a little bit like reading tea leaves,” Biden said. “Ordinarily, if it were a different leader … you’d say, ‘Well, that means that he is looking like he’s going to do something.’ But then you look at what [Putin’s] past behavior is and what everyone is saying in his team, as well as everyone else, as to what is likely to happen: It all comes down to his decision.”

Пресс-секретарь Пограничной службы Польши Анна Михальская сказала, что работы по строительству укрепления на польско-белорусской границе начались в вторник, 25 января. В четверг пограничники пригласили журналистов на строительную площадку в Толче в Белостокском повяте в Подляском воеводстве.
Анна Михальская сказала, что строительство укрепления идет одновременно на четырех участках.
Пресс-секретарь Пограничной службы заявила, что места, на которых ведутся строительные работы, охраняет большое число пограничников.
По всей длине укрепления предусмотрены 22 пятиметровых ворот для животных. Укрепление, как ожидается, будет готово в июне, его стоимость должна составить 1 миллиард 600 миллионов злотых, около 350 миллионов евро. Это крупнейшая строительная инвестиция в истории Пограничной службы. Длина укрепления составит 186 километров, а его высота - 5,5 метра: на 5-метровых стальных столбах будут полуметровые витки из проволоки. Также будут установлены электронные устройства, в том числе камеры и датчики движения.

По данным Gas Infrastructure Europe, на 25 января объем активного газа в европейских подземных хранилищах на 26,9% (на 14,9 млрд куб. м) меньше прошлогоднего уровня. Отобрано уже более 3/4 от объема газа, закачанного в летний сезон. На 25 января отбор достиг 75,9% или 36,3 млрд куб. м газа.
Сообщается, что общий уровень заполненности ПХГ Европы - 40,9%. Заполненность подземных хранилищ Германии и Франции составляет около 39%.
Также отмечается, что с 11 января 2022 года уровень запасов в европейских ПХГ перешел в область рекордных минимумов за многолетний период наблюдений. А по состоянию на 25 января запасы уже на 2,24 млрд куб. м меньше минимального показателя на эту дату.

BERLIN — German authorities said Thursday that a former research assistant at a university in Bavaria handed confidential information related to Europe’s Ariane rocket program to a Russian intelligence officer.
The accused — identified only as Ilnur N. — has been charged with passing on “information on research projects in the field of aerospace technology, in particular the various development stages of the European launcher Ariane,” to the Russian intelligence services for a total of €2,500.
The charges from the Federal Public Prosecutor’s Office relate to “secret service activity,” according to a statement issued Thursday.
“From the end of November 2019, there were regular personal meetings between the accused and a senior officer of the Russian foreign intelligence service stationed in Germany,” the prosecutors said.
First developed in the 1970s, the Ariane rocket series is Europe’s own launcher system for getting satellites and other gear into orbit. In December, Ariane 5 was used to send the James Webb telescope into orbit. The latest iteration in the series — Ariane 6 — is due to launch for the first time from a space station in French Guiana later this year.
The defendant in the spying case was originally detained in June 2021 and has now been charged. The news comes amid worsening diplomatic ties between Berlin and Moscow.
In December, Germany expelled two Russian diplomats following a ruling from a Berlin court that the murder of a Chechen dissident had been carried out on behalf of the Russian government.

The Americans “really want” an immediate de-escalation with Russia, but dialogue is not possible with thousands of Russian troops at the Ukrainian border, a senior NATO source representing an EU member state in Brussels told EURACTIV.

The official, who spoke on condition of anonymity, added that, given the tense situation, an accident is possible at any time, even if the West is to believe Moscow’s claim that is not planning an invasion.
“Believe me, the Americans really want an immediate de-escalation with Russia,” the source said, adding that NATO knows that the direct threat is Russia but is also aware that the danger in the “wider picture” is China, which is now comfortably observing “two powerful elephants wrestling”.
“Beijing has not threatened the West strategically or militarily, but you have to predict the future, and China is not growing only commercially,” the source said.
Asked about the Ukraine crisis and Moscow’s next moves, he said only President Vladimir Putin knows what would happen, while not even the Kremlin leadership had a clue.
“Eventually, with a lot of patience and ups and downs and a lot of time, we will start to calm down at some point – but we cannot rule out an accident […],,” the source said.
At the same time, the source added, it may be a good idea if the West also “pulled Ukraine’s ear a bit”, as some in Kyiv were causing needless provocations.
“There are also problems in Ukraine, who is in power, who has the upper hand in the army…”

No invasion likely
On Russia, the NATO source estimated that it does not plan an invasion.
“To invade such a large country with such military forces [like Ukraine], you need military capabilities other than those that have been currently deployed,” the source said.
He stressed that NATO has neither an obligation nor the right to intervene militarily in Ukraine, as it is not a member of the Alliance, but things would be very different if a NATO country were attacked.
“If Russia made the mistake of attacking a NATO member state, then we would have a third world war.”
Still, the source added, Ukraine is a NATO “partner of increased opportunities”, and this means the alliance has some moral obligations, which could result in massive sanctions against Moscow.

The ‘unacceptable’ and ‘reasonable’ Russian claims
The NATO source explained that the point is to create a set of guarantees in order for both sides not to feel threatened. There are issues raised by Russia that the alliance could discuss, while some others are completely off the table and Putin already knows that, the official said.
“It is impossible to negotiate the request that Ukraine and Georgia should not join NATO. Nor will Russia tell us whether to withdraw NATO forces from Bulgaria and Romania.”
The source insisted that the issues that can be discussed are in the remit of the US-Russia strategic dialogue, NATO-Russia Council and the Organisation for Security and Co-operation in Europe, where Russia has friends such as Uzbekistan, Kazakhstan, and Belarus.
At the same time, preconditions for the dialogue are that “the thousands of Russians who are next to Ukraine must leave”.
Asked why there were two separate proposals, from NATO and from Washington, the source replied:
“The Americans will discuss global armaments, nuclear […] they cannot speak on behalf of Europe for confidence-building measures, such as not conducting large-scale military exercises near the border.”
Suggesting a possible trade-off between irritants for both sides, the NATO source cited the example of the Aegis missile defence system in Poland and in Romania, which Moscow fears could be fitted with nuclear warheads, as well as the Russian Iskander missile system from Kaliningrad, which has a range of 5,000-6,000 km and can hit targets as far as Paris.
“For example, to decide when and if we fly over the Baltic so that there is no case of accident […] Exercises of large army groups not to be close to borders, at specific distances, eg 500 km.”
“There are options to reduce the tension as early as tomorrow,” the source said, adding that Moscow was also in favour of a “political hotline” for communication between Putin and NATO chief Jens Stoltenberg.
“There should also be contact and more vertical structures, let commanders speak,” the source added.

Biden administration keeps Europe informed
In contrast to the previous US administration of Donald Trump administration, the EU NATO source said, the Biden administration is constantly informing Europeans of its moves, “not in advance” but at all levels, including that of ambassadors.
“This creates a climate of unity and Brussels and Washington converge in an atmosphere of security.”
Asked about the move of some Baltic states to send weapons to Ukraine, the source said there was no NATO authorisation for this and most likely the move was greenlighted by the Americans.
Last but not least, the source said Hungarians are “nagging a lot” about their minority issue in Ukraine but warned that the atmosphere is so intense and the extent of a war crisis so large that Budapest can do nothing to stop any NATO initiative.

"Если предположить, что они боятся, что Россия идет в наступление, они бы усиливались по всему периметру границы. Почему Россия должна идти через их укрепрайоны на Донбассе? Россия в случае наступления пошла бы в их обход", - сказал Безсонов.
При этом Украина отрицает планы подготовки наступления на Донбассе. Сегодня об этом во время Часа вопросов к правительству в Раде в очередной раз заявил министр обороны Алексей Резников.

Speaking to foreign reporters Friday, Zelensky said he explained in phone calls to world leaders like US President Joe Biden and France's Emmanuel Macron that, though the threat from the Kremlin is "imminent and constant," Ukrainians have "learned to live" with it since Moscow invaded in 2014.
"They are saying tomorrow is the war. This means panic," Zelensky said.
Russia has amassed tens of thousands of troops on its border with Ukraine, prompting fears that Russian President Vladimir Putin is planning an incursion. Russia has repeatedly denied it plans to invade its western neighbor.
The exact severity of the threat posed by Russia remains unclear and has reportedly been a point of contention between Zelensky and Biden.
Their conversation Thursday purportedly did not go well, a senior Ukrainian official told CNN. On the call, which the Ukrainian official described as "long and frank," Biden was said to have warned that a Russian invasion was now virtually certain and imminent, while Zelensky restated his position that the threat from Russia remains "dangerous but ambiguous."
The White House disputed that account and said that anonymous sources were "leaking falsehoods." A spokeswoman said Biden warned Zelensky that an invasion in February was what she called a "distinct possibility."
When asked about his conversation with Biden, Zelensky thanked the US President for his support, but said the Russian troop build-up was not much more significant than what he had seen in the past.
"I'm the President of Ukraine, I'm based here, and I think I know the details deeper than any other President," Zelensky said. "We don't have any misunderstandings with President Biden. I just deeply understand what is going on in my country just as he understands perfectly well what's going on in the United States."
"I'm not being critical of President Biden," Zelensky added.
All sides appear to be holding out for a diplomatic solution, despite the disagreements. Zelensky said he was willing to meet with Putin for a serious conversation and suggested that Biden set up a platform for dialogue between Washington, Kyiv and Moscow.
"People don't understand the value of human life and that's what it's about. I do support serious dialogue," Zelensky said.




The ball, right now, appears to be in the Kremlin's court. The US and NATO submitted separate written responses to Russia's publicly aired concerns on Wednesday, an overture that Moscow had requested.
While the US did not disclose what was in the document, Secretary of State Antony Blinken said on Wednesday that it contained "our own proposals for areas where we may be able to find common ground."
Blinken also said that "there will be no change" to NATO's "open-door policy," leaving the US at odds with Russia's demand that NATO commit to never admitting Ukraine to the alliance.
Russian Foreign Minister Sergey Lavrov said the document failed to address Russia's primary concerns, though he said there was hope for a "serious conversation, but on secondary topics."
"The main issue is our clear position on the inadmissibility of further expansion of NATO to the East and the deployment of strike weapons that could threaten the territory of the Russian Federation," Lavrov said.

A call between US President Joe Biden and Ukrainian President Volodymyr Zelensky on Thursday "did not go well," a senior Ukrainian official told CNN, amid disagreements over the "risk levels" of a Russian attack.
The White House, however, disputed the official's account, warning that anonymous sources were "leaking falsehoods." They did state that Biden warned Zelensky an imminent invasion is a "distinct possibility."
On the call, which the Ukrainian official described as "long and frank," Biden warned his Ukrainian counterpart that a Russian attack may be imminent, saying that an invasion was now virtually certain, once the ground had frozen later in February, according to the official.
Zelensky, however, restated his position that the threat from Russia remains "dangerous but ambiguous," and it is not certain that an attack will take place, the official said.
National Security Council spokeswoman Emily Horne disputed the senior Ukrainian official's description of the call. "Anonymous sources are 'leaking' falsehoods," she told CNN. "President Biden said that there is a distinct possibility that the Russians could invade Ukraine in February. He has said this publicly and we have been warning about this for months. Reports of anything more or different than that are completely false."
The frank discussion between the two leaders comes as the US and NATO continue to brace for the prospect of a Russian invasion. Though they have stressed the need for diplomacy, the White House has warned an invasion could be imminent with tens of thousands of Russian troops massed on the Ukrainian border.
The call lasted an hour and 20 minutes Thursday, according to a US national security official, highlighting the extensive issues the two leaders had to discuss amid the Russian troop buildup. The official described the call as "long and serious," but "productive," as Biden and Zelensky discussed Russia's recent aggressions.
Biden told Zelensky that US officials have assessed an invasion could potentially happen in February, but did not say it definitely would, the official said.

White House says Biden promised US would 'respond decisively' if Russia invades
A White House readout of the call said that Biden "reaffirmed" to Zelensky that the United States would "respond decisively if Russia further invades Ukraine." Biden also said the US will explore "additional macroeconomic support" to help the Ukrainian economy as a result of Russia's military buildup.
"President Biden noted the United States has provided Ukraine with over half a billion dollars in development and humanitarian assistance in the last year, and is exploring additional macroeconomic support to help Ukraine's economy amidst pressure resulting from Russia's military build-up," the White House said in the readout.
A spokesman for Zelensky also disputed the Ukrainian official's characterization of the call. Zelensky tweeted that he and Biden had a long call where they "discussed recent diplomatic efforts on de-escalation and agreed on joint actions for the future." The Ukrainian President said he thanked Biden for the ongoing military assistance and said "possibilities for financial support to Ukraine were also discussed."
The senior Ukrainian official, however, told CNN that Biden said Ukraine would not be offered significantly more military help.
Zelensky urged his American counterpart to "calm down the messaging," warning of the economic impact of panic, according to the official. He also said Ukrainian intelligence sees the threat differently.
The Ukrainian leader pointed to a recent breakthrough in negotiations with Russia in Paris, saying that he hoped a ceasefire agreement with rebels in eastern Ukraine would be maintained. He also said the talks between the US, Russia and NATO still had some distance to run before diplomatic efforts had been exhausted, the official said.
Earlier in the day, another source from the US side said there is a recognition in the White House that Zelensky has "multiple audiences" and is trying to balance them. "On the one hand, he wants assistance, but he has to assure his people he has the situation under control. That's a tricky balance," the source said.

Pentagon says Russian buildup is continuing
Earlier this week, as many as 8,500 US troops were placed on heightened alert to prepare to deploy to Eastern Europe. Those troops include elements of the 82nd airborne division at Fort Bragg, North Carolina, as well as elements of the 18th Airborne Corps, the 101st Airborne Division and the Fourth Infantry Division, Kirby said Thursday.
These units include "medical support, aviation support, logistical support" and "combat formation," the Pentagon spokesman said.
Inside Europe, Kirby said top general of US European Command, Gen. Tod Wolters, was "taking prudent steps" to make sure that US troops based in Europe could be moved within the continent if needed.
The Pentagon was "not ruling out" the possibility that forces in Europe could be moved to "help bolster capabilities of NATO allies," Kirby said.
CNN reported Wednesday that the US and a handful of allies are in discussions to deploy thousands more troops to Eastern European NATO countries before any potential Russian invasion of Ukraine as a show of support in the face of Moscow's ongoing aggression, according to three US officials familiar with the discussions.
Among the countries considering accepting the deployments are Romania, Bulgaria, and Hungary. The deployments would number approximately 1,000 personnel to each country and would be similar to the forward battle groups currently stationed in the Baltic States and Poland.
"We take our NATO commitment seriously. And we're going to be consulting with allies as we have been certainly in coming days. And if there's ways in which we can help bolster their capabilities to help their defensive postures, we're going to take a serious look at that," Kirby said.

Top US general warns of 'horrific' outcome if Russian forces 'unleashed' on Ukraine

Chairman of the Joint Chiefs of Staff Gen. Mark Milley warned a Russian invasion of Ukraine would be "horrific" for the country and would result in "significant" casualties as he urged Russian President Vladimir Putin to choose a diplomatic path instead.
"Given the type of forces that are arrayed ... if that was unleashed on Ukraine, it would be significant, very significant, and it would result in a significant amount of casualties," Milley said at a Pentagon press briefing Friday. "You can imagine what that might look like in dense urban areas, along roads, and so on and so forth. It would be horrific. It would be terrible. And it's not necessary. And we think a diplomatic outcome is the way to go here."
Milley and Defense Secretary Lloyd Austin briefed reporters Friday on the US military's preparations ahead of a possible Russian invasion with tens of thousands of Russian troops massed on the Ukrainian border, which prompted Austin this week to put 8,500 US troops on alert for possible deployment to support NATO in Eastern Europe.
Milley spoke of Ukraine's geography, noting that when its "high water table" freezes, "it makes it for optimal conditions for cross-country tract and wheeled vehicle maneuver."
"There are many people and highly dense population centers throughout Ukraine. And if war were to break out on a scale and scope that is possible, the civilian population will suffer immensely," he said.
Milley's remarks stand in contrast to the message coming from Ukrainian President Volodymyr Zelensky. Zelesnky spoke to US President Joe Biden by phone Thursday, where the two leaders disagreed on the urgency of the threat Russia poses, and Zelensky reiterated his view speaking in Ukraine Friday that the rhetoric risks causing panic and destabilizing his country's economy.
"They are saying tomorrow is the war. This means panic," Zelensky told reporters.
But Milley said that he thinks Russia's actions "feel different" than previous escalations. "This is larger in scale and scope in the massing of forces than anything we've seen in recent memory, and I think you'd have to go back quite a while into the Cold War days to see something of this magnitude," he said.

'It will not be cost free'
Milley noted that the combat capabilities of the Ukrainian military have improved since 2014, "but they need additional help to defend themselves especially from an invasion force the size that Russia is currently massing."
Still, Milley said that "if Russia chooses to invade Ukraine, it will not be cost free, in terms of casualties, or other significant effects."
Milley said the US has no intent of putting "offensive forces" anywhere to "attack Russia," adding that the current situation between Russia and Ukraine "is entirely engineered by Russia and President Putin."
Austin said that no decision had been made yet to deploy the US forces on heightened alert to Eastern Europe. He said the main goal of troops, which would primarily be deployed to support NATO's quick response force, was about "reassuring our allies."
"This is about our allies trusting us. And so, that's really what we're focused on," Austin said. "And we, you know, Mr. Putin, at some point, will reveal what he's thinking. But again, I'm not sure that he's made the final decisions on what he's going to do yet."
Russia has continued to claim it is not planning to attack Ukraine. In an interview with Russian journalists Friday, Russian Foreign Minister Sergey Lavrov said, "if it is up to the Russian Federation, there will be no war. We don't want a war."
While the Biden administration "welcomed" that message, a senior administration official said, it had to be backed up with action.
"We need to see Russia pulling some of the troops that they have deployed away from the Ukrainian border and taking other de-escalatory steps," the administration official said on a call Friday.

UN Security Council will meet on Ukraine Monday
The United States requested a United Nations Security Council meeting Monday on Ukraine, which it sees as an opportunity for Russia "to explain its extraordinary military buildup on Ukraine's borders and its other threats and destabilizing acts," the senior administration official said Friday.
"While I do think there will be some deflection and perhaps some disinformation -- we know that playbook -- but there's also a clear opportunity for Russia to tell the Security Council whether they see a path for diplomacy or are interested in pursuing conflict," the official said. "And I also think this will be an opportunity -- and will be very important -- for Russia to hear the position that other council members take on these fundamental principles of the international order."
"We hope and expect that our council colleagues will express their desire to pursue a path of diplomacy rather than the path of war," the official said.
The official said the US felt "it would be a dereliction of the Security Council's duties to take a wait and see approach," and said US Ambassador to the UN Linda Thomas-Greenfield will "present the facts of the case and clearly articulate what's at stake for European and global peace and security."
There is no statement or Council action expected from the meeting.
A second official said the US Mission to the UN has been actively engaged with others in New York, including Ukraine, other European nations including Germany, China and Russia.
"We've been in very active dialogue with China, obviously about range of issues, but also, in particular, this situation, Russia and Ukraine," they said. "We've been an active diplomatic conversation with the Chinese mission in New York about this meeting and the issue as it comes to the Security Council as well."

The Ukraine crisis is the classic case of a known unknown: We know that we don't know what Russian President Vladimir Putin intends to do as he amasses troops on the Ukrainian border.
So how imminent is the threat of a full-scale war? Some fears appear to have receded slightly following key talks that included Russian and Ukrainian officials. But the Pentagon also says the Russian troop buildup continues, and President Joe Biden told his Ukrainian counterpart Volodymyr Zelensky on a call Thursday that there was a distinct possibility Russia could launch an invasion in February, according to National Security Council Spokesperson Emily Horne.
Zelensky, however, restated his position that the threat from Russia remains "dangerous but ambiguous," and it is not certain that an attack will take place, a senior Ukrainian official told CNN. Diplomatic efforts to defuse the crisis continue.
Taking that into account, here's a look at how soon an invasion could happen and what it might look like.

How imminent is the threat of war really?
Analysts say Russia has a menu of options to attack at any moment it chooses, from shock-and-awe style air strikes to a ground invasion along a broad front. But while it has moved large amounts of military equipment into place in areas bordering Ukraine, not all the personnel needed for a ground operation are ready.
"At the moment, Russia has a lot of equipment pre-positioned along with its own border with Ukraine," said Janes, a global agency for open-source defense intelligence. "(This) reduces the amount of time it requires for them to fill that area with more forces if they decide to fight because all of their heavy equipment's there."
Troops can be deployed in less than 72 hours, the agency said, since they need only be sent from their bases by plane or train across the country.
Russia is also in the process of deploying "quite a sizable formation" in Belarus from its Eastern Military District (EMD), which extends from Russia's Pacific Coast to Siberia, Janes said. This formation, which Janes first detected moving west early this month, appears to include troops, logistics and communications resources as well as military equipment.
Russia has said the force is there for a Russian-Belarusian training exercise. But according to Janes, the troops "are essentially deploying as close to ready to go as you can be."
Judging by what has been pre-positioned on Russian soil near Ukraine's border, it considers Russia would require "maybe a maximum of two weeks of intense movement to bring all of the pieces into position" if it were to launch an invasion.
Whether Russia would want to put large numbers of boots on the ground remains unclear, particularly given the risk of casualties.
"The important thing to realize is that (Russia) is quite wary of what it calls contact warfare," that is, forces fighting each on the ground, said Sam Cranny-Evans, a research analyst with the UK-based Royal United Services Institute (RUSI). "We've seen (this) in Chechnya, in Afghanistan, in Georgia and its covert deployments to Ukraine, that military losses actually do generate political pressure."
Russia could instead opt to use its very long-range intelligence, surveillance and reconnaissance assets to target critical national infrastructure within Ukraine, such as military bases or even power plants and bridges, Cranny-Evans said. "The goal is to either stop a contact conflict from emerging or shape the battlefield so that when one does emerge, it's much more favorable to the Russian forces," he said.
US intelligence findings in December estimated that Russia could begin a military offensive in Ukraine "as soon as early 2022." Since then, US officials have stuck to that line.




However, Ukrainian officials say the latest military intelligence suggests Russian forces are not yet prepared to stage a full-blown invasion into the country.
Speaking to CNN on Tuesday, a source close to the Ukrainian leadership said defense and intelligence chiefs were analyzing satellite images of Russian forces "from US and other western agencies" on an hourly basis, but were not yet seeing Russia "getting into combat mode, or positioning themselves to attack."
Ukrainian intelligence assesses that the threat from Russia is "dangerous, but not imminent," the source told CNN, and that if any Russian order to attack were given it would still take one to two weeks for Russian forces near the border to be ready.
Ukraine's Foreign Minister Dmytro Kuleba struck a similar note Wednesday, saying Russian troops could attack Ukraine at any time, as had been the case since 2014, but that its forces were not yet fully assembled. "We can say 100 times a day invasion is imminent, but this doesn't change the situation on the ground," he said.
"In terms of timelines, what we've seen up until now has been very overt signaling of the intention for the ability to invade Ukraine," said Cranny-Evans. But the Russians are "taking their time" to get the final pieces into place in order to leave space for conversations which might allow them to achieve their political goals, such as installing a pro-Kremlin or even neutral leader in Kiev, without having to fight, he suggested.
If it does come to an invasion, he considers that Russia could move the necessary troops into place in the space of 72 hours. "It's the forces that Russia already has in the Southern Military District on the borders with Ukraine that would probably take on the first bit of fighting," Cranny-Evans said.
The Kremlin denies it is planning to attack and argues that it is NATO's support for Ukraine -- including increased weapons supplies and military training -- that constitutes a growing threat on Russia's western flank.




What else could influence the timeline for a potential invasion?
There may also be non-geopolitical factors to take into account, such as the weather and the upcoming Winter Olympics in Beijing.
If Putin orders his forces to invade, some analysts have speculated it would come before the spring thaw. "The best time to do it is winter because it's going to be a mechanized advance and the mechanized divisions need hard frozen ground," journalist and author Tim Marshall told CNN.
However, Cranny-Evans does not believe the weather would play a major role in any decision to invade.
"Russia has quite a long history of just fighting when it suits Russia. There's no real indication that it's bothered by mud," he said, adding that Russian forces are experienced in operating on this terrain. "Armored fighting vehicles, particularly tracked ones, have generally very good mobility even on very soft soil, and it would have to be extremely degraded before they couldn't move on it at all." Ukraine has a pretty good road system, he added.
US Deputy Secretary of State Wendy Sherman suggested this week that the Winter Olympics beginning next week in China could influence Russia's thinking. Putin plans to be there when the Games kick off and Chinese President Xi Jinping "would not be ecstatic if Putin chose that moment to invade Ukraine," Sherman said.
Sherman added that she suspects that "even the people around" Putin don't know what he will do with regards to Ukraine, but that the US sees "every indication that he is going to use military force, sometime perhaps now and (up to the) middle of February."
A Chinese Foreign Ministry spokesman noted on January 14 that United Nations members had adopted an Olympic Truce resolution which urges countries to "cease hostilities from seven days before the start of the Olympic Games until seven days after the end of the Paralympic Games." That period would extend from January 28 to March 20.

What would an invasion look like?
It's hard to predict -- but recent history may give some clues. Russia has, after all, already invaded Ukrainian soil twice in the past decade.
When Moscow annexed Ukraine's Crimean peninsula in 2014 it did so on the pretext that it was defending its interests and those of Russian speakers. First, thousands of special-operations troops, dubbed "little green men" and later acknowledged by Moscow to be Russian soldiers, poured into the southern peninsula. Then, within days, Russia completed its annexation in a referendum that was slammed by Ukraine and most of the world as illegitimate.
Shortly afterwards, pro-Russian separatists in Ukraine's eastern Donetsk and Luhansk regions, known as the Donbas, declared their independence from Kiev, prompting months of heavy fighting. Russia's de facto invasion of the Donbas region ended in 2015, when a ceasefire was signed, but Russia still props up the separatist movement there.
CNN global affairs analyst Michael Bociurkiw, a former spokesman for the Organization for Security and Co-operation in Europe, said this week he believed Putin might choose to invade through the Donbas because he "knows he will get away with it." The area -- heavily damaged in places by shelling -- is wrongly regarded by some in the West as "a territory that is dispensable," Bociurkiw said.
"Putin has been giving out hundreds of thousands of Russian passports to pro-Russian residents of the Donbas -- now he has an even further pretext to go in and say they need to be protected," he said.




At its most minor, Russian action could involve "normalizing" the country's grip on the Donbas region by sending in Russian troops to lock down their control of the area, or even to slightly widen its buffer zone against the rest of Ukraine, said CNN's International Security Editor Nick Paton Walsh.
Other analysts suggest that a narrow land corridor along the Azov Sea, through the southern Ukrainian city of Mariupol, could be easily achieved through an amphibious landing on the Azov Sea coast, said Paton Walsh -- although such a corridor would be hard to defend.
Another option that's been mooted is a wider invasion of the country, Paton Walsh added, but this would be costly for Russia in terms of Russian lives and Western sanctions.
Kuleba said Wednesday that his country was focused on "every scenario," not just the threat of military invasion.
"We see a scenario of destabilization of Ukraine and that scenario is imminent, it's already taking place -- by spreading panic, by putting pressure on Ukraine's financial system, by conducting cyber attacks against Ukraine," the minister said.

What forces does Russia have in place?
According to a Ukrainian Defense Ministry intelligence assessment shared with CNN last week, Russia had more than 106,000 ground personnel near Ukraine's borders, with another 21,000 or so air and naval personnel on hand.
The assessment also said Russia supports more than 35,000 rebels in eastern Ukraine and has about 3,000 of its own military personnel based in rebel territory. Moscow denies having any forces in eastern Ukraine.
"Russia's armed forces appear to have entered their highest level of activity and movement since the autumn-winter build-up began in late October," said an analysis from Janes released Tuesday.
"Evidence indicates activity from all of Russia's major regional commands, and Moscow has also signaled that it will move a large number of surface vessels, including six landing ship tanks (LSTs), a cruiser, and a destroyer, into the Mediterranean Sea, where they could easily continue into the Black Sea."
According to Janes, the force deployed into Belarus from Russia's Eastern Military District is equipped with at least two Iskander-M battalions -- the Iskander being a road-wheeled cruise missile launcher system -- as well as long-range BM-27 multiple rocket launchers, and a large number of main battle tanks.
Russia's Ministry of Defense has also announced the deployment of 12 Su-35S fighter jets, two battalions of S-400 air-defense systems, and a Pantsir-S air-defense battalion to Belarus as part of military exercises there, the analysis said.
Having forces in Belarus helps Russia greatly "because it forces the Ukrainians to defend another several hundred kilometers of border," whether the Russians decide to invade or not, according to Janes. It could also allow the Russians to expand the geographic reach of their radars and electronic warfare systems and bolster their air defenses.
"Units from the Central, Southern, and Western Military Districts appear to be deploying additional equipment, including tanks, artillery, and communications systems, to established sites near the Ukrainian border," the Janes analysis added.




What is Ukraine's military capability?
Ukraine insists that its forces are well prepared. Western allies, including the United States and United Kingdom, have stepped up their provision of military training, equipment and supplies to Ukraine as tensions with Russia have risen.
An adviser to Ukraine's President Zelensky told CNN on Wednesday that the US was now providing "an unprecedented level of support" to Ukraine, both military and diplomatic.
"Our army is very well prepared. And you have a population which is very well motivated," Ukraine's Ambassador to Japan Sergiy Korsunsky said this week.
Meanwhile, Zelensky has repeatedly urged Ukrainians to remain calm and not panic.
According to Cranny-Evans, Ukraine's armed forces are in a much better place than they were in 2014 and 2015, when their state of readiness was very low.
"Ukrainian armed forces have really pushed hard for their modernization, they've done what they've can with the domestic industry to improve their capabilities and harden their defenses," he said. "But ultimately, a lot of what they have achieved is tactical in nature. The way in which the Russians fight is very much a level above that."
While nobody really thinks the Ukrainians could stop the Russians, "they've definitely raised the potential costs for the Russian forces," Cranny-Evans added.
"They have the means to really potentially drag Russia into quite a bloody conflict. It's just whether or not Russia can achieve its goals without having to do that."
The ball, at the moment, remains in Putin's court, as the Kremlin leader mulls over written responses by both the United States and NATO to Russia's security demands. As Fiona Hill, who served as the National Security Council's point person on Russia in the Trump administration recently observed in a New York Times op-ed, Putin has a knack for manufacturing crises, and can stir up trouble elsewhere around the globe if he wants to further confound Western policymakers.

Западные союзники активно передают Украине военную помощь. Какое оружие поставляют украинской армии и с какой целью – ниже в материале РБК-Украина.

Переговоры по линии США – Россия с участием НАТО напряжения возле украинских границ так и не сняли. Формально консультации продолжаются, но риторика с обеих сторон не обнадеживает. Запад настаивает, что противоречия с Кремлем можно и нужно решить посредством дипломатии, однако арсенал на случай "что, если нет" становится все более внушительным.
Прежде всего США и их союзники угрожают России мощными санкциями в ответ на любую попытку вторжения, о чем мы подробно писали ранее. С другой стороны Украине ясно дали понять, что отправлять своих солдат для ее защиты НАТО не будет. Вместо этого со второй половины января западные союзники ускоренно передают Украине оружие. При чем именно то, которое украинские бойцы могут освоить максимум за пару недель.
"Безусловно, это укрепит наши войска, это усилит наши оборонные способности. И я хочу подчеркнуть, что эта помощь будет использована исключительно в оборонных целях, для защиты наших войск, для защиты критической инфраструктуры, и для защиты мирного населения, от любых проявлений, любых действий, которые смогут привести к эскалации", – заявил заместитель министра обороны Анатолий Петренко.

"Убийцы российских танков" и знаменитый Stinger
Первый борт с военной помощью из Британии прибыл в "Борисполь" еще в понедельник, 17 января. Меньше чем за неделю транспортники Королевских ВВС сделали в Киев восемь рейсов. Основной груз – около двух тысяч противотанковых ракетных комплексов NLAW.
Эти ПТРК предназначены для уничтожения танков, бронетехники и укреплений. Переносной и относительно легкий комплекс (12,5 кг) особо эффективен в условиях городской застройки. Его конструкция позволяет оператору вести огонь из закрытых помещений на расстоянии от 20 до 800 метров.
Принцип работы NLAW предельно простой. Бойцу нужно лишь зафиксировать цель через оптический прицел на 3-5 секунд и нажать на спуск, дальше ракета сама выстроит траекторию с учетом скорости движения объекта. Комплекс работает в двух режимах стрельбы: прямой удар и атака сверху (для поражения танков). NLAW одноразовый и может храниться до 20 лет.


Вслед за британцами отправку дополнительной помощи начали США. Первый американский самолет 22 января привез украинской армии 90 тонн оружия и боеприпасов. В течение пары дней прибыло еще два борта, министр обороны Алексей Резников анонсировал четвертый. Также Штаты намерены отправить в Украину пять вертолетов Ми-17, а возможно и остальной пакет военной поддержи, который был предназначен для Афганистана.
"Начались поставки дополнительной материально-технической помощи от США (на сумму 200 млн долларов) с ориентировочным объемом до 45 самолето-рейсов. Среди прочего, армия получила новую партию ПТРК Javelin и ракеты к ним (по данным американских журналистов, около 300 только за один рейс), а также гранатометы M141 Bunker Defeat Munition (SMAW-D).

FGM-148 Javelin украинцам хорошо знакомы. Первые комплексы США передали еще весной 2018 года, их демонстрировали на военных парадах, а в конце прошлого года они были испробованы на учениях в зоне ООС. Военные эксперты, опрошенные изданием, говорят, что эти системы находятся на Донбассе, но не на первой линии обороны. По оценкам аналитиков, сейчас в украинской армии больше 150 пусковых установок и 1200 ракет к ним.


Этот ПТРК прежде всего предназначен для поражения танков и бронетехники. Но может использоваться и против укреплений, беспилотников, вертолетов и малоскоростных самолетов на небольших высотах. Как и в случае с NLAW оператор комплекса может стрелять из закрытых помещений, как прямой наводкой, так и сверху. Его также устанавливают на боевые машины. Дальность поражения 2,5-5 км в зависимости от модификации.
Javelin значительно тяжелее британского "коллеги" (22 кг против 12,5 кг), но для его использования достаточно одного бойца, хотя по стандарту расчет состоит из двух человек. Работает комплекс по принципу "выстрелил и забыл", после пуска ракета сама "ведет" цель благодаря инфракрасной головке самонаведения. Состоит она из двух зарядов: первый пробивает броню, второй выжигает то, что внутри объекта.
Термобарические SMAW-D Украине передали впервые в этом году. Это легкий одноразовый гранатомет с фугасным боеприпасом, основная цель которого – уничтожить укрепление противника, прежде всего бункеры. Пробивает до 20 см бетона, 30 см кирпича или 2 метра мешков с песком. SMAW-D также можно использовать против легко бронированных целей. Эффективен на расстоянии от 15 до 1000 метров.


Страны Балтии также намерены вооружить украинскую армию новыми системами. Так, Эстония пообещала отправить "десятки и десятки" Javelin, а Латвия и Литва – зенитно-ракетные комплексы Stinger. Балтийцы уже получили разрешение на передачу этого оружия от страны-производителя США.
FIM-92 Stinger, пожалуй, один из самых известных переносных ЗРК в мире. Он до сих пор состоит на вооружении почти в трех десятках стран, несмотря на то, что появился еще 40 лет назад. Большую популярность этот комплекс получил в ходе войны в Афганистане в 80-ых годах. Только за 1986 год моджахедам удалось сбить 23 советских самолета и вертолета.
Stinger может прицельно поражать авиацию на расстоянии от 250 метров до 4,5 км. Хотя зафиксирован случай, когда ЗРК подбил самолет на высоте более 9 км. Комплекс также используют против небронированных наземных и надводных объектов, но с меньшей эффективностью. В расчет Stinger входит командир и оператор, однако для боя достаточно и одного человека.

Предел цены вторжения
"Наши партнеры пошли самым легким путем. Они насыщают наши вооруженные силы противотанковыми средствами – это достаточно эффективный способ сделать оборону более стойкой и менее уязвимой. Есть еще ПЗРК Stinger ближнего радиуса действия – это тоже может быть использовано в защите нашей обороны от штурмовой и армейской авиации. Это опять-таки о стойкости обороны", – объяснил РБК-Украина бывший сотрудник оперативного управления Генштаба Олег Жданов.
В то же время, уточнил эксперт, в пакете помощи нет "ничего глобального", к примеру танков, артиллерии, мощных систем противовоздушной и противоракетной обороны, по типу ЗРК Patriot . Такие комплексы могли бы противостоять массированным налетам вражеской авиации или баллистическим ракетам, защитить военных на передовой, города-миллионники и электростанции. Однако о поставках этих систем речь пока не идет, хотя официальный Киев с такой просьбой обращался.

Против этой идеи играют сразу несколько факторов. Во-первых, Запад, очевидно, не хочет лишний раз "злить" Россию, все же питая надежду на разрядку посредством дипломатии. Во-вторых, Patriot сложная и дорогая система (семь батарей обошлись Румынии в 4 млрд долларов), которая требует специально обученного персонала, системы оповещения, самолетов дальнего радиолокационного выявления и так далее.
Но самая главная причина – это время. Чтобы развернуть подобные системы в существующих реалиях нужны годы. В то время как западные союзники пытаются дать Украине то, что можно использовать прямо сейчас, ведь в их понимании новое вторжение России может произойти до конца этой зимы. Военные эксперты сходятся во мнении, что передача NLAW, Javelin и Stinger в боевые подразделения – это вопрос нескольких недель. При этом их можно использовать везде: от Сил специальных операций и морской пехоты до территориальной обороны.
"С каждым Javelin или NLAW шансы на победу России тают. А без уверенности в победе нет смысла ввязываться в войну", – уточнил Жданов.
Это оружие само по себе не меняет расклада на фронте, но насыщение им войск в большом количестве дает как минимум тактическое преимущество, уверен глава "Украинского милитарного центра" Тарас Чмут. С учетом новых ракет собственного производства и советского наследия украинские войска вполне способны нанести противнику очень ощутимый урон в случае наземной операции. По мнению эксперта, в Украине пытаются ускоренными темпами создать такой потенциал, чтобы это привело к отказу от плана ее оккупации через прямое открытое вторжение.

"Направления главного удара (согласно планам возможного вторжения, – ред.) проходят через большие города, такие как Чернигов, Харьков, Днепр, Запорожье, Херсон, Одесса, Николаев и Мариуполь, где боевые действия будут вестись в городской застройке. Потребуется ввести туда личный состав, он будет заходить с техникой, но это все равно потери. То есть мы увеличиваем цену оккупации, возможно, не с точки зрения каких-то мощных сверхсистем ПРО или авиации, но за счет своего рода полупартизанского ответа", – уточнил Чмут.

В то же время усилить оборону, особенно в небе, в обозримом будущем могли бы передвижной зенитно-ракетный комплекс средней дальности NASAMS и самоходный ЗРК ближнего действия Avenger (на шасси внедорожника Humvee установлены восемь ракет Stinger, РЛС и зенитный пулемет). При грамотной координации все вместе это даст возможность для быстрых и ассиметричных ответов на потенциальную агрессию.
"Мы сейчас воспринимаем российскую угрозу как линейный вариант противодействия, считая количество танков. Он имеет право на жизнь, но мы можем быть вынуждены вести боевые действия на собственной территории. Поэтому важно иметь вариант перехода к мобильной гибкой обороне – это серьезный вызов. Чтобы мы не считали, что мы должны сидеть в окопах и защищаться линейно. Так не должно быть и надеюсь, что так не будет", – сказал РБК-Украина директор информационно-консалтинговой компании Defense Express Сергей Згурец.

Отправляя все больше вооружения западные партнеры подчеркивают: очень не хочется, чтобы Украина была вынуждена его использовать. Однако сам факт такой помощи говорит о многом. Союзники готовы помочь не только громкими словами и обещаниями жесточайших санкций "когда-то потом", но и реальными вещами: оружием, боеприпасами и оборудованием – здесь и сейчас.
Примечательно, что к этой поддержке присоединяется все больше стран. К примеру, Чехия передает 4 тысячи снарядов, Канада выделяет 340 млн долларов на поддержку в оборонной сфере, а Польша ведет консультации по поставке оружия. Как сообщили изданию в Минобороны, ведутся переговоры с Германией, Нидерландами и Албанией. Все это должно стать четким сигналом для Кремля, что украинцам есть чем защищаться, а цивилизованный мир не оставит их наедине перед лицом новой агрессии.

Первая заместительница министра иностранных дел Украины Эмине Джапарова прокомментировала жалобу крымских музеев о решении Апелляционного суда Амстердама о возвращении "скифского золота" Украине.
"Мы не удивлены, что российский оккупант хочет продолжить свою грязную игру, чтобы как можно дольше затянуть судебный процесс, который уже длится семь лет. Но сколько бы это ни продолжалось во времени, мы продолжим защиту своих интересов", - написала Джапарова в соцсети Фейсбук.
Она отметила, что Украина готова в третий раз доказать принадлежность артефактов украинскому музейному фонду уже в Верховном суде Королевства Нидерланды.
Джапарова напомнила, что 26 января – так называемые "музеи" во временно оккупированном Крыму подали кассационную жалобу на решение Апелляционного суда Амстердама о возвращении коллекции "скифского золота" Украине.

Слова о "независимом операторе", растиражированные в многочисленных сообщениях СМИ, пока являются лишь самооценкой. Можно ли считать стопроцентную немецкую дочку стопроцентной швейцарской дочки российского государственного концерна "Газпром" независимым оператором, и должно решить Федеральное агентство по сетям.

Тут следует, однако, учитывать, что в ходе сертификации во главе угла стоят не только и даже не столько вопросы собственности, сколько соответствие определенным сугубо юридическим нормам. Антимонопольное законодательство ЕС требует, чтобы добыча и транспортировка газа не находились в одних руках. Компания Gas for Europe с формальной точки зрения ни добычей, ни продажей газа не занимается, а отвечает только за его транспортировку на определенном участке газопровода.

Почему выбор пал на столицу земли Мекленбург - Передняя Померания
Решение зарегистрировать и разместить новую фирму в Шверине объясняется тем, что этот город - столица федеральной земли Мекленбург - Передняя Померания, на территории которой, в Любмине, находится приемный терминал "Северного потока - 2" (а также первого "Северного потока"). Правительство этой восточногерманской земли во главе с премьер-министром Мануэлой Швезиг (Manuela Schwesig) не только активно поддерживает оба газопровода, но и в целом выступает за развитие всестороннего сотрудничества с Россией.

Мануэла Швезиг - влиятельная фигура в правящей Социал-демократической партии Германии (СДПГ), партии канцлера ФРГ Олафа Шольца (Olaf Scholz). После убедительной победы на региональных выборах в сентябре 2021 года ее политические позиции еще больше укрепились. У нее хорошие отношения с однопартийцем и бывшим канцлером ФРГ Герхардом Шрёдером (Gerhard Schröder), возглавляющим совет директоров Nord Stream 2.

В январе 2021 года эта компания внесла стартовый капитал в 20 млн евро при создании в Мекленбурге - Передней Померании по инициативе земельного правительства регионального фонда под названием "Защита климата и экологии" ("Klima- und Umweltschutz MV"). Критики называли его фейковым, поскольку ключевая задача этого фонда состояла в том, чтобы содействовать достройке "Северного потока - 2", поддерживая в случае введения санкций США фирмы, являющиеся поставщиками проекта или оказывающие ему сервисные услуги. Штаб-квартира этого фонда тоже находится в Шверине.

Кто руководит фирмой Gas for Europe
Исполнительным директором фирмы Gas for Europe назначен 57-летний юрист Райнхард Онтид (Reinhard Ontyd). Он начинал свою карьеру в компании Ruhrgas - давнем импортере российского газа и партнере "Газпрома", которую затем поглотил энергетический концерн E.on. В нем Онтид проработал более 20 лет в различных должностях, занимаясь, в частности, долгосрочными газовыми контрактами.

На работу в "Газпром" он перешел в декабре 2014 года - сначала в компанию Nord Stream, оператора первого "Северного потока", а затем в Nord Stream 2, где в последнее время на должности коммерческого директора занимался, в частности, правовыми вопросами, в том числе получением различных разрешений во время строительства "Северного потока - 2".

У Gas for Europe имеется наблюдательный совет (Aufsichtsrat), что довольно необычно. По законам ФРГ такой орган является обязательным для акционерных обществ (AG), а также для обществ с ограниченной ответственностью (GmbH), если у них более 500 сотрудников. Немецкая дочка Nord Stream 2 AG ничего не сообщает о количестве своего персонала в головном офисе в Шверине и в Любмине на приемном терминале газопровода, но оно вряд ли даже близко к этой цифре.

МИД запретил бывшему послу ФРГ в Рияде работать на "Газпром"
Тем не менее в "Газпроме" решили учредить в новой фирме в Германии наблюдательный совет и пригласить на должность его председателя известную и влиятельную публичную фигуру. Выбор пал на 68-летнего Дитера Вальтера Халлера (Dieter Walter Haller) - карьерного дипломата, в прошлом - посла ФРГ сначала в Южно-Африканской Республике, а затем дважды в Саудовской Аравии.

После выхода на пенсию в 2018 году он сразу занялся политическим консалтингом и лоббированием, основав фирму Haller Consult. Он также принял приглашение занять пост в берлинской компании WMP, имевшей, по данным немецких СМИ, договор об оказании пиар-услуг с саудовским правительством.

Так что управленческая структура Gas for Europe в известной мере должна была повторить схему, сложившуюся в материнской компании Nord Stream 2. Там оперативное руководство осуществляет опытный управленец Маттиас Варниг (Matthias Warnig), а решение политических задач берет на себя Герхард Шрёдер. Новой фирмой в Шверине руководит юрист, вся профессиональная жизнь которого связана с газовой отраслью, а представлять и продвигать интересы компании в общественной сфере должен был бы дипломат с большим опытом работы в авторитарной стране, живущей за счет экспорта энергоносителей.

Однако бывший работодатель Дитера Вальтера Халлера - МИД Германии, по информации издания Die Zeit, запретил экс-дипломату занять должность председателя наблюдательного совета в Gas for Europe, обосновав запрет тем, что эта деятельность будет затрагивать "служебные интересы".

Дальнейшие перспективы сертификации "Северного потока - 2"
Что же касается дальнейших перспектив сертификации "Северного потока - 2", то они теперь таковы. В ближайшее время Федеральное агентство по сетям должно возобновить прерванное рассмотрение дела, на что у него из предусмотренных законом четырех месяцев остались два месяца без одной недели.
Поскольку 1 марта в BNetzA произойдет смена руководства, срок рассмотрения вряд ли будет сокращен: прежнее начальство не захочет под занавес принимать столь важное решение, а новому понадобится время, чтобы войти в курс дела.
Решение немецкого регулятора будет представлено Европейской комиссии (ЕК) в Брюсселе. Для подготовки своего заключения исполнительный орган ЕС имеет два месяца, но может запросить дополнительно еще два. Затем немецкому регулятору предоставляются дальнейшие два месяца, чтобы огласить свое окончательное решение. Если оно будет расходиться с рекомендацией ЕК, та может подать на Германию в Европейский суд в Люксембурге.
При таком расписании газ по "Северному потоку - 2" потечет - в лучшем для "Газпрома" случае - во второй половине лета. Если, конечно, проект не подпадет под дополнительные санкции или вообще не начнет работу из-за возможных военных действий России против Украины.

Национальное управление по борьбе с организованной преступностью (NCOZ) и спецслужбы рассматривают версию, что целью диверсии могло стать оружие, которое планировал купить болгарский предприниматель Емельян Гебрев. Из просочившейся в СМИ информации и высказываний некоторых чешских политиков становится ясно, что взрыв должен был произойти позже, уже при получении боеприпасов болгарским торговцем оружием. И лишь по случайности все случилось еще на территории Чешской Республики.
Российская сторона свою причастность ко взрывам складов в Врбетице категорически отрицает. Обвинение, выдвинутое чешской стороной, привело к дипломатическому кризису и высылке дипломатов из посольства РФ в Праге и чешского посольства в Москве.
На требование выплатить компенсацию за нанесенный ущерб и гибель чешских граждан Москва не ответила.
